Minutes
Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil, Karen & Jim Sempf.
1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.
5. Correspondences;
a. Chairman Jones welcomed Karen and Jim Sempf to the board meeting. Mr. Sempf is running for Circuit Court Judge.
6. Reports;
a. The Watertown Fire Report was not available for the February meeting. The Waterloo Fire report was; no runs to the Township in January.
b. Our Waste Management Agreement has a raise in the cost of doing business. Clerk Johnson reached out to Advanced Disposal, Badgerland and Johnson Disposal. Even though there was an increase in cost for from Waste Management it is still cost effective to remain with Waste Management. Noted by the board.
c. Clerk Johnson reported on the WEC Computer that was purchased with grant money that was applied from the Wisconsin Election Commission. The computer has arrived and all the security programs for the WEC have been installed along with Windows 10 and Quickbooks. This computer will only be used for Township work going forward.

8. New Business;
a. The WTA 2020 District Meetings have been published. The board will need to attend the class for 0Board of Review training which is required every two year. The supervisors and clerk will attend on Friday, February 14, 2020 in Juneau.
9. Miscellaneous;
a. the Annual meeting will be held on April 22, 2020 @ 7pm at the Emmet Town Hall.
b. The board discussed the possible combining of the Clerk and Treasurer jobs after Treasurer Sue Nampel retires in April of 2021. More will be discussed at the Annual Meeting and after discussion it will be put to a vote from the electors at that time.
c. Assessor Joe Plasil will attend the Market Seminar training on Feb 26 & 27, 2020.
10. Public Comment-
a. The February Spring Primary will be held on February 18, 2020. Polls open at 7am and close at 8pm. All town of Shields residents will vote at the Emmet Town Hall.
11. Next month’s meeting date; March 9, 2020 at 7 pm at the Emmet Town Hall.

VOTING BY ABSENTEE BALLOT
April 7, 2020
Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk. A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election. The elector must also be registered in order to receive an absentee ballot. Proof of identification must be provided before an absentee ballot may be issued.
You must make a request for an absentee ballot in writing or online at MyVote.wi.gov.
Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both. You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov. Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature. You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

a. The Watertown Fire Report for November were no runs to the township, the December report was not available at meeting time. Totals for the year so far are; 0-Fire runs, 15-EMS runs, 4-MVA runs and 0-HAZCON runs. The Waterloo Fire report was not available at meeting time.
b. Clerk Johnson has been in contact with Kerber Rose IT and Inter-Quest It for information toward using the WEC Grant the TO-Shields was awarded in late November.
After discussing with the board the clerk is going to go with Kerber Rose IT for the new town computer to use for Elections Security and all other town needs.

a. Every two years in the odd year we reappoint Election Workers. On a motion by Chairman Jones to appoint Rosiemarie Ulmer, Irene Miller, Sue Nampel, Carol Berner, Betty May, Francis Milburn, Charmaine Plasil, Judy Borchardt, Mary McFarland, and Supervisor Johnson seconded motion was carried.
