Minutes
Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.
1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor McFarland to except the report as read, and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Chairman Jones; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.
5. Correspondences;
a. The WI Department of Safety and Professional Services Department sent notice of the new commercial electrical rules. The release of the WI Administration Code Chapter SPS 316 Electrical Code. Effective March 1, 2019 includes; Farms, Public Buildings, Places of Employment, Campgrounds, Manufactured Home Communities, Public Marinas, Piers, Docks or Wharves and Recreational Vehicle Parks. Noted by the board.
b. The AIDS Resource Center of WI sent notice on the 16th Annual AIDS Ride WI. ARCW will be riding thru the TO-Shields on July 26, 2019 using roads; Cty QQ, Long Road, Walton Road, Provimi Road. ARCW is expecting between 75-100 riders. Noted by the board.
6. Reports;
a. Assessor Joseph Plasil attend Assessors training in Wausau in February. He explained the new software he has been using and the new ways to use the program are always helpful and discussion with other assessors is always helpful.
b. The Waterloo Fire & Rescue sent their activity report for January no calls to the TO-Shields. Also noted was that Chief Vern Butzine announced that he was going to step down from the Chief’s position but still remain with the Department. New Chief is Wesley Benisch and Chad Butzine was voted in as the Assistant Chief.
7. Old Business;
a. Chairman Jones has been in contact with Andy’s Excavating. He will be doing some work on Mile Road and First Street as weather permits.
8. New Business;
a. DCLR & PD Sent Notice of Public Hearing Petition to Amend the Dodge County Land Use Code. To be held on April 15, 2019 at the Admin Building in Juneau. Supervisor Johnson made a motion of no recommendation to the Dodge County Land Use Code and Supervisor McFarland seconded, Motion Carried. All were in favor.
b. DCLR & PD Sent Notice of Public Hearing Petition to Amend the Shoreland Protection Ordinance. To be held on April 15, 2019 at the Admin Building in Juneau. Supervisor Johnson made a motion of no recommendation to Amend the Shore land Protection Ordinance and Supervisor McFarland seconded, Motion Carried. All were in favor.
9. Miscellaneous;
a. The Spring Primary will be held on Tuesday, April 2, 2019 at the Emmet Town Hall, Polls open at 7am-8pm.
b. The Town of Shields Annual Meeting will be held on April 23, 2019 at the Emmet Town Hall at 7pm.
c. The 13th Annual Roadside Clean Up will be held on April 27, 2019 at the Transfer Site. Father Anthony will be looking to have you sign up for Roadsides to keep clean. Free Water, Trash Bags & Cookies will be available for clean up at the Transfer Site from 9-11am. Please help keep our Township clean and free from debris.
10. Public Comment-None to report.
11. Next month’s meeting date; April 8, 2019 at 7 pm at the Emmet Town Hall.
Supervisor Johnson called for the meeting to be adjourned at 7:58pm and Supervisor McFarland seconded. Motion Carried Meeting Adjourned.

VOTING BY ABSENTEE BALLOT
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.
You must make a request for an absentee ballot in writing.
Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also submit a written request in the form of a letter. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application for an absentee ballot by mail, email or in person.
Making application to receive an absentee ballot by mail The deadline for making application to receive an absentee ballot by mail is:
5 pm on the fifth day before the election, March 28, 2019.
Note: Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror. If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

You may also request and vote an absentee ballot in the clerk’s office or other specified location during the days and hours specified for casting an absentee ballot in person.

The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, April 2, 2019. Any ballots received after the polls close will not be counted.
