Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Long, Treasurer Sue Nampel, Clerk Sue Johnson, Ricky & Sandy Bratz, Bruce & Staci Bratz, Tom Madsen, Rod Sell, Bill Blaska, Randy Soldneu, Lisa & Jeff Kluslow, Dan Gorder.

1. The Board meeting was called to order at 7:07pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were read by the Town clerk, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Chairman Long seconded. Motion Carried.
5. Correspondences;
6. The Transportation Information Center sent their Workshop schedule for the month of August. Noted by the board.
7. Notice was sent for Humane Officer Training in September. Noted by the board.
8. The 2015 Town and Village Workshop schedule is available. Noted by the board.
9. The Wisconsin County Highway Association LDG sent notice of their class schedule in September. Noted by the board.
10. Reports;
11. There were no fire reports available at meeting time.
12. The Town Officers, Dodge Cty., WTA Meeting was July 15, 2015. Chairman Jones attended. Executive Director Mark Kohls from the WTA was the guest speaker.
13. Old Business;
14. The ATV/UTV Ordinance was discussed at length, a number of supporters were in the audience . The board has not made a decision to accept or deny the Ordinance at this time. More time is needed before a decision can be made.
15. New Business;
16. Chairman Jones brought to the table a Minor Land Division for Sandra Sykes. He has recommended that she files the correct paperwork with Dodge County Land Resources and Parks Department before any decision can be made.
17. The Plan Commission will meet on August 27, 2015 at 7pm at the Clerk’s home.
18. Miscellaneous;
19. Budget Prep meeting will be held on Tuesday, October 20, 2015 at 7pm at the Clerk’s Home.

Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Long, Treasurer Sue Nampel, Clerk Sue Johnson, Rickie Bratz, Dan Gorde, Steve Roberts, Bill Blaska, Lyle Braunschweig, Jeff Berres.

1. The Board meeting was called to order at 7:04pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were read by the Town Clerk, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Bob Long. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
5. Correspondences;
6. The Town Officers, Dodge County Meeting will be held on Wednesday, July 15, 2015 at 7:30pm at the Dodge County Administration Building, 127 east Oak St., Juneau. Noted by the board.
7. DCLR & PD sent notice of an approved Land Use Permit for Steve Kauffeld on W8370 Long Road for 2 decks.
8. DCLR & PD sent notice of an approved Land Use Permit for Benny & Shirley Alba on N1903 Hwy K, for a Barn.
9. Reports;
10. Watertown Rural Fire Department report for the month of June reported two (2) EMS calls and one (1) MVA. No report was available from Waterloo Fire Department at meeting time.
11. The ATV Ordinance was discussed at length. The ATV/UTV is under consideration and the Board will do the research regarding it.
12. Old Business;
13. The Town Web Site is now up and running. It has limited material available but will be continually added to as time allows. Check it out at: townofshields.com
14. New Business;
15. Chairman Neale Jones received the 2015-2016 Maintenance Agreement for the Town of Shields. The non-refundable retainer fee shall be $21,487.50, the payment is based on $750 per mile (28.65miles). After discussion Supervisor Johnson made a motion to accept the agreement as written and Supervisor Long seconded. Motion carried. All in favor.
16. Miscellaneous;
17. Fire Billing Charges was brought to the table for discussion. In 2006 The Town of Shields put in place Ordinance 06-02, which allows the Town of Shields to charge residents $500 per fire run and a water charge per 100 cubic feet of water used (current rate is set by the City of Watertown Water Department). This was to help defray the increased of the yearly rising fire contract with the City of Watertown. Discussion took place and it was decided no change needs to be made to Ordinance at this time, but the board will review.
