Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Sue Johnson, Assessor P. Joseph Plasil, County Supervisor Jeff Berres.

  1. The Board meeting was called to order at 7:08pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
  5. Correspondences;
    1. DCLR & PD sent notice the Town of Portland’s Comprehensive Plan was updated on December 17, 2015. Noted by the board.
    2. DCLR &PD sent an approved Land Use Permit for Lawrence Kroll for a deck and shed. Noted by the board.
    3. A meeting will be held on January 20, 2016 at 7:30pm at the Dodge County Admin Building for Town Officers. Noted by the board.
  1. Reports;
    1. The Watertown Rural Fire Department totals for 2015 are as follows; 4-Fire Runs, 15-EMS calls and 3-MVA. The Waterloo Fire Department sent the October and November reports for 2015; no calls to the Town of Shields.
    2. The Town of Shields Comprehensive Plan will be finalized at the Annual Meeting. The public should look for meeting dates on the Posting Boards and in the Newspaper.

    1. Jeff Berres spoke briefly on the ATV/UTV Ordinance. There has been no movement on the Ordinance however it should be on the Counties agenda soon.

February 16, 2016 Election (Type E)

 

                                                      VOTING BY ABSENTEE BALLOT

 Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.

You must make a request for an absentee ballot in writing. Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application for an absentee ballot by mail or in person.

Making application to receive an absentee ballot by maiThe deadline for making application to receive an absentee ballot by mail is: 5 pm on the (5th) fifth day before the election, February 10, 2016. Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

 The first day to vote an absentee ballot in the clerk’s office is: Monday, January 26, 2016.  The last day to vote an absentee ballot in the clerk’s office:  Wednesday, February 10, 2016. No in-person absentee voting may occur on a weekend or legal holiday. The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, February 16, 2016.  Any ballots received after the polls close will be counted by the board of canvassers if postmarked by Election Day and received no later than 4:00 p.m. on the Friday following the election.

  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  5. Correspondences;
    1. UW Extension sent notice of the Wis Line Teleconference Series for Winter/Spring 2016. Noted by the board.
    2. Nate Olson Senior Planner from DCLR&PD sent a letter to remind the Town Board and Plan Commission Members that he is a resource that can be used for subjects to re-evaluating plan commission responsibilities, research new/changing laws, review of county/town land use regulations, review of state programs affecting towns, methods to increase intergovernmental cooperation, etc. Noted by the board.
  6. Reports;
    1. Waterloo & Watertown Rural Fire reports were not ready at meeting time.
  7. Old Business;
    1. The Town of Shields Board is still waiting to hear Dodge County’s recommendation for the ATV/UTV Ordinance.
  8. New Business;
    1. The Watertown Fire Department sent notice of the 2016 Contract for Fire & EMS for coverage to the township, the cost for 2016 will be $32,082.58. After discussion Supervisor Johnson made a motion to accept the contract for 2016 at $32,082.58 and Supervisor Long seconded. Motion Carried. All in Favor.
  9. Miscellaneous;
    1. Each odd year of an Election cycle the Town Board appoints Election Inspectors for the 2016-2017 Election cycle. This cycle the Town Board appoints; Chief Inspectors-Rosemarie Ulmer, Irene Miller, Frances Milburn, Betty May & Susan Kileen. Election Inspectors-Sue Nampel, Carol Burner & Mary McFarland. Please contact the clerk if you are interested in working extra help is always a need.

  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Supervisor Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

  6. The Wisconsin Department of Administration sent the Final Population Estimate for the Town of Shields, Dodge County WI. Population is 563. Noted by the Board.
  7. The Wisconsin Department of Administration sent notice of the approval of a Cooperative Plan between the City of Watertown and The Town of Emmet. Noted by the Board.
  8. The Dodge County Highway Commission sent an Information Packet for the 2016-2017 program as projected, the Election of committee for town and municipal programs, the size and number of projects for the Local Road Improvement Program. Noted by the Board.
  9. Reports;
  10. The Watertown Rural Fire Department report was given by Chairman Jones. In September the TO Shields had one (1) EMS call and in October the TO Shields had two (2) EMS calls. Waterloo fire report was not available at meeting time.
  11. Old Business;
  12. The ATV/UTV Ordinance is still awaiting a review from Dodge County.
  13. New Business;
  14. The Joint Powers Agreement County 911 Emergency System was sent, Per Wisconsin Attorney General’s Office a 911 Joint Powers Agreement needs to be executed and filed on a yearly basis to comply with Sec. 256.35(9), Wisconsin statutes.
  15. The Plan Commission will meet on November 12, 2015 at Chairperson Frances Milburn’s home at 7pm.
  16. Miscellaneous;
  17. The 2016 Budget Hearing will begin following tonight’s monthly Board Meeting.
  18. Public Comment-
  19. Assessor Joe Plasil reported that the Assessors Classes he attended in Stevens Point were very informative and educational and is open to all board members. The assessor programs are continually being updated yearly so the class was well worth attending and that he plans to attend again.
