August 10, 2020 Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk Susan Johnson.

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Clerk, on a motion by Chairman Jones to accept the report as read and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondences.

a. Dodge County Land Resources and Parks Department sent a letter of and approved Land Use Permit for McFarlandale Dairy, LLC for filling, grading, and ditching. Noted by board.

b. The Demographic Services Center sent a preliminary estimate of the 2020 population for the Town of Shields in Dodge County is 556. Noted by the board.

6. Reports.

a. The Watertown & Waterloo Fire Reports were not available at meeting time.

b. Chairman Jones attended the WTA Meeting for board members in Juneau on August 6, 2020. Mike Kohls the was the guest speaker, much talk was on the Wisconsin Elections Commission Cares Subgrant Program. Chairman Jones gave the application to Clerk Johnson who will fill out the report and file it.

9. Miscellaneous.

a. The Partisan Primary will be held on August 11, 2020. Polls open at 7am and close at 8pm, voters may come to the polls between those hours.

July 13, 2020 Annual Meeting Minutes

            Town of Shields Annual Meeting      July 13, 2020               7:30pm

Minutes (Unapproved)

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Sue Johnson, Assessor P. Joe Plasil, Dean & Kristi Kassube, Kathy Kassube.

 1. The Board meeting was called to order at 7:45pm by Chairman Neale Jones, at the Emmet Town Hall, following the monthly board meeting.

2. The Annual Meeting Minutes from April 23, 2019 were reviewed by all present, a motion by Joe P. Plasil to accept the minutes as read, seconded by Peter McFarland. Motion Carried.

3. The 2019 Annual Report was read line by line by Supervisor Johnson. Dean Kassube made a motion to accept the 2019 Annual Report and Kathy Kassube seconded. Motion Carried.

4. Reports.

a. The Annual Roadside Clean Up was to be held on April 27, 2019 due to the rain and Corvid 19 it did not happen. We do wish to Thank You again for taking care of your own properties currently.

b. The Watertown Rural Fire Department report was given by Chairman Jones. Chief Craig Biefeld asked the board to consider replacing the International Tanker pumper as it is 25 years old. There is again discussion towards lowering the yearly Fire & EMS Agreement with the City.  Town of Emmet Chairman Bill Nass researched the amount of responses to the townships, compared to the amount of responses to the city. The towns only have 5% of the responses, however the towns are paying 12% of the City of Watertown’s Fire Budget.

c. The Plan Commission Report was given by Clerk Johnson. The Plan Commission met three times this year so far. Reports have been posted, emailed or on the Town of Shields, Dodge County website.

d. The Recycling/Transfer Site for the Town of Shields REMINDER, the hours of operation are on Saturday 8am-2pm. PLEASE drop off recyclables during scheduled hours. The township has been fined for not having lids closed and garbage on the outside of dumpsters. The board will also be looking into putting up cameras’ and a motion sensor light to deter nonresidents from using the dumpsters.

e. 2019 Road Report was given by Supervisor Ron Johnson. Seal coating was done on Quarry Road (N Walton Rd to Rich Rd), First Street & Link Street. Crack filling was done on Barry Rd (Middle Rd to Long Rd) and S. Walton Rd (Hwy 19 to Provimi Rd).           

New Business.

a. Last year at the Annual Meeting it was brought to the Electors, information about combining the clerk and treasurers’ position in 2021. Discussion took place about the clerk’s and treasurer’s position into one and combining their respective compensation. Per State Law an Ordinance must be place at a meeting of the Electors and a Referendum held. The Clerk/Treasurer position requires an annual audit which could cost between $4000-$6000 for a town. More small towns are combining offices all over the state.  Chairman Jones called for a motion. Dean Kassube made a motion to accept the proposal of combining the clerk and treasurers’ position and for it to be an appointed position as Clerk/Treasurer with salary per discretion of the board, and Kristi Kassube seconded. Motion carried all were in favor. 9-Yes,

6. Miscellaneous.

a. August 11, 2020 is the Partisan Primary Election and November 3, 2020 is the General Election. The polls open at 7am and close at 8pm. To get an absentee ballot please go to myvote.gov and the clerk will mail you the ballot.

8. Next year’s Annual Meeting will be held on April 20, 2020 at 7 pm at the Emmet Town Hall. Sue Nampel called for the meeting to be adjourned at 8:48pm and Joe P Plasil seconded. Motion Carried Meeting Adjourned.

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil, Thomas & Stacey Behling, Dean & Kristi Kassube, Kathy Kassube.

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read and seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor McFarland made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.

5. Correspondences-None to report.

6. Reports.

a. The Watertown Fire Report for May and June; 0 – Runs to the township. The Waterloo Fire report was not ready at meeting time.

b. The “Election Day Emergency Response Plan” was presented to the town board at the June 8, 2020 monthly board meeting. The board had time to review and Chairman Jones made a motion to accept the “Election Day Emergency Response Plan” put in place at all Elections going forward, Supervisor Johnson seconded. Motion Carried.

All were in favor.

c. The clerk read the Plan Commission Meeting Minutes from the June 25, 2020 board meeting. A summary of the minutes is the PC does recommend the new drawing presented by Thomas and Stacy Behling of the proposed Minor Land Division split. It noted the location of an area to be dedicated to the Town of Shields. This area is the location of a future road that will provide access to Lots 1 and Lot 2. The road would be 33 feet from the center line of the existing property line. The Plan Commission also recommends that when one the two lots are sold, the cost of constructing a new road (to Town of Shields specifications), in the dedicated area, will be absorbed by the seller of the lot. After much discussion took place Shannon O’Gorman made a motion to accept the above recommendation and Ron Johnson seconded. Motion Carried. All were in favor.

d. The CAB 332-20-08 Application has been filled out and filed with the county. The town will have to pay for the repair on Five Mile road up front and we will then be paid a portion through the CAP program.

e. Town Officers, WTA Dodge County Unit will meet on July 15, 2020 at 7:30pm at the Dodge County Administration Building.

f. Dodge County Highway Department Shop of Trenton N8856 CTH A Beaver Dam, 53916 will be Holding a Clean Sweep on Saturday, August 29, 2020 from 8am to 2pm. For more information visit Extension University of Wisconsin-Madison Dodge County or call 920-386-3790 to register.

8. New Business.

a.  DCLR & PD sent a Minor Land Division request for Thomas & Stacey Behling for a new home after meeting with the Plan Commission in May and June and making a recommendation to the board to move forward with the request. The board discussed the Minor Land Division request. Supervisor Johnson made a motion to recommend to DCLR & PD the new home for the Behling’s, the Town of Shields would also like to have a it noted in the approval that access to Lot 1 and Lot 2 the area and location of a future road would be 33 feet from the center line of the existing property line and it would be the seller’s cost of construction of said new road to town specifications in the future that a road is needed, Supervisor Peter McFarland seconded, Motion carried all were in favor.

9. Miscellaneous.

a. The board will be getting a quote on the cost of a motion light and security cameras for the transfer site due to the unauthorized dumping at the wrong times.

b. The Partisan Primary is August 11, 2020. Polls open at 7am-8pm. You may request an absent ballot from the clerk or go to myvote.wi.gov and the clerk will mail you a ballot.

August 11, 2020 Voting by Absentee

                                                       VOTING BY ABSENTEE BALLOT

                                                                      August 11, 2020

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued. 

You must make a request for an absentee ballot in writing or online at MyVote.wi.gov.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

The deadline for making application to receive an absentee ballot by mail is:

5 pm on the fifth day before the election, August 6, 2020.

Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.
