August 12, 2019 Minutes

Board Meeting                                   August 12, 2019                     7pm

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

 1. The Board meeting was called to order at 7:06pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor McFarland made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.

5. Correspondences;

a. Rural Mutual Insurance agent Gary Probst attended the monthly board meeting. There was a question and answer session of the towns policy. Clerk Johnson will collect an Insurance Certificate from the TO Emmet for mowing and look into the coverage of the voting machine.

b. The WI Transportation Information sent the class schedule for the 2019 Fall Classes.

c. Dodge County Highway Commission sent the 2019-2020 one-year Maintenance Agreement. The payment will be $750 per mile times 28.65 miles = $21,487.50. The current has a balance of $4,983.11 to use by October 31, 2019. Supervisor Johnson made a motion to accept the Dodge County Highway Commission’s 2019-20 contract for snowplowing and maintenance services, and Supervisor McFarland seconded. All were in favor. Motion Carried.

6. Reports;

a. The Watertown Rural Fire Department report was presented and there were no calls to the TO Shields for the month of May. The Waterloo Fire Department report was presented and there were no calls to the TO Shields for the month of June. Noted by the board.

b. Reports are coming if for the upcoming 2020 Budget year.

c. The Dodge County’s Humane Society clarification of hours in which it is open to the public are; Tuesday and Thursday from 12-7pm and Saturday from 12-4pm.

d. The WTA Dodge County Unit Meeting was not attended this month.

7. Old Business;

a. The WTA Convention will be attended by Assessor Plasil and Clerk Johnson on October 13-15, 2019 at the Kalahari Resort & Convention Center.

b. The discussion on changing banks will be let to rest for nowl.

8. New Business;

a. DCLR & PD sent a Rezoning Notification for the petition of Linda Knilans and Jeff Koellen agents for Lloyd and Lois Koellen Irrevocable trust to rezone 10 acres of land from A-1 Prime Ag to A-2 General Ag. Supervisor Johnson made a motion to approve the rezone the ten acres and Supervisor McFarland seconded. Motion carried all were in favor.

b. Discussion took place on abandoning a .14 mile of road Garden Road to Shannon O’Gorman. Further information needs to be gathered and will be discussed at the next board meeting.

c. The Resolution for “Broadband Expansion for Dodge County” was laid over until the next board meeting.

d. The new Fire Ordinance was discussed and will be laid over until the next board meeting.

e. The 2020 Fire Contract was not available at meeting time.

9. Miscellaneous;

a. Dodge County sent a letter to Pearl Schroeder at N1278 Rich Road about having to remove a portable wheel chair ramp. It is alleged to be not compliant with the Dodge County Building set back. The board criticized this action by the county.

10. Public Comment-None to report.

11. Next month’s meeting date; October 21, 2019 at 7 pm at the Emmet Town Hall.

Supervisor Johnson called for the meeting to be adjourned at 8:35pm and Chairman Jones seconded. Motion Carried Meeting Adjourned.
