Attendance: Chairman Tony Peirick, Shannon O’Gorman, Josh and Sandee Macht, Peter Mc Farland, Harold Peckham, Bruce and Staci Bratz, Susan Johnson-Clerk.

  1. The April 28, 2018 Planning Commission was called to order by Chairman Tony Peirick at 7:00pm @ the Clerk’s home.
  2. The minutes from the Public Hearing Plan Commission on March 22, 2018 were read by the clerk. Harold Peckham made a motion to accept the minutes as read and Shannon O’Gorman seconded. Motion Carried.
  3. New Business; DCLR & PD sent notice for a Minor Land Division and Conditional Use Permit Applications for Bruce and Staci Bratz under the Land Use Code, Dodge County, WI. To allow for creation of a 5-acre nonfarm single family residential lot. Being a part of the SW1/4 of the Southwest Quarter of Section12, Town 9 North Range 14 East, Town of Shields, Dodge County, WI. Site address is W8081 Wood Road. After discussion and review of the map. Sandee Match made a motion to recommend in favor the Minor Land Division to the Town Board on May 14, 2018 and Harold Peckham second. Motion Carried all were in Favor. On the Conditional Use Permit Harold Peckham made a motion to recommend in favor of the Conditional Use Permit to Town Board on May 14, 2018 and Sandee Macht seconded. Motion Carried all were in favor.
  4. Old Business-None to report.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were read by the Supervisor Long, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  1. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  2. The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
  3. Correspondences;
  4. DCLR & PD sent notice of several Legislative Acts were passed into law in 2017 which affected the County Codes and Ordinances. The proposed amendments to the Dodge County Shoreland Protection Ordinance and DC Floodplain Ordinance are necessary in order to ring the County’s regulations into compliance enacted laws. Public hearings for the proposed amendments will be held on April 16, 2018 at 7:05pm. Copies of the proposed amendments to the County Codes are below;

  1. Dodge County Highway Commission sent notice of the balance on the Winter Maintenance Agreement is $12,203.60, which will need to be used by October 30, 2018. Noted by the board.
  2. There will be an officers meeting for the DC Unit WTA on April 18, 2018 at 7:30pm. At the Administration Building in Juneau. Noted by the board.
  3. Reports;
  4. Waterloo Fire Department sent the 2018 January and February Activity Report, no runs were reported to the Town of Shields. The Watertown Rural Fire Department for 2018 February had 2- Fire, 1- EMS and 1- MVA calls.
  5. Old Business;
  6. ATV/UTV Ordinance Discussion went very well. Many opinions’ were expressed in a very professional way. A number of town residents turned out and non-town residents stated either why they were in favor of having some of the roads open to ATV/UTV use, or why they were not in favor for ATV/UTV’S to be allowed on town roads. The clerk had also received many emails and letters from town residents. The board will review and discuss at the next board meeting. No final decision was made tonight. A huge Thank You to all who expressed their opinions whether thru email, mail or in attendance tonight.
  7. New Business;
  8. DCLR & PD sent notice for a Minor Land Division and Conditional Use Permit Application of Franklin Lehman agent for Sandra Sykes under the Land Use Code Dodge Count, WI to allow for the creation of an approximate 3-acre nonfarm single family residential lot within the A-1 Prime Agricultural Zoning District. The property is located in the part of the SW ¼ of the NW ¼, Section 35, Town of Shields, the site address being N358 Barry Road. Discussion and review of the Certified Survey Map and land maps. Supervisor Johnson made a motion to accept the Minor Land Division and Conditional Use Permit Application for Sandra Sykes, Supervisor Long seconded. Motion Carried all were in Favor.
  9. Open Book is set for May 14, 2018, 5-7 pm @ the Emmet Town Hall.
  10. Board of Review is set for May 30, 2018 5-7pm @ the Emmet Town Hall.
  11. Miscellaneous;
  12. The Town of Shields Roadside Clean Up will be held at the Transfer Site on April 21, 2018. See Fr. Anthony Good for garbage bags, cookies and a water bottle.
  13. Annual Meeting will be held on Tuesday, April 24, 2018 @ pm at the Emmet Town Hall. All are invited to attend.

Annual Meeting Minutes Apr 25, 2017

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Assessor P. Joe Plasil, Fr. Anthony Good, George Schilling, John & Rosemarie Ulmer, Kathy Kassube, Betty May, Dave & Sylvia Kube, Charmaine Plasil, Jack & Irene Miller, Kevin Kaufman.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Annual Meeting Minutes from April 22, 2016 were read by the Chairman Jones, on a motion by Joe Plasil to accept the minutes as read, seconded by Rosemarie Ulmer. Motion Carried.
  3. The 2016 Annual Report was read line by line by Supervisor Johnson. Fr. Anthony Good made a motion to accept the 2016 Annual Report and Charmaine Plasil seconded. Motion Carried.
  4.  Reports;The Annual Road Side Clean Up was held on April 26, 2016 from 9-11am at the Transfer Site. Fr. Anthony gave the report of having 45-50 people sign up but actually around 80 people participated. Also a reminder to make items small enough to fit in the dumpsters some pieces of cardboard & wood are large and stick out and take up unneeded room please break them down. Thank You again for taking care of your properties and keeping the Town of Shields clean.
  5. The Watertown Rural Fire Department report was given by Chairman Jones. The ending balance in the account on 12/13/16 was $37,227.84. The regular checking balance began at $4,128.22 and ended at $3,929.00. Money Market began at $14,530.45 and ended at $12,036.71, and the CD started at $18,569.17 and ended at $18,569.85. Chairman Jones then explained between the four townships, Emmet, Milford, Shields and Watertown how they keep track of the runs by Fire, EMS, MVA HAZCON reports and how each year it is broken down. He also explained how sometimes each run is classified under two runs depending upon what type of accident it is. And then gave each breakdown per township in each category.
  6. The Plan Commission Report was given by Supervisor Bob Long. The Comprehensive Plan for the Plan Commission is up to date until 2026, this is an every year ten year process to review any changes within the community. This has been a quiet year for building besides the updating of the PC Book.
  7. The Recycling/Transfer Site for the town of Shields has been running smoothly. As a reminder; the hours of operation are on Saturday. The dumpsters are not alwaysavailable for recycling during unscheduled hours PLEASE drop off recyclables during scheduled hours it at all possible.
  8. The 2016 Road Report was given by Supervisor Ron Johnson; Chip Seal was done on Provimi Road from Rich Road (East) to the Town Line, (South) Walton Road from Provimi (South) Hwy 19, (North) Walton Road, Hwy Q (South) to Long Road, Garden Road at the tee (North) to the End, (North) Walton Road at (NW) Corner to Bridge. This year we under-spent the budget a bit so hopefully we can spend a little more next year.
  9. New Business; ATV/UTV Ordinance has been put on hold by Dodge County they are looking into the State Ordinance. To date there are 4-5 Townships that have written their own Ordinance, they do have to inforce their own Ordinances. So we have just put everything on hold until more information is gathered. And we would want to have some input by the TO-Shields residents.
  10. Miscellaneous; Some residents have been asking about curbside pick-up in township. The clerk gathered some information and Supervisor Johnson put together the numbers. Right now we use the Transfer Site on a weekly/yearly basis. Solid Waste Disposal (Waste Management) 2016 cost was $7,225, Site Attendant with social security 2016 was $6158 and Site Maintenance was $881 totaling to $14,369. Advanced Disposal quoted, number of residents, stops, mileage and bins; recycling & garbage plus fees was $41,534. Waste Management same requirements quoted $61,064. Needless to say unless there is a big push our tax bills to increase Fr. Anthony’s job is safe for now. If you would like to have your trash & recycles picked up on an individual basis you can call WM Jason Johnson and he will quote you as an individual. You can call the clerk for his number.
  11. The Clerk has been doing some comparison salaries for the town board. It was decided to table the discussion until the Annual Meeting in April 2019.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.

a. UW-Extension sent a flyer of the 2018 Local Government Essentials class schedule. Noted by the board.

a. No Fire Reports were available at meeting time.

b.Town Officers meeting was held on March 2, 2018 from 8-3pm at the Juneau Community Center. Board of Review training was held and all board members were Re-certified for the next two years.

a. Postcards will be mailed out this week to town electors who live on the town roads the ATV/UTV Ordinance will effect and are also invited to the monthly board meeting on April 9, 2018 at 7pm to discuss their opinions. The Town Board is gathering information before a decision is made. You may also email your opinions to the clerk. clerk.townofshields@yahoo.com

Miscellaneous;

a. The Spring Election will be held on April 3, 2018. Polls open at 7am and close at 8pm. Town of Shields Electors/Residents vote at the Emmet Town Hall.

b. Shields Township 12th Annual Roadside Cleanup will be held at the Transfer Site on April 21, 2018. Sign up with Father Anthony Good for the roads you would like to cleanup.

c. Annual Meeting will be held on April 24, 2018 @ the Emmet Town Hall at 7pm.

d. Plan Commission will meet on March 22, 2018 7pm at the clerk’s home.

ATV/UTV Notice

Dear Township Resident,
Members of the Quad Country Runners ATV/UTV Club have petitioned the Shields Town Board to pass an ordinance to allow the usage of ATV/UTV vehicles on some town roads. The roads being requested are: Garden Rd, Long Rd, Provimi Rd, Quarry Rd, Rich Rd, Walton Rd, Middle Rd, Barry Rd. They are also requesting the Dodge County Board to allow Hwy QQ. Currently, it is illegal to run these vehicles on town or county roads. However per state statutes, the Town Board does have authority to allow via ordinance. As this will have direct impact upon the residents of the Town of Shields, the Board is very interested in your input. We will place this on the April 9, 2018 Town Board Monthly Meeting agenda, 7pm at the Emmet Town Hall. We will listen to public input, or correspondence may be directed to clerk.townofshields@yahoo.com, or mailed to the Town of Shields at N1662 Wood Road, Watertown, WI 53098.
