1. The Board meeting
was called to order at 7:00pm by Chairman Neale Jones,
the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a
motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor
Johnson. Motion Carried.
3. The Treasurers Report was read by the Supervisor
Johnson, on a motion by Supervisor McFarland to accept the report as read and
seconded by Chairman Jones. Motion Carried.
4. The monthly bills were read by Clerk Johnson; Supervisor
Johnson made a motion to pay monthly bills and Supervisor McFarland seconded.
Motion Carried.
5. Correspondences.
a. DCLR & PD sent notice of an approved Land Use
Permit for building a shed.
Noted by the board.
b. DCLR & PD sent notice of a public hearing for July
13, 2020 for the proposed DC Land Use Code, the Sanitary Ordinance and the Code
of Ordinances to amend certain provisions of the Land Use Code in order to
bring the Code into compliance with the recently amended Wisconsin State
Statutes (2019 Act 14) relating to the authority of the County to regulate certain
small wireless facilities, to clarify certain residential design standards
fence regulations, camping restrictions, application processing times, lot
coverage exemption and certain definitions that are used within the Code.

a. The Watertown Fire Report for March was 1-EMS and April
1-EMS run to the township. The Waterloo Fire report was not available at
meeting time.
b. The Town of Shields Plan Commission met on May 28,
2020 at the Emmet Town Hall at 7pm. DCLR & PD sent a Letter of Intent Minor
Land Division Permit for Thomas Behling to build a new home. Discussion place
on the Wool of the Woods Road to be extended to have access to Lot 1 and Lot 2
properties without having either land locked, or proper frontage to the properties.
The discussion was tabled until information is clarified by Dodge County. Thomas
and Stacy Behling presented the board with a new drawing of what DC is looking
for as far as access to both properties. Unfortunately, no decision could be
made, because the board must follow the process and send the new
drawing back to the Plan Commission. Which will meet on
June 25, 2020 at 7pm at the Emmet Town Hall.

8. New Business.
a. DCLR & PD
sent notice for Thomas Behling for a Minor Land Division for a New Home.
The Plan Commission met on May 28, 2020 at the Emmet Town
Hall. After much discussion they could not make a recommendation to the board.
A motion was made to table discussion until further information can be
gathered. The Plan Commission will meet again on June 25, 2020 at 7pm at the
Emmet Town Hall to discuss. The board will then review the recommendation on
July 13, 2020 at 7pm at the Emmet Town Hall.
b. The clerk received two Liquor Licenses Applications
for renewal year of 2020-2021. Casey’ Saloon and Watertown Izaak Walton League.
Supervisor Johnson made a motion to accept applications from Casey’s Saloon and
Watertown Izaak Walton League, and Supervisor McFarland seconded. Motion
Carried. All were in favor.
c. The Town of Shields Annual Meeting has been rescheduled
to July 13, 2020 at the Emmet Town Hall at 7:30pm following the monthly board
meeting at seven pm.
d. Five Mile Road repair will be patched on Tuesday, June
9, 2020, there is a large sink hole developing. Chairman Jones and Clerk Johnson are working on
an application “County Aid Bridge Petition” to help defray the expense of
construction or repairing the culvert.

The May 28, 2020 Planning Commission was called to
order by Chairman Tony Peirick at 7:00pm @ the Emmet Town Hall.
New Business. Clerk Johnson had received from DCLR
& PD a Letter of Intent Minor Land Division Permit for the Thomas Behling
to build a new home. Much discussion took place on the Wool of the Woods Road
would need be extended to have access to Lot 1 and Lot 2 without having it
landlocked. Dan Wagner reported that Dodge County has recommended they come to the
Township to get the proper frontage to the property. A motion by Ron Johnson to
table the Minor Land Division for a new home and driveway access to the properties
of Lot 1 and Lot 2, until Dodge County clearly states what is needed by the
township for the owners to proceed. Seconded
by Peter McFarland. Motion Carried all were in favor.
DCLR & PD Approved Shed for Ron & Sue Johnson,
N1662 Wood Rd for a new shed 12’ by 24’. Noted by the board.
Ken Hemker brought up a question of would his property
value go up if he torn down a building and built a new building or would it
stay the same if he took and moved an existing building. He had to do some
investigating on the cost of each. Application would need to be done thru Dodge
County in either case. Noted by the board.

b. Local Government Center, Extension UW-Madison, Local
Government “Essentials Distance Education Series” Spring-Summer 2020 programs
were sent. Noted by the board.
6. Reports:
a. The Watertown and Waterloo Fire Reports were not available
at meeting time.
b. The Town of Shields Road Side Clean Up was held on
April 25, 2020. The rain again washed us out this year. Even though it was
rainy many residents continue to keep their ditches and roadsides looking great
when the sunshine returns. Thank You for always pitching in.

8. New Business:
a. The Town of Shields advertised for Road Bids in April
of 2020. Collen Jacobson from Scott Construction attended the board meeting. Supervisor
Johnson opened the road bids in absence of Chairman Jones. Scott’s bid is as
follows.
2020 Seal Coat Prices:
Option 1: One mile
long by 20 feet wide using MSS (MAC-5) @350*F. with 140 tons of chips-$18,934.
Option 2: One mile long by 20 feet wide using MS5 (MAC-5)
@350*F. with 120 tons of brown ash-$19,950.
2020 Asphaltic Cold Mix Paving and Wedging:
1-200 Tons= $135.50 per Ton, 201-500 Tons= $95.75 per
Ton, 501-1,000 Tons= $82.50 per Ton, and 1,000 plus Tons= $76 per Ton. After
questions and answers. Supervisor Johnson made a motion to accept the Scott Construction
bid and do 2-3 miles of roads in the Town of Shields in 2020, Supervisor
McFarland seconded. Motion was carried all were in favor.
b. Open Book will be held on May 11, 2020 from 5-7pm at
the Emmet Town Hall.
c. Board of Review will be held on May 28, 2020 from 5-7
pm at the Emmet Town Hall.

5. Correspondences:
a. Development Administrator sent an email letting the
town know that the PSC Broadband Expansion Grant was not awarded to Dodge
County this year. The application will go in again for 2020. Noted by the
board.
6. Reports:
a. The Watertown Fire Report for December was not available
at meeting time. The Waterloo Fire report was no runs to the Township in March.
b. Chief Westley Benisch from the Waterloo Fire
Department sent a letter requesting that all townships halt controlled open
burns until further notice. Special scenarios only for agricultural site prep
burns prior to planting and burn piles for clearing land for time-sensitive agricultural
purposes. Noted by the board.
c. Supervisors’ Johnson and McFarland did a review of the
road on April 2, 2020. Roads will be decided at the next meeting due to cost of
the bids. Road bids will be opened at next month’s monthly board meeting. Noted
by the board.

8. New Business:
a. Open Book will
be held on Monday, May 11, 2020 from 5-7 pm at the Emmet Town Hall. Taxpayers
from the township are welcome to come and discuss their tax bills at this time.
Board of Review will take place on Thursday, May 28, 2020 from 5-7 pm at the Emmet
Town Hall.
9. Miscellaneous:
a. The Annual Meeting for the Town of Shields will meet
on April 22, 2020. The meeting will be called to order and postponed to a later
date yet to be decided.
b. The Town of Shields Annual Road side clean up will be
held on April 25, 2020 at the Transfer Site. You may pick up garbage bags for
picking up trash in the ditches from 8am-2pm. This year water and cookies will
not be handed out due to the virus.
