 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondence.

a. Linda Jones from Rubicon sent an email to Chairman Jones asking for support of Amending the Dodge County Ordinance to be more restrictive, regarding Green Energy for Solar Panel Projects. Linda’s is hoping you will agree changing the ordinance. Her understanding right now there is no way to recycle these panels and what happens if there are fires are they equipped to handle these types of fires. If you have questions, you can email her at jones.linda1111@gmail.com. Noted by the board.

b. The Wisconsin Towns Association put together a 2023 Salary Survey for populations 1-9,999 residents within the 6 Districts throughout the state. The Average and Median salaries are listed below; Chairman A-$6,267 M-$5850, Supervisors A-$3,723 M-$3250, Clerk-Treasurer A-$36,712 M-$33,525. It helps see where the TO-Shields falls. Noted by the board.

c. There will be a Dodge County Unit Meeting for town officials on October 19, 2022 at 7:30 pm at the Dodge County Administration Building. Noted by the board.

d. The Demographic Service Center sent notice of the final estimate for the Town of Shields as 510. DOA’s 2022 estimates are based on the U.S Census Bureau’s 2020 counts.

6. Reports.

a. Watertown Rural Fire Reports the Watertown Rural Fire Department for August 2022 was 1-Fire call, 1-EMS calls, no MVA & no HAZCON. The Waterloo Fire Department report September 2022 was 0-Fire call, 0-EMS calls, no MVA & no HAZCON.

b. The 2022 Fall Workshops were attended by Chairman Jones and Clerk Johnson. The virtual programming included reviewing Chart of Accounts, Form C/CT, Budget and Levy Adoption Procedures, Municipal Levy Limit Worksheet, Revaluations, Protecting Town

Roads with Weight Limits, Building your Tax Bill, Tax Collection and Settlements, Grants/ARPA and Emergency Preparedness. All classes held a lot of information and were a good update of new procedures.

8. New Business.

a. DCLR & PD Minor Land Division Letter of Intent for Neale R. Jones for the parcel 2412-004 which is 3.5 acres to be combined with Aaron & Jill Jones parcel with the remainder .5 acres to someday might be sold to Steven Yohn. After discussion Supervisor McFarland made a motion to approve the Minor Land Division Letter of Intent Form for Neale R Jones, and Supervisor Johnson seconded. Motion Carried all were in favor.

b. The 2023 Stray Animal Contract was available for review. After discussion about the three hundred dollars in crease. Supervisor Johnson made a motion to approve the 2023 Stay Animal Contract and Supervisor McFarland seconded. Motion carried all were in favor.

c. The yearly 911 Joint Powers Agreement was available for Chairman Jones to sign. Supervisor McFarland made a motion to approve the 2023 911 Joint Power Agreement and Supervisor Johnson seconded. Motion carried all were in favor.

d. P. Joseph Plasil turned in a letter tonight officially retiring from the Town of Shields Board as the Town of Shields Assessor. He final day will be after Board of Review in May or June of 2023. He has been the Assessor for almost 55 years!! Thank you, Joe!! More to follow.

9. Miscellaneous.

a. Budget Planning Prep will be held on October 11, 2022 at 7pm at the clerk’s home.

b. Electors meeting on the 2023 Budget Hearing will follow the November 14, 2022 monthly board meeting.

a. Supervisor Johnson made a comment on WOW how nice is it to drive on Hwy Q now.

Voting by Absentee Ballot

VOTING BY ABSENTEE BALLOT November 8, 2022 Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.

A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued. Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the election. You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov. a. The Agricultural Community Engagement (ACE) Twilight meeting was held September 1, 2022 at McFarlandale Dairy, LLC. There were 140 in attendance to join the discussion water, conservation, transportation, local ordinances and more. It was a great success.

8. New Business.

a.  DCLR & PD sent a Minor Land Division Letter of Intent Form for Chris Coughlin. The Plan Commission met on August 25, 2022 and recommended approval of the home at W8468 Cty Trk Q to be split off from the farmland. The Town of Shields Board reviewed the request and after a short discussion, Supervisor Johnson made a motion to accept the Land to be split off from the home at W8468 Cty Trk Q, and Supervisor McFarland seconded. Motion Carried all were in favor.

b. DCLR &PD sent notice of an approved new shed for Jeff and Lisa Kluslow at W7824 Quarry Road. Noted by the board.

c. The town board is discussing the changing the Assessors position from elected to appointed. Our current elected Assessor P. Joseph Plasil will be retiring in June of 2023. Discussion also took place of hiring the firm that the Assessor has been using, which is Assessment Technologies of Wisconsin, LLC. More information needs to be gathered to complete this.

9. Miscellaneous.

a. The 2023 Budget Planning prep date will be October 11, 2022 at 7pm at the Clerk’s home. The Budget Hearing will be held following the November 14th monthly board meeting. The public is welcome to attend.

10. Public Comment.

a.  Resident Steven Yohn was present at the monthly meeting and offed that he has been mowing the transfer site since he has purchased the property at W7835 County Rd Q, he is requesting a payment of $30 per month to continue to do so if the town board agrees. Supervisor McFarland made a motion to pay Steven Yohn $30 for mowing the transfer site, until further notice, and Supervisor Johnson seconded. Motion Carried all were in favor.

b. A reminder the Transfer Site is open Thursday evening from 6-8pm year-round.

b. DCLR & PD sent notice of an approved new shed for Jeff and Lisa Kluslow at W7824 Quarry Road. Noted by the board.

c. Dodge County Highway Commission sent notice of the resurfacing on County Hwy Q. “Please Note: When the new asphalt is being placed, the paving vehicles will occupy the entire width of the roadway so there will be no access to the roadway for a short period of time. This will last a few hours until the new asphalt is ready for traffic. Other than the placement of the new asphalt, access for residents and emergency vehicles will be maintained during construction.

6. Reports.

a. Watertown Rural Fire Report and the Waterloo Fire Department report were not available at meeting time.

b. The Watertown Rural Fire Department met on July 18, 2022 to discuss the purchase of a new tanker truck for the four rural townships (Emmet, Watertown, Milford, Shields). This tanker is used to haul water to the four townships when a fire occurs. The current tanker truck is 35 years old, and the pump is not working up to code, the steel water tank also rusting, soon may develop leaks. It is set off to the side at the Watertown Fire Station and used only in emergencies. The townships are interested in purchasing a $546,967.00 Custom Stainless-Steel Tender. Chairman John Thoma made a motion to proceed with the purchase of the Custom Tender

and Supervisor Ron Johnson seconded. All townships were in favor. Each township will be responsible for there portions of payment due in three years. The Town of Shields portion is $114853.00.  The Wisconsin Towns Attorneys will review the contract before signing. At tonight’s meeting Supervisor Johnson made a motion that the Town of Shields move forward with the purchase of the new Custom Tender after the WTA has reviewed the contact for approval, and Supervisor Peter McFarland seconded. Motion Carried all were in favor.

a. Discussion took place about the Town of Emmet mowing the Shields ditches for the past few years, at a cost of $100 per hour and the rising gas prices. Chairman Jones made a motion to increase the hourly cost to $110 per hour due to the cost in rising gas prices, Supervisor McFarland seconded. Motion Carried all were in favor.   

9. Miscellaneous.

a. The WTA (Wisconsin Towns Association) Convention is October 9-11th this year. The Board will not be attending this year. Noted by the board.

b. The 2022 Fall Workshop will be held around the state in September. Clerk-Treasurer Johnson and Chairman Jones will be taking the Webinar classes on-line. Classes start Monday and go thru Thursday, with four hours each day. Noted by the board.

b. Dodge County Clean Sweep Collection will take place Saturday, September 27, 2022 from 8am-12 Noon. You must pre-register by calling 920-386-3790. House holds are $10 per vehicle. Location: Dodge County Highway Dept. Shop, (Town of Trenton), N8856 CTH A, Beaver Dam, WI 53916.

10. Public Comment-

a. On Thursday, September 1, 2022, the McFarlandale Dairy, N302 County Rd K will be hosting the Twilight Meeting. It’s a time to join in discussions with your neighbors, leaders, and local elected officials to share ideas and solutions for issues that affect us all-water, conservation, transportation, local ordinances and more. Join the McFarland’s at 6pm for a 60-minute farm tour, 7pm free ice cream followed by 8:30pm facilitated discussions about how we can make our communities stronger.
