Board Meeting                                   November 12, 2018                           7pm

 Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil, Josh & Sandee Macht.

  1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

1a. Chairman Neale Jones made the appointment of Peter McFarland to Supervisor filling the position of Supervisor Bob Long who has retired in October. Peter McFarland accepted the appointment and took the Official Oath, then signed along with Chairman Jones on this day November 12, 2018.The minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried. Clerk will make corrections to minutes.

  1. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland, seconded. Motion Carried.
  2. Correspondences;
  3. The Demographic Service Center sent the final estimate of population for the Town of Shields in 2018 is 561. Noted by the board.
  4. DCLR & PD sent an approved Land Use Permit for James Goehl to add on a three season room to their residence. Noted by the board.
  5. DCLR & PD sent a notice that a Variance Application has been applied for by Ken Hemker. The TOS Plan Commission met on October 25, 2018 and recommended the approval to the town board. Supervisor Johnson made a motion to recommend the approval of the Variance and Supervisor McFarland seconded. Motion Carried.
  6. Reports;
  7. The Watertown Rural Fire Department runs to the TOS for August and September 2018 were none in all areas of Fire, EMS, MVA and HAZCON. The Waterloo Fire Department for the month of October was also none in all areas.
  8. The Town Officers, Dodge County Unit, WTA meeting was attended by Peter McFarland. Dodge County Emergency Management Deputy Director Joseph Meagher was the speaker. Meagher updated the members of the county wide hazard mitigation plan. McFarland brought forms for the clerk to fill out and send in.
  9. Old Business;
  10. Chairman Jones noted that Supervisor Bob Long has been a member of the TOS Board for 18 years as well as a member of the TOS Plan Commission Board for a number of years, and has retired from the Town of Shields in October. We wish Bob and his family well. A farewell dinner was held October 23, 2018.
  11. New Business;
  12. Waste Management sent the new 2019-2021 Agreement. Clerk Johnson has also acquired another quote from Badgerland Disposal. Both quotes are similar a difference $18. We have been happy with WM, so we do not incur pick up and reset charges the, Clerk will call WM and see if they can meet the price, if so we will sign the contract and send it in as it is due December 1, 2018. The Board agreed.
  13. Dodge County Humane Society sent the 2019 Stray Animal Contract. Nothing has changed from last year. On a motion from Supervisor Johnson to approve the Stray Animal Contract and Supervisor McFarland seconded. Motion Carried all were in favor.
  14. A resolution to exceed the Town of Shields 2019 Levy. After much discussion Supervisor Johnson made a motion to exceed the 2019 Levy by $9,390 which would make the total Levy $158,570 in 2019 and seconded by Chairman Jones. Motion Carried all were in favor.
  15. Miscellaneous;
  16. Clerk Johnson handed out the Payroll sheet to the town board please return to the clerk by December 4, 2018.
  17. Public Comment;
  18. If anyone is interested in helping out there would be a paid position available. Please contact the clerk if you would be interested.
  19. Next month’s meeting date; December 10, 2018 at 7 pm at the Emmet Town Hall.

Chairman Jones called for the meeting to be adjourned at 8:32pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.

  1. The Board meeting was called to order at 7:00pm by Supervisor Long, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  1. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  2. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  3. Correspondences;
  4. UW Extension sent their 2018-2019, four part statewide teleconference series for local governments. Noted by the board.
  5. Dodge County Unit of Wisconsin Towns Association Meeting will be held on October 17, 2018 at the Dodge County Administration Building. The board is invited to attend.
  6. The UW Transportation Information Center sent notice of their December Classes on Highway safety. Noted by the board.
  7. Reports;
  8. The Waterloo Fire & Rescue sent the monthly call list for Fire runs there were no runs to the town of Shields. The Watertown report was not ready at meeting time.

  2. New Business;
  3. The Dodge County Sheriff’s 911 Joint Power Agreement was sent for 2019, Chairman Jones signed before he went on vacation, clerk Johnson will sign tonight and mail out the agreement tomorrow.
  4. The Dodge County Humane Society Stray Animal was available at meeting time and will be laid over until the November 2018 board meeting.
  5. The Board will meet to draft the town budget for 2019 on October 18, 2018 at 7pm at the clerks home.
  6. Miscellaneous;
  7. The Budget Hearing will follow the November 12, 2018 regular Board Meeting.
  8. The Fall General Election will be held on November 6, 2018 at the Emmet Town Hall, polls open at 7am and close at 8pm.
  9. Public Comment-none to report.

NOTICE IS HEREBY GIVEN that on Monday, November 12, 2018 at 8p.m. or following the monthly Board Meeting held at 7pm, at the Emmet Town Hall, W6777 Second Street Road, Watertown, WI will hold PUBLIC HEARING on the PROPOSED 2019 BUDGET of the Town of Shields in Dodge County will be held. The proposed budget is available for inspection at the town clerk’s office by appointment.

Notice is hereby given that on Monday, November 12, 2018 immediately following completion of the Public Hearing on the proposed 2018 Budget which begins at 8pm, at the Emmet Town Hall, W6777 Second Street Road, Watertown, WI a Special Town Meeting of the electors called pursuant to Section 60.12(1) (c) of the Wisconsin Statutes by the town board of the following proposed will be held;

  1. To approve the total of the 2019 highway expenditures pursuant to Section 81.01(3) of the Wisconsin Statutes.
  2. To adopt a Resolution to exceed the town levy limit due to the increase in the 2019 Fire Contract. And to adopt the 2018 tax levy to be paid in 2019 pursuant to the Section 60.10(1) (a) of Wisconsin Statutes.

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil. Tony Peirick, John Brychell.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to except the report as read, and seconded by Supervisor Long. Motion Carried.
  4. The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
  5. Correspondences;
  6. Advanced Disposal sent an email about quoting our recycling needs. Julie Gross would be the contact. The clerk will contact her for a bid.
  7. The State of WI Department of Administration sent an email that the State has Contracts which are available to Local Governments for things such as; Janitorial Supplies, Light Duty Trucks, Hazardous Waste Services, Prescription Safety Glasses, Electrical & Plumbing Supplies, etc.
  8. Reports;
  9. The Waterloo Fire Reports for the month of August 2018. There were no runs to the township. Watertown Fire Report was not available at meeting time.
  10. The Bridge Inspection Report for 2018 was done on April 26, 2018. The Cold Spring Creek Bridge is due for a brush cutting, and sealing of joints. New chip seal was noted on roadway. All else was up to standards.
  11. Old Business;
  12. Supervisor Johnson presented a graph to the Board that he put together through the collective response to ATV/UTV proposals. Supervisor Johnson made a motion to discontinue any further work or discussion on the ATV/UTV Ordinance, Supervisor Long seconded. Motion Carried. All were in favor. After the motion Supervisor Long commented that the Ordinance can be rescinded if the Ordinance became a problem. Chairman Jones commented that he had spoken with Randy Soldner that the townships north and south of the Town of Shields are approving ATV Ordinances. Supervisor Johnson made a comment that 1-as a duty to my job the results are clear, that more people do not want the ATV/UTV’s on the town roads, 2-there is no compelling benefit to the town, 3- I do not care what the other townships are doing, we should do what is right for the Town of Shields.

  15. Joe Plasil and Tony Peirick will attend the WTA Convention in October 14-16, 2018 in Steven’s Point.

Absentee Voting for November 6, 2018 General Election

 

                                                  VOTING BY ABSENTEE BALLOT

 Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued.

You must make a request for an absentee ballot in writing.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application for an absentee ballot by mail, email or in person.

The deadline for making application to receive an absentee ballot by mail is:

5 pm on the fifth day before the election, October 29, 2018.

Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

The Board meeting was called to order at 7:01pm by Chairman Jones, the Pledge of Allegiance was recited.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.

 

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

  2. The 2018 fall Town and Village Workshop will be attended by Clerk Susan Johnson.
  3. Reports;
  4. The Watertown Rural and Waterloo fire reports for the month of July had no runs to the Township.
  5. Chairman Jones and Supervisor Johnson attended the WTA’s Dodge County Unit meeting on July 18, 2018 at the Administration Building in Juneau. Speakers were Carol Nawrocki, Assistant Director, WTA spoke on current legal hot topics. And Brian Field DC Highway Commissioner reviewed county highway services available to towns.
  6. Demographic Services Center sent the population estimate as of January 1, 2018. Town of Shields, Dodge County is 561.
  7. Old Business;
  8. The ATV/UTV Ordinance will be brought up a next month’s monthly board meeting for discussion. The public is welcome.
  9. New Business;
  10. DCLR & PD, sent notice of a Minor Land Division for Dennis Stilling Letric Farms. Dennis Stilling/Lectric Farms is looking to split off the hog barns for sale and enough area for turning around along with the pit that is on site. Activity number 2018-0460. Discussion took place with Mr. Stilling and the board. Supervisor Ron Johnson made a motion to accept the Minor Land Division request and Supervisor Long seconded. Motion Carried. All were in favor.
  11. A Transportation Resolution was presented to the board and has been tabled until further notice.
  12. Miscellaneous;
  13. The Fall Primary Election will be held on August 14, 2018. Polls open at 7am and close at 8pm at the Emmet Town Hall.
  14. Public Comment;
  15. Pot holes on North Wood Road were asked to be reviewed by a resident for future maintenance.
  16. Supervisor Bob Long will be resigning from the Town of Shields Board in October. Any interested parties who are interested in the Supervisor position please contact a Board member for further information.
  17. Next month’s meeting date; September 10, 2018 at 7 pm at the Emmet Town Hall.
