Special Town Meeting of Electors Notice

Notice is hereby given that a special town meeting of the Town of Shields, Dodge County, Wisconsin, will be held at the town hall located at Second Street Road, Watertown, Wisconsin, on the 12th day of November 2018 immediately following the completion of the Public Hearing on the proposed 2018 town budget which begins at 8 p.m. for the following purposes:

  1. To establish the compensation for elected town officers pursuant to s. 60.10(1)(b)1, Wis. Stats. (Any approved changes will not become effective until the start of the new terms in April 2019 for those elected in odd number years.
  2. To accept the adoption of the resolution by the town meeting endorsing a town board resolution which purposes that the town levy exceeds the state allowable levy limit under s. 66.062 of Wis. Statutes, specifically a proposed tax levy which would exceed the allowable town tax levy for 2018 which would be a dollar increase of $9,390:
  3. To approve the 2018 total town tax levy to be collected in 2019 pursuant to s. 60.10(1)(a) of Wis. Statutes.

Budget Hearing & Special Town Meeting Town of Shields

November 12, 2018               8:18 pm

Minutes

Attendance:  Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Peter McFarland, Clerk Susan Johnson, Sandee Macht, Josh Mach.

The Budget Hearing was called to order at 8:18 pm by Chairman Neale Jones. Discussion took place on the budget preparation. Supervisor Johnson read the proposed budget and discussion took place. Neale Jones made a motion to accept the 2019 Budget as discussed, seconded by Josh Macht. Motion carried. (7) In Favor. The meeting was closed at 8:35pm by Joseph Plasil and seconded by Peter McFarland.

  • The Special Town Meeting of Electors, Chairman Jones asked for a motion to adopt the 2019 tax levy of $158,570 which is a +7.7% increase from last year. Chairman Jones made a motion to accept the Town of Shields Levy, seconded by Ron Johnson. Motion Carried. (7) In Favor.
  • To approve the total of the 2019 Highway Expenditures pursuant to Section 81.01 (3) of the Wisconsin Statutes.

The Special Meeting of the Electors Notice Town of Shields, Dodge County, was signed by Chairman Jones and Clerk Johnson that the Levy for 2019 will be exceeded by $9,390. Supervisor McFarland made a motion to adjourn the Budget Hearing & Special Town Meeting at 8:49pm, Supervisor Johnson seconded. Motion Carried. Meeting Adjourned.

2018-01 Resolution to Adopt Town Levy Exceeding Levy Limit

Resolution for Electors to Adopt the Town Tax Levy at Special Town Meeting of the Electors

Whereas, s. 60.10(1)(a) of Wis. Statutes authorize the town electors of the town  to adopt the town tax levy at a town meeting of the electors;

Whereas, a special town meeting of the electors has been called for this 12th day of November, 2018;

Whereas, the electors, after proper notice have with a special town meeting vote, authorize the Town of Shields to exceed the allowable state levy limit;

Now, therefore, the special town meeting of the Town of Shields, Dodge County, Wisconsin by a majority vote of the eligible electors voting on this 12th day of November, 2018 duly assembled and voting resolves and orders as follows;

BE IT RESOLVED, the town electors of the Town of Shields, Dodge County, Wisconsin hereby adopt the town tax levy for 2018 to be collected in 2019 in the amount of $158,570.

The town clerk shall properly post or publish this resolution as required by law under s. 60.80(1)(a), Wis. Statutes with 30 days of adoption.

Adopted this 12th day of November, 2018 at a Special Town Meeting.

November 12, 2018 Minutes

Board Meeting                                   November 12, 2018                           7pm

 Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil, Josh & Sandee Macht.

  1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

1a. Chairman Neale Jones made the appointment of Peter McFarland to Supervisor filling the position of Supervisor Bob Long who has retired in October. Peter McFarland accepted the appointment and took the Official Oath, then signed along with Chairman Jones on this day November 12, 2018.The minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried. Clerk will make corrections to minutes.

  1. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland, seconded. Motion Carried.
  2. Correspondences;
  3. The Demographic Service Center sent the final estimate of population for the Town of Shields in 2018 is 561. Noted by the board.
  4. DCLR & PD sent an approved Land Use Permit for James Goehl to add on a three season room to their residence. Noted by the board.
  5. DCLR & PD sent a notice that a Variance Application has been applied for by Ken Hemker. The TOS Plan Commission met on October 25, 2018 and recommended the approval to the town board. Supervisor Johnson made a motion to recommend the approval of the Variance and Supervisor McFarland seconded. Motion Carried.
  6. Reports;
  7. The Watertown Rural Fire Department runs to the TOS for August and September 2018 were none in all areas of Fire, EMS, MVA and HAZCON. The Waterloo Fire Department for the month of October was also none in all areas.
  8. The Town Officers, Dodge County Unit, WTA meeting was attended by Peter McFarland. Dodge County Emergency Management Deputy Director Joseph Meagher was the speaker. Meagher updated the members of the county wide hazard mitigation plan. McFarland brought forms for the clerk to fill out and send in.
  9. Old Business;
  10. Chairman Jones noted that Supervisor Bob Long has been a member of the TOS Board for 18 years as well as a member of the TOS Plan Commission Board for a number of years, and has retired from the Town of Shields in October. We wish Bob and his family well. A farewell dinner was held October 23, 2018.
  11. New Business;
  12. Waste Management sent the new 2019-2021 Agreement. Clerk Johnson has also acquired another quote from Badgerland Disposal. Both quotes are similar a difference $18. We have been happy with WM, so we do not incur pick up and reset charges the, Clerk will call WM and see if they can meet the price, if so we will sign the contract and send it in as it is due December 1, 2018. The Board agreed.
  13. Dodge County Humane Society sent the 2019 Stray Animal Contract. Nothing has changed from last year. On a motion from Supervisor Johnson to approve the Stray Animal Contract and Supervisor McFarland seconded. Motion Carried all were in favor.
  14. A resolution to exceed the Town of Shields 2019 Levy. After much discussion Supervisor Johnson made a motion to exceed the 2019 Levy by $9,390 which would make the total Levy $158,570 in 2019 and seconded by Chairman Jones. Motion Carried all were in favor.
  15. Miscellaneous;
  16. Clerk Johnson handed out the Payroll sheet to the town board please return to the clerk by December 4, 2018.
  17. Public Comment;
  18. If anyone is interested in helping out there would be a paid position available. Please contact the clerk if you would be interested.
  19. Next month’s meeting date; December 10, 2018 at 7 pm at the Emmet Town Hall.

Chairman Jones called for the meeting to be adjourned at 8:32pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.
