VOTING BY ABSENTEE BALLOT
April 2, 2024
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot
to their municipal clerk. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the
ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election. The elector must also be registered
in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.
Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the election. You may also submit a
written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov. Your written request must list your
voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your
signature. PROOF OF IDENTIFICATION MUST ALSO BE PROVIDED. You may make a written application to your municipal clerk for an
absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

The deadline for making application to receive an absentee ballot by mail is: 5 pm on the fifth day before the election, March 29, 2024.
Note: Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military,
hospitalized, or serving as a sequestered juror. If this applies to you, contact the municipal clerk regarding deadlines for requesting and
submitting an absentee ballot.

Attendance: Chairman Neale Jones, Supervisor Kyle Wollitz, Clerk-Treasurer Susan Johnson, Robb Bender, Representative William Penterman.
The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

  1. The Minutes were reviewed by the Town Board, on a motion by Supervisor Kyle Wollitz to accept the minutes as reviewed, seconded by Chairman Jones. Motion Carried.
  2. The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Chairman Jones to accept the report as read and seconded by Supervisor Wollitz. Motion Carried.
  3. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Wollitz made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
  4. Correspondence.
    a. Chairman Jones suspended the agenda to move Representative Penterman to the front of the agenda. William Penterman serving Wisconsin’s 37th Assembly District, introduced himself. This is his first full term, he spoke on his first bills he worked on; one percent of Shared Revenues will go back to towns, Brewers will be staying in WI until 2050, all High School students will be required to take a class in Personal Finance starting in 2028. He also noted that five cannabis dispensaries will be spread out thru the state for medical purposes only and lottery winners will be able to remain anonymous for one year going forward.

    b. Dodge County Unit Meeting will be held on January 17, 2024 at 7:30pm Chairman Jones will attend.
    c. The WTA 2024 District Meeting schedule is available, one board member needs to go to training or take the online Board of Review training each year. Supervisor Wollitz took the training in 2023 and Chairman Jones in 2022, this year Supervisor McFarland will need to take the training. Clerk Johnson will contact him about the dates available.
  5. Reports.
    a. The Watertown Rural Fire Reports are as follows: The Watertown Fire Department for December 2023 was 0-Fire call, 3-EMS calls, no MVA & no HAZCON. The Totals for 2023 are 2-Fire calls, 20-EMS calls, 2-MVA and no-Hazon calls to the Town of Shields. The Waterloo Fire Department report was not available at meeting time.

    a. DCLR & PD sent notice of a Public Hearing for Rob Bender at W7718 Provimi Rd, Minor Land Division and Rezoning Petition of Approximately 1.979 acres of the land from A-1 Prime Agricultural Zoning to A-2 Genteral Agricultural Zoning for the creation of a non-farm residential lot at this location and for the 39.295 acres to split off from the residential lot to remail A-1 Prime Agricultural Zoning.
    Clerk Johnson confirmed the Planning Commission met on December 28, 2023 and read the minutes of the meeting to confirm the PC recommendations to the board to move forward. Chairman Jones made a motion to accept the Minor Land Division and Rezoning Petition for Robb Bender and Supervisor Wollitz seconded. Motion carried all were in favor.
  8. Miscellaneous.
    a. NO FEBRUARY ELECTION FOR THE TOWN OF SHIELDS. Next Election will be April 2, 2024 Polls will open at 7am and close at 8pm. If you have not registered, had an address or name change please contact the clerk to register or go to https://myvote.wi.gov to register or request an Absentee Ballot.
    b. The Town of Shields Board will be accepting applications for the Appointed Clerk-Treasurer position. Susan Johnson will be retiring at the end of April 2024. I have enjoyed working for the township for the past twenty years and enjoyed all the people I have met over the years. Life is taking me in a new direction with my and my husband’s aging parents and a grandchild, so it is time to move to the next phase. Thank You so much for letting me serve you and Take Care.     The Town of Shields, Dodge County (Population 509) is seeking qualified applicants for a part-time municipal Clerk-Treasurer. Candidates must have strong communication and organizational skills. Duties are daily operations of municipal government, accounting skills, maintaining public records, payroll (Quick Books or similar program), licensing and permits. Other duties include being responsible for elections, financial reports, and tax collections. Computer skills are required with knowledge of Microsoft Word and Excel. The average work week is 20-25 hours per week. Pay average is $20 per hour. Salary will be based on qualifications and experience.   4. Correspondence.
    a. The City of Watertown sent notice of a Public Hearing on Amendments to their Comprehensive Plan. The amendments would affect the Future Land Use Map. The notice with supportive documents can be viewed online at https://www.watertownwi.gov/document_center/index.php#outer-2858 .

    a. In December of odd years, the Town Board must appoint Election workers for the next two years. Supervisor McFarland made a motion to appoint the following people for the 2024-2025 Election cycle: Susan Johnson, Rachel Schroeder, France Milburn, Judy Borchardt, Charmaine Plasil, Chris Leischer, Mary Stark, Lisa & Jeff Kluslow, Jill Jones and Brenda Borchardt and Supervisor Wollitz seconded. Motion Carried all were in favor.

b. A new agreement between Municipal Inspectors LLC and the Town of Shields was sent. Municipal Inspectors LLC will now be called beginning January 1, 2024 the Contractors. Chairman Jones made a motion to accept the agreement for the Contractors to continue as the building inspectors for the Town of Shields and Supervisor Wollitz seconded. Motion Carried all were in favor. Reminder any new building, replacement or remodeled building must be inspected by the Town of Shields inspector in accordance with state statutes, or fines may result. Please contact the any member of the board if you are unsure.

Chairman jones attended and reported speaker Carah Kock from the Office of Internet Connectivity and Growth spoke on “Internet for All” initiative under the Bipartisan Infrastructure Law. Legislator Mark Born was also there. Noted by the board.

    a. The Watertown Fire Department sent the 2024 Fire Protection & EMS Agreement. The total cost for the Town of Sheilds is $47,178.59 each year for the next two years (2024 & 2025), fifty percent (50%) of the contract payment shall be paid before February 28, 2024 and the remaining fifty percent (50%) of the contract shall be paid on or before August 31, 2024 and the same dates in 2025. Supervisor Wollitz made a motion to accept the 2024 Fire Protection & EMS Agreement and Supervisor McFarland seconded. Motion carried. All were in favor.
    b. The Dodge County Humane Society sent their 2024 Stray Animal Service Contract for the Town of Shields. The board decided to go with a lump sum of $1500, which covers up to 5 domestic dogs. Animals more than 5 will be charged $400 per animal to the township. The Humane Society must have approval from a board member before accepting any animal. Drop-off and Pick-up hours are as follows: Monday/Wednesday/Friday 8am-1pm, Tuesday/Thursday 8am-7pm, and Saturday 8am-4pm. After discussion Supervisor Wollitz made a motion to accept the 2024 Stay Animal Service Contract for the Town of Shields term beginning January 1. 2024 and ending December 31, 2021, and Supervisor McFarland seconded. Motion carried. All were in favor.
  8. Miscellaneous
    a. Chairman Jones and Supervisor Wollitz discussed the signs that have gone missing and or graffiti on the roads in the township in the last six months, this is costly to the township to replace and repair. If anyone has information, please contact a board member.

    a. Dodge County Supervisor Steve Kauffeld was in attendance. Steve briefly discussed some of what we read in the paper about what is happening at the County level and we all should look out for what is best for Dodge County as it affects us to.

    b. The Plan Commission Minutes were read by Clerk Johnson. After reading the minutes the board moved the agenda item 7. b up to be discussed. DCLR & PD sent notice of an application for the Conditional Use Permit for Adam and Lori Wendt at N1323 Wood Rd. After a brief discussion, Supervisor McFarland made a motion to approve the Conditional Use Permit Application for Adam and Lori Wendt to Create/Expand a Business out of their home at N1323 Wood Road, Watertown, WI, and Supervisor Wollitz seconded. Motion carried all were in favor.
    c. DCLR & PD sent application for Adam & Lori Wendt at N1323 Wood Rd. After a brief discussion, Supervisor Wollitz made a motion to approve the Rezoning Petition for Adam and Lori Wendt to change the 4.1 acres from Agriculture 1 to Agriculture 2 for the purpose of operating a business out of their residence, Supervisor McFarland seconded, motion carried all were in favor.
  6. Old Business.
    a. A new Transfer Site Agreement has been signed. The new hauler for the Town of Shields Transfer Site will be GFL (Green for Life Environmental). The new service will begin sometime in April 2024. Please bear with us during this time of change when dumpsters are removed and replaced. This will save the Township about $150 a month in service costs.
  7. New Business.
    a. The yearly 911 Joint Powers Agreement for 2024 was signed by Chairman Jones.
    b. Chairman Jones appointed P. Joseph Plasil to the Plan Commission as the alternate.
  8. Miscellaneous-None to report
    a. The 2024 Public Budget Hearing of the Electors will be held on November 13, 2024 following the monthly board meeting at approximately 7:30pm.

    a. The Demographic Service Center sent notice as of January 1, 2023 population for the Town of Shields in Dodge County is 509. This represents a change of six people since 2020. Noted by the board.
    b. DCLR & PD sent a meeting date for “Notice of Amendments to the Dodge County Sanitary Ordinance” The petition includes a series of amendments that are intended to clarify the maintenance, reporting and maintenance fee requirements for private onsite wastewater treatment systems and its components, for holding tanks and for alternative sanitation systems. A copy of the proposed amendment is available for review in the County Land Resources and Parks Department. Meeting to be held on September 25, 2023 at the Administrative Building in Juneau. Noted by the board.
    c. Waste Management sent notice of a Service Change Date for pick up of Recycling and Trash. The new pick up-date will be Wednesday’s going forward.
    REMINDER: Please make sure if you use the Transfer Site on non-attendant days, PLEASE make sure the lid closes tightly after you throw your trash bag in the dumpster.

    a. The board tabled the Transfer Site/Recycling Agreements discussions last month so they could have time to review the proposed proposals from Waste Management, LRS and GFL. In reviewing the contracts and a few more questions need to be answered in the final agreement, the board has agreed to switch to GFL for a 3-year period. The clerk will confirm the agreement before signing and work out the details with Waste Management on the time for all to take place. Peter McFarland made a motion to accept the GFL agreement after the final agreement for the October 2nd monthly board meeting and Kyle Wollitz seconded. All were in favor. Motion Carried.
  8. Miscellaneous.
    a. Drafting of the 2024 Budget will be at 7pm at the clerk’s home on September 28th.
    b. The October Board Meeting date will be October 2, 2023, 7pm at the Emmet Town Hall. This will be a date change.
    c. Public Hearing on the proposed 2024 Budget will be held on November 13, 2023, following the monthly board meeting that begins at 7pm.
