Town Board January 8, 2024
Minutes
Attendance: Chairman Neale Jones, Supervisor Kyle Wollitz, Clerk-Treasurer Susan Johnson, Robb Bender, Representative William Penterman.
The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
- The Minutes were reviewed by the Town Board, on a motion by Supervisor Kyle Wollitz to accept the minutes as reviewed, seconded by Chairman Jones. Motion Carried.
- The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Chairman Jones to accept the report as read and seconded by Supervisor Wollitz. Motion Carried.
- The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Wollitz made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
- Correspondence.
a. Chairman Jones suspended the agenda to move Representative Penterman to the front of the agenda. William Penterman serving Wisconsin’s 37th Assembly District, introduced himself. This is his first full term, he spoke on his first bills he worked on; one percent of Shared Revenues will go back to towns, Brewers will be staying in WI until 2050, all High School students will be required to take a class in Personal Finance starting in 2028. He also noted that five cannabis dispensaries will be spread out thru the state for medical purposes only and lottery winners will be able to remain anonymous for one year going forward.

b. Dodge County Unit Meeting will be held on January 17, 2024 at 7:30pm Chairman Jones will attend.
c. The WTA 2024 District Meeting schedule is available, one board member needs to go to training or take the online Board of Review training each year. Supervisor Wollitz took the training in 2023 and Chairman Jones in 2022, this year Supervisor McFarland will need to take the training. Clerk Johnson will contact him about the dates available. - Reports.
a. The Watertown Rural Fire Reports are as follows: The Watertown Fire Department for December 2023 was 0-Fire call, 3-EMS calls, no MVA & no HAZCON. The Totals for 2023 are 2-Fire calls, 20-EMS calls, 2-MVA and no-Hazon calls to the Town of Shields. The Waterloo Fire Department report was not available at meeting time. - Old Business-None to report
- New Business.
a. DCLR & PD sent notice of a Public Hearing for Rob Bender at W7718 Provimi Rd, Minor Land Division and Rezoning Petition of Approximately 1.979 acres of the land from A-1 Prime Agricultural Zoning to A-2 Genteral Agricultural Zoning for the creation of a non-farm residential lot at this location and for the 39.295 acres to split off from the residential lot to remail A-1 Prime Agricultural Zoning.
Clerk Johnson confirmed the Planning Commission met on December 28, 2023 and read the minutes of the meeting to confirm the PC recommendations to the board to move forward. Chairman Jones made a motion to accept the Minor Land Division and Rezoning Petition for Robb Bender and Supervisor Wollitz seconded. Motion carried all were in favor. - Miscellaneous.
a. NO FEBRUARY ELECTION FOR THE TOWN OF SHIELDS. Next Election will be April 2, 2024 Polls will open at 7am and close at 8pm. If you have not registered, had an address or name change please contact the clerk to register or go to https://myvote.wi.gov to register or request an Absentee Ballot.
b. The Town of Shields Board will be accepting applications for the Appointed Clerk-Treasurer position. Susan Johnson will be retiring at the end of April 2024. I have enjoyed working for the township for the past twenty years and enjoyed all the people I have met over the years. Life is taking me in a new direction with my and my husband’s aging parents and a grandchild, so it is time to move to the next phase. Thank You so much for letting me serve you and Take Care. The Town of Shields, Dodge County (Population 509) is seeking qualified applicants for a part-time municipal Clerk-Treasurer. Candidates must have strong communication and organizational skills. Duties are daily operations of municipal government, accounting skills, maintaining public records, payroll (Quick Books or similar program), licensing and permits. Other duties include being responsible for elections, financial reports, and tax collections. Computer skills are required with knowledge of Microsoft Word and Excel. The average work week is 20-25 hours per week. Pay average is $20 per hour. Salary will be based on qualifications and experience.
