NOTICE VOTING BY ABSENTEE BALLOT

Spring Primary February 21, 2017

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, and who has resided in the ward or municipality where he or she wishes to vote at least 27 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued.

YOU MUST MAKE A REQUEST FOR AN ABSENTEE BALLOT IN WRITING

Contact your Municipal Clerk and request that an application for an absentee ballot be sent to you for the primary or general election or both.  You may also request an absentee ballot by letter.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application for an absentee ballot by mail or in person.

5pm on the fifth day before the election, February 16, 2017.

Note:  Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

No in-person absentee voting may occur on a weekend or legal holiday.

The Municipal Clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, February 21, 2017.  Any ballots received after the polls close will be counted by the Board of Canvassers if postmarked by Election Day and received no later than 4:00pm on the Friday following the election.

  1. The Board meeting was called to order at 7:03pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.
  1. The Treasurers Report was read by Supervisor Johnson, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  1. The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
  1. Correspondences;
    1. UW Extension sent a flyer on upcoming classes for Town Board members to attend January-May 2017. If any board member is interested please contact the clerk. Noted by the board.
    2. The Town Officers, Dodge County Unit, WTA meeting will be held Wednesday, January 18, 2017 at 7:30pm and the Dodge County Administration Building. Noted by the board.
  1. Reports;
    1. The Watertown Fire Department report for October 2016; 1 Fire run, 1 EMS run. For November 2016; 1 EMS, 1 HAZCON. The Waterloo Fire Department had no runs to the Town of Shields.
  1. Old Business;
    1. The Board is still waiting to hear what Dodge County’s ATV/UTV decision will be.
  1. New Business;
    1. Jason Johnson representative from Advanced Disposal was invited to the Board Meeting. As a provider to other communities he explained how the service works as a roadside subscriber or roadside services for the entire Town. He left us with the financials to figure out which would service the town efficiently and affordably. At this time there is no change to the community. The board will take some time to digest all and discuss at a future meeting.

    1. The Spring Primary Election will be held on February 21, 2017 at the Emmet Town Hall. Polls will be open from 7am to 8pm.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  1. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Chairman Jones. Motion Carried.
  1. The monthly bills were read by Clerk Johnson, Supervisor Long made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
  1. Correspondences;
    1. The Wisconsin Department of Administration sent the Final Estimate as of January 1, 2016 population for the 2016 Year for the Town of Shields as 566. Noted by the board.
  1. Reports;
    1. The Watertown Rural Fire Department were available at meeting time. Chairman Jones read the report from Watertown with July being 1-Fire Call, 1-EMS call, August being 2-EMS calls, 1-MVA call and September being no calls to the Town of Shields.
    2. Waterloo Fire reports were available at meeting time with August, September and October no calls to the Town of Shields.
    3. Chairman Jones gave a report of a conference call that he had with WTA Director Mike Koles and members of the Watertown Rural Fire Department earlier today. Mr. Koles is researching and studying a pending legislative Bill for Fire Districts. A Committee has been formed which includes the Watertown Fire Chief on the Committee. Koles is not sure it’s a good idea to have Fire Districts.
  1. Old Business;
  2. The Board is still waiting to hear what Dodge County’s ATV/UTV decision will be. There is also a concern about the crossing of State and County Roads.
  1. New Business;
  2. The Clerk presented the first bids from Waste Management and Advanced Disposal to the Board. The clerk will email the bids to the board for review for the next meeting. Jason Johnson from Advanced Disposal will come and speak to the board at the December meeting.
  1. Miscellaneous;
    1. Chairman Jones reported the shouldering of the roads was done by the county. And most of the Maintenance Agreement from 2015-2016.
    2. Clerk Johnson reported the November 8, 2016 Election went well the town had a great turnout and all went smoothly.

    4. Chairman Jones attended the 9/29 Turnout for Transportation on September 29, 2016 at 7pm. Jones stated to the group that the TO Shields is getting along but use more funding for roads that carry heavy equipment on them. There is always room for improvement but our roads are doing okay by comparisons.

    1. ATV/UTV Ordinance has been tabled.
    2. DCPD &PD Committee will hold a Public Hearing on the Shoreland Protection Ordinance Amendment on Monday, November 7, 2016 at 7pm at the Administration Building in Juneau. Noted by the board.

    1. Wisconsin Department of Administration Demographic Service Center sent the preliminary estimate as of January 1, 2016 population for the Town of Shields at 566. This represents a 2.17% change since 2010. Noted by the board.
    2. The Local Government Center at UW Extension sent notice of nine Town and Village Workshops around Wisconsin for September 2016. Noted by the board.
    3. Dominion Voting sent information of the new voting equipment which we will be obtaining in 2017. “Imagecast Evolution Optical Scan Tabulator & Ballot Marking Device.” All of Dodge County will be receiving the same machine. Noted by the board.
  1. Reports;
    1. No Fire Department reports were available at meeting time.
    2. The Wisconsin Towns Association Executive Director Mike Kohes sent information for the upcoming September 29th meeting for the “9/29 Turnout for Transportation”. The meetings are focusing of the broken infrastructure of funding for public safety.
    3. The 2016 Bridge Inspection report was set. One maintenance item on the report was the Approach was in need of wedging. Chairman Jones has reviewed and contacted Dodge County WI Highway Commission to fix.
  1. Old Business;
  2. Dodge County Highway Commission sent a Letter concerning the ATV-UTV informing the Board that a private group has applied for several ATAV_UTV routes on Dodge County Highways within our town. The Highway Commission has decided to postpone any action on these requests at this time.
  3. Clerk Susan Johnson is working on bids for Curbside Pick-up in the Township and will present the information when bids are in. This does not mean the township will be going with curbside pick-up. The Board is exploring the option.
  4. New Business;
    1. Dodge County Human Society sent the Annual 2017 Stray Animal Contract. After discussion on the contract options. Supervisor Long made a motion to accept the option of “A lump sum of $875. Covers up to 5 domestic stray animals. Animals in excess of 5 will be charged $200/animal over 5” and Supervisor Johnson seconded. Motion Carried. All in Favor.

  2. The General Election will be held on November 8, 2016. Polls Open at 7am and close at 8pm. Town of Shields residents vote at the Emmet Town Hall.
