Board Meeting                                   March 8, 2021                         7pm

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

 1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, with one correction, on a motion by Supervisor Johnson to accept the report as read and seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor McFarland made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.

5. Correspondences.

a. Board of Review training will have to be done by board members this year to stay in compliance. The clerk is waiting for instructions from the Department of Revenue. Noted by the board.

b. GEC sent some correspondence from General Engineering Company (GEC). The letter is intended to formally notify the TO-Shields of the changes in the Commercial Electrical permitting and inspection process for all municipalities. As of March 1st GEC, is under contract with the State of WI Department of Safety and Professional Services (DSPS), to issue all Commercial Electrical Permits, and perform all Commercial Electrical Inspections within your municipality, as was previously performed by DSPS. Noted by the board.

6. Reports.

a. The Watertown Fire Report for December was 0-Fire Run, 0-EMS, 2-MVA,0-Hazcon to the township. The totals for the township for 2020 is 0-Fire Runs, 10-EMS calls, 5-MVA and 0-HAZCON. January 2021 there were 2-EMS runs. The Waterloo Fire report was no runs to the Township in December.

8. New Business.

a.  The Board will review the town roads on March 26, 2021 at 10 am.

b. Clerk Johnson presented an updated Bank Signature Resolution to the board. With Sue Nampel Retiring the signatures required will change from three (3) to two (2).

Supervisor McFarland made a motion to accept “Resolution for Bank Signatures 01-2021” and Supervisor Johnson seconded. Motion Carried, all were in favor.

c. Quotes for the Transfer Site Recycling are being gathered and tabled until next month’s board meeting.

d. Update from Chairman Jones, the electric box for the Transfer Site is being installed, the next step is the installation of video cameras and We Energies for the electricity. Surely this will help with the unlawful dumping that happens at the site.

9. Miscellaneous.

a. Spring Election will be held on April 6, 2021 at the Emmet Town Hall, the Polls open at 7am and close at 8pm. Any questions please call the clerk.

b. A CHANGE in the Annual Meeting date. The new date is April 27, 2021 at the Emmet Town Hall at 7pm.

c. The Annual Spring Roadside Clean Up will be on April 24, 2021 at the Transfer Site. Garbage Bags and Water bottles will be available for people who will be cleaning the ditches in front of their properties.

Supervisor McFarland called for the meeting to be adjourned at 8:03pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.

The Town of Shields is seeking bids for road maintenance in 2021 as follows:

Asphalt Wedging parts of certain roads. Submit a price per ton applied and include a description of material and quantities to be used.  

Seal Coating certain roads and Slurry Seal. Submit price per mile on a 20-foot-wide surface. Include a description of materials and quantities to be applied.

 1. The Board meeting was called to order at 7:10pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read and seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondences.

a. Chairman Jones was emailed a flyer of a Community Development Block Grant Eligibility Opportunity 2021. It is a program that can help communities develop or upgrade water treatment plants sidewalks, gutters, lighting, sidewalks etc. Noted by the board.

b. Local Roads Improvement Program (LRIP) now has a video series and LRIPWeb Application site, this is a way that helps in rebuilding roads and bridges. Noted by the board.

c. Chairman Jones and Clerk Johnson completed the Census Bureau Boundary and Annexation Survey for 2021. Noted by the board.

6. Reports.

a. The Watertown Fire Report for November was 0-Fire Runs, 1-EMS run, 1-MVA run and 0-HAZCON runs to the township. The Waterloo Fire report was no runs to the Township in October or November.

b. Dodge County Unit Meeting for Offices held a zoom meeting on January 20, 2021 at 7:30pm. Chairman Jones, Supervisor Johnson & Clerk Johnson meet to attend the meeting. Many speakers such as Mark Born-Cochair joint finance, Rep John Jagler, Senator Joan Ballweg, WTA Mike Koles and Sally Cole all spoke. Noted by the board.

c. The Town of Shields Waste Management contract is due to be renewed in November. Clerk Johnson will begin quoting the various haulers to see what is out there.

7. Old Business.

a. Wool of the Woods Road discussion took place upon the dedication from Thomas Behling, needs a motion per Dodge County’s acceptance of his building a new home.  

Chairman Jones made a motion to accept 1. North Line of the SW ¼ of Section 34, Township 07 North, Range 14 East. 2. Access to Lot 1 and Lot 2, the area and location of

a future road would be 33 feet from the centerline of the existing property line. 3. When either or all lots are sold, the cost of construction a new road to Town of Shields specifications, will be absorbed by the seller of the lot. 4. All PLSS (Public Land Survey System) monuments and ties were found and verified. 5. These lots shall not be further divided for the purpose of residential use until after 15 years from the recording date of the certified survey map, unless the official Dodge County zoning map is amended so that the subject parcel is rezoned out of an agricultural zoning district or this restriction has been released in accordance with the provisions of the Dodge County Land Use Code and the Town of Shields. 6. Lot 1 is intended for agricultural and open space use only and not residential structures shall be constructed on it. 7. The owner and subsequent owners of this non-farm residential lot herby agree to comply with subsections 9.1, right to farm provisions of the Dodge County Land Use Code and that they will not cause unnecessary interference with adjoining farming operations producing agricultural products and using generally accepted agricultural practices, including access to active farming operations. This information was taken from the Dodge County Certified Survey Map and the Town of Shields accepts these conditions; the motion was seconded by Supervisor Johnson. All were in favor. Motion carried.

a. The Spring Primary will be held on February 16, 2021. Polls open at 7am and close at 8pm at the Emmet Town Hall.

Absentee Voting

VOTING BY ABSENTEE BALLOT

                                                                     February 16, 2021

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election.  The elector must also be registered to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued. 

You must make a request for an absentee ballot in writing or online at MyVote.wi.gov.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter, or you may apply for an absentee ballot online at MyVote.wi.gov.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

The deadline for making application to receive an absentee ballot by mail is:

5 pm on the fifth day before the election, February 11, 2021.

Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read and seconded by Chairman Jones. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.

5. Correspondences.

a. Flint Hills Resources sent out notices of the Pipeline Information for public officials, a Minnesota Pipeline, LLC.  Noted by the board.

b. Rural Mutual Insurance agent Gary Probst is retiring the Town of Shields new contact will be Jacob Shropshire. Noted by the board.

c. There will be a zoom meeting on January 20, 2021 with the WTA Unit Meeting for DC at 7:30pm. All Town officials are invited to attend.

6. Reports.

a. The Watertown Rural Fire Report for October 2020 was zero runs to the township. The Waterloo Fire report was not available at meeting time.

b. We Energies update, electricity to the transfer site should begin sometime in January. Residents should be aware the dumpsters may be moved around during this project. Motion lights, camera’s and heat to the shed will be installed.

7. Old Business.

a. Wool of the Woods Dedication to the Town of shields is being tabled until the tabled until the February meeting. The discussion took place on different alternatives, along with remaining in compliance with Dodge County and the Town of Shields.

8. New Business

a.  The clerk presented information about attending a Treasurers class from the UW Green Bay-GOVT training program. Classes would be held July 12-16, 2021. The board was in favor of the class.

9. Miscellaneous.

a. Steve Yohn came to the meeting to question a Building Permit Fee. Discussion took place and the board recommended he call Dodge County about his question since we are under Dodge County Zoning and all Town of Shields permits go thru Dodge County. Someone will contact Mike Sindorf, our Building Inspector, to inform him of Mr. Yohn’s concern.
