Board Meeting                                   September 10, 2018                           7pm

 Minutes

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil. Tony Peirick, John Brychell.

5. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
6. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.
7. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to except the report as read, and seconded by Supervisor Long. Motion Carried.
8. The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
9. Correspondences;
10. Advanced Disposal sent an email about quoting our recycling needs. Julie Gross would be the contact. The clerk will contact her for a bid.
11. The State of WI Department of Administration sent an email that the State has Contracts which are available to Local Governments for things such as; Janitorial Supplies, Light Duty Trucks, Hazardous Waste Services, Prescription Safety Glasses, Electrical & Plumbing Supplies, etc.
12. Reports;
13. The Waterloo Fire Reports for the month of August 2018. There were no runs to the township. Watertown Fire Report was not available at meeting time.
14. The Bridge Inspection Report for 2018 was done on April 26, 2018. The Cold Spring Creek Bridge is due for a brush cutting, and sealing of joints. New chip seal was noted on roadway. All else was up to standards.
15. Old Business;
16. Supervisor Johnson presented a graph to the Board that he put together through the collective response to ATV/UTV proposals. Supervisor Johnson made a motion to discontinue any further work or discussion on the ATV/UTV Ordinance, Supervisor Long seconded. Motion Carried. All were in favor. After the motion Supervisor Long commented that the Ordinance can be rescinded if the Ordinance became a problem. Chairman Jones commented that he had spoken with Randy Soldner that the townships north and south of the Town of Shields are approving ATV Ordinances. Supervisor Johnson made a comment that 1-as a duty to my job the results are clear, that more people do not want the ATV/UTV’s on the town roads, 2-there is no compelling benefit to the town, 3- I do not care what the other townships are doing, we should do what is right for the Town of Shields.

18. Miscellaneous;
19. Joe Plasil and Tony Peirick will attend the WTA Convention in October 14-16, 2018 in Steven’s Point.

21. Next month’s meeting date; October 8, 2018 at 7 pm at the Emmet Town Hall.
22. Chairman Jones called for the meeting to be adjourned at 7:40pm and Supervisor Long seconded. Motion Carried Meeting Adjourned.

 Minutes

Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

The Board meeting was called to order at 7:05pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.

The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.

1. Correspondences;
2. Dodge County Highway Commission sent the 2018-2019 Winter Maintenance Agreement for a cost of $21,487.50. Supervisor Johnson made a motion to accept the 2018-2019 Municipal Maintenance Agreement and Chairman Jones seconded. Motion Carried. Discussion took place on the balance of the 2017-2018 MMA which is $8626.29 which will be used up before October 31, 2018 expires.
3. Chairman Jones also reported that Tanker #2 had new tires put on this month.
4. Reports;
5. The June Rural Fire Department reports that there was 1 MVA (Motor Vehicle Accident in the Town of Shields. No report was available at meeting time from the Waterloo Fire Department.
6. Discussion to place about having Andy Fincutter do some tree trimming and culvert repair in the Township. Noted by the board.
7. Dodge County-State of Wisconsin Office of Emergency Management sent the Update- April thru June 2018. Noted by the board.
8. The WTA, Town Officers Meeting for Dodge County will be attended by Chairman Jones, Supervisor Long & Johnson.
9. Old Business;
10. ATV/UTV Ordinance remains on the agenda.
11. New Business;
12. DC Highway 2018-2019 Winter Maintenance Agreement was discussed above.
13. Miscellaneous;
14. There will be a Fall Partisan Primary on August 14, 2018. Polls will open at 7am and close at 8pm. You may register at the polls on Election Day bring a current drivers and a proof of address. Absentee voters can call the Clerk at 920-261-7154 to vote ahead of the Election.
15. The Clerk will purchases 4 used Voting Booths for the Town of Shields at a total cost of $200.
