Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

The Board meeting was called to order at 7:09pm by Chairman Neale Jones, the Pledge of Allegiance was recited.The Minutes were reviewed by the Town Board, a motion by Chairman Jones to accept the minutes as read, seconded by Ron Johnson. Motion Carried.The Treasurers Report was read by the Town Clerk, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

  1. Correspondences;
  2. Paradigm Liaison Services is hosting a local pipeline and gas distribution companies meeting on April 12, 2016 @ 5:30pm, at the Beaver Dam Country Club. Emergency Information will be discussed, representatives will be available for discussion. Noted by the board.
  3. Karen Gibson, Dodge County Clerk sent a Timber Cutting Notice/Permit, for Bob Murtens & Hanson & Leja Lumber Company. Noted by the board.
  4. UW-Extension sent notice of a Letter Describing Nondiscrimination Policies for businesses. Noted by the board.
  5. Reports;
  6. Watertown Rural Fire Department fire totals for 2015 were presented by Chairman Jones. 2015 Totals for Shields were Fire-4, EMS-15, MVA-3. January 2016 totals were Fire-0, EMS-1, MVA-0, Hazcon-1. (Hazardous Conditions including Hazmat, Chemical Spills, Gas Leaks, etc.).
  7. The Plan Commission Minutes from the February 25, 2016 meeting were presented and noted by the board. (See Attached)
  8. The 10th Annual Road Side Clean Up will be held on Saturday, April 23, 2016. Father Good has the sign-up sheet at the transfer site for available roads. This is the time of year the Town of Shields Residents take care of their town by cleaning up the ditches from winter. Garbage bags will be available for clean up the weekend before see Fr. Good. Treats will be served at 11 am the morning of April 23, 2016 for residents.

  10. New Business;
  11. A Public Hearing will be held on April 26, 2016 for the purpose of the 10 year update of the 2030 Comprehensive Plan. The updates are available for review at the clerk’s office, call for an appointment.
  12. The Town Board after discussion decided to update a Board of Review Ordinance. Supervisor Johnson made a motion to put in place the “Ordinance to Establish Procedures and Criteria for Allowing Alternative Forms of Sworn Testimony at Board of Review (BOR) Hearings”, and Supervisor Long seconded. Motion Carried unanimously.
  13. Chairman Jones will meet with Crack Filling Services on Tuesday, March 15, 2016 to look at the roads in the township that might need maintenance.
  14. The Chairman and Supervisors will meet on March 18, 2016 at 2pm to review the Town roads for this years work.
  15. Miscellaneous;
  16. The Spring Presidential Preference Election is April 5, 2016. Polls open at 7am and close at 8pm.
  17. Open Book for the Town of Shields will be held on Wednesday, May 4, 2016 from 2-4pm. Board of Review will be held on Monday, May 16, 2016 from 6-8pm, both meetings will be held at the Emmet Town Hall.

Planning Commission                                    February 25, 2016

    Minutes

Attendance: Chairperson Frances Milburn, Tony Peirick, Peter McFarland, Shannon O’Gorman, Harold Peckham, Jeanine Mason, Craig Kleinsteiber, Sandee & Josh Macht, Clerk Susan Johnson. Absent: Bob Long.

  1. The February Planning Commission was called to order by Chairperson Frances Milburn at 7:01pm @ the Clerk’s home. Introductions were made. The minutes were read by the clerk. Corrections were made to the minutes and Tony made a motion to accept the minutes, Shannon seconded. Motion Carried.
  1. A review of the 10-year update of the Town of Shields 2030 Comprehensive Plan was explained by Milburn. She then focused on the specific steps taken in the past year: The Commission met numerous times to go over the Plan. After consulting Nate Olson of Dodge County Land Resources & Parks Dept, and the Board’s monetary concern, the Plan Commission decided not to update the first part of the book-Inventory, Trends, Tables and Figures because of the time/pay involved.
  1. Four changes were proposed to the second part of the Shields Comprehension Plan as follows:
  • Section 5-7 Agricultural, natural, and Cultural Resources Policies and Recommendations. Under Policies & Recommendations #6 would read The Town of Shields along with the northwestern part of Town of Emmet pursued and were granted an AEA (Agricultural Enterprise Area) by DATCP in 2012. Residents are encouraged to participate in Farm Preservation through zoning and AEA designation. Shannon made a motion to accept the update and Jeanine seconded. Motion Carried unanimously.
  • The next update is Section 8-4 under Intent and Description would read. “This category represents those areas where agricultural type uses such as dairy and crop farming are the anticipated predominant land use in the area. A limited amount of non-farm, residential development exists and will continue to be allowed. Shields will follow the same density ration for non-farm land uses as Dodge County-1 non-farm acre to 20 remaining farm acres…. “
  • The next proposed change was Under Policies & Recommendations in Section 8-4; and would read The proposed density of non-farm development will be 1 non-farm acre to 20 remaining farm acres. To calculate this ration, the total amount of contiguous land owned (Base Farm Tract) is divided by 21, which results in the amount of available non-farm acreage. The landowner also needs to meet Shields minimum lot size requirement.
  •  The final proposed change was in Section 8-6 Land Use Policies and Recommendations. Under Policies & Recommendations, #13 would read Restrict creation of new non-farm lots, following Dodge County density ration of 1 non-farm acre to 20 remaining farm acres. Harold made a motion to accept all three changes and Shannon seconded. Motion Carried unanimously.

5 a. The next step in the adoption of the changes is Resolution No. 2016-02 “Recommendations of the Town of Shields Planning Committee to adopt the Town of Shields Comprehensive Plan” (see attached). Shannon made a motion to sign and send Resolution No. 2016-02 to the Town Board on March 14, 2016 Board Meeting, Harold seconded. Motion was carried. Voting Aye: 6, Nay: 0. Document was signed by Chairperson Milburn.

The third step in the adoption of the changes is the Public Hearing which will be held on April 26, 2016 the                                                               Emmet Town Hall, W6777 Second Street Road, Watertown, WI, 53098. The last part will be an adoption of an                         Ordinance by the Town Board accepting the changes to the 2030 Comprehensive Plan which will take place                       after the Public Hearing. This will complete the 10-year update.

  1.   The Plan Commission Board started in 2004 with an appointment of seven residents (5 regulars and 2 alternates) for a three year term. The terms have been renewed. Mission Statement is as reads; “This Commission is dedicated to careful consideration of proposals for land division and/or development such as new construction in Shields Township the residents of this township have indicated that maintaining the rural atmosphere and protecting the environment are top priorities. Their vision is the next 20 years is limited growth.”

All of the members have been a part of the board since the beginning. The Town Board has been in discussion about the Plan Commission Board and will be finalized at the April 26, 2016 meeting. Jeanine Mason would also like to add into the History section of the Plan Commission Book the addition of the Town Board Officials from 1911 to current date, along with a Plan Commission Board Section.

The Town of Shields Annual Meeting will be held at the Emmet Town Hall on April 26, 2016 at 7pm and the Public Hearing for the 2030 Comprehensive Plan meeting will follow shortly after.

The meeting was called to adjourn at 7:50pm by Harold Peckham and Shannon O’Gorman seconded. Motion Carried. Meeting Adjourned.

All Plan Commission Meetings are held the 4th Thursday of each month and are based on as needed by the committee.
