Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil, Kristine Snow.

 1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor McFarland to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondences;

a. Vandewalle & Associates Inc, sent a letter to inform us the city of Watertown has adopted by ordinance and up dated a Comprehensive Plan. b. Town Officers WTA Dodge County Unit will be held on January 15, 2020, 7:30pm. The meeting will be held at the Dodge County Administration Building.

a. The Watertown Fire Report for December was; 1-Fire Run to the township. The Waterloo Fire report was; no runs to the Township in December.

Absentee Voting

VOTING BY ABSENTEE BALLOT

February 18, 2020

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued. 

You must make a request for an absentee ballot in writing or online at MyVote.wi.gov.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov.

5 pm on the fifth day before the election, February 13, 2020.

Note:   Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

6. Reports;

a. The Watertown Fire Report for November were no runs to the township, the December report was not available at meeting time. Totals for the year so far are; 0-Fire runs, 15-EMS runs, 4-MVA runs and 0-HAZCON runs. The Waterloo Fire report was not available at meeting time.

b. Clerk Johnson has been in contact with Kerber Rose IT and Inter-Quest It for information toward using the WEC Grant the TO-Shields was awarded in late November.

After discussing with the board the clerk is going to go with Kerber Rose IT for the new town computer to use for Elections Security and all other town needs.

8. New Business;

a. Every two years in the odd year we reappoint Election Workers. On a motion by Chairman Jones to appoint Rosiemarie Ulmer, Irene Miller, Sue Nampel, Carol Berner, Betty May, Francis Milburn, Charmaine Plasil, Judy Borchardt, Mary McFarland, and Supervisor Johnson seconded motion was carried. All were in favor. Thank You ladies for all the time and effort you commit to each year. If anyone is interested in becoming an Election Worker please contact the clerk at 920-261-7154.

5. Correspondences;

a. Vandewalle & Associates Inc. sent notice of a 2019 City of Watertown Comprehensive Plan Update. A joint public hearing between the City of Watertown Plan Commission and City Council will be held on Wednesday, December 4, 2019 at 7pm at City Hall located at 106 Jones Street, Watertown. You may view the full draft of the plan, including all maps, on the City’s website: http://www.ci.watertown.wi.us/ . Noted by the board.

b. The Wisconsin Election Commission (WEC) sent notice of the Grant that was applied for last month had been accepted and the clerk will use the funds to purchase a new computer for the township along with IT support to protect all town records and private information for elections. Noted by the board.

6. Reports;

a. The Fire Reports for Watertown and Waterloo Fire Departments were not available at meeting time.

b. Assessor Joe Plasil and Clerk Susan Johnson attended the 72nd Annual Wisconsin Towns Association Convention held at the Kalahari, Wisconsin Dells. Joe attend “If Houses Could Talk” which was very informative about windows, floors, eve’s troughs,   etc. in appraisal valuations. Sue attended a number of smaller meetings; “Payroll Tips to keep Your Town Compliant”, Accounting Basics to Simplify Your Life”, “Understanding Chapter 125”, “How Do I”, “Recycling Requirements’”, “Groundwater: Wisconsin’s Buried Treasure”, “WEC Cyber Security Grant”. Both Joe & Sue thought the Convention was very good.

c. Clerk Johnson attended the DNR Electronics & Storm Debris RU Workshop in Fond du lac on 10-29-19. E-Cycle Wisconsin was the discussion of the meeting, old electronics need to be recycled you can go to; dnr.wi.gov, click on the tab Env. Protection, then go to Recycling & Composting. There is a lot of information on what to recycle and where you can take it. If you find a local source please contact me so I can share the information with other residents.

d. Dodge County State of WI Emergency Management sent notice of a meeting for “EMS Community Forum” to be held on December 4, 2019 from 6-9pm.

7. Old Business;

a. Fire Ordinance was discussed and reviewed. Supervisor Johnson made a motion to accept the revised charges for fire runs to the Town of Shields and Peter McFarland seconded. Motion carried. 6 yays + 0 nays.

b. Supervisor Ron gave a current update on the road spending that the town has done over the past years since 2014. In order to stay incompliance and receive the General Transportation Aid for 2020 we need to spend another $25,000 this year, and keep an eye on road spending the next two years. We have earlier in the year contacted General Asphalt Inc. in Beaver Dam for quotes on road work. Due to there busy schedule they were not able to get to the Township this year. The board discussed in order to stay in compliance with the GTA we should write a check by the end of the year and when General Asphalt Inc can get to us early in the spring. The board agreed.

8. New Business;

a. A security system at the transfer site was discussed and is tabled for now.

Ordinance

  ORDINANCE ESTABLISHING CHARGES FOR FIRE CALLS

# 2019-01

It is hereby ordained by the Town Board of the Town of Shields, Dodge County, Wisconsin, as Follows;

Section 1. Authority: This ordinance is adopted pursuant to the authority granted town boards under s.60.55(2)(b), Wis. Stats. Which allows towns to recover the cost of fire calls and water fees made to property within the town. This includes fire calls and water fees made to real estate located within the Town and vehicles located on public roads within the Town. A fire call is any incident that is responded to by a fire department.

Section 2. Liability for Fire Protection Costs: The Town of Shields, Dodge County, Wisconsin, hereby imposes a charge for each fire call made within the limits of the Town of Shields. Such fee for the fire call is $500.00. The water fee from the city of Watertown or the city of Waterloo or both shall be added to the fire call bill.  If the call is to real estate located within the Town, the charges shall be imposed on all owners of the real estate to which the particular fire call is made. In the event that a fire call is not made to real estate located within the Town, but is instead made to a vehicle fire or accident located on a public road within the Town, the charges provided for under this ordinance shall be imposed on all owners of such vehicles.

Section 3. Payment of Fire Call Fee: The fire call charges provided for in this ordinance shall be paid in full to the Clerk of the Town of Shields no later than 60 days after the date of the particular fire call. The failure to pay the bill within 60 days will result in interest being charged at the rate of 1 ½ percent per month from the date of the bill. Those bills for fire calls to real estate, including interest, that remain outstanding for more than 90 days as of November 1 of any year shall become a lien against the real estate and shall be placed on the tax roll as a delinquent special charge under s.66.0627, Wis. Stat.

Section 4. Liability for Fire Calls from Fire Departments Other than Authorized Fire Departments: It is the policy of the Town of Shields to contract with the following fire departments: Watertown Fire Department and Waterloo Fire Department. Any property owner requesting fire protection directly from any fire department other than those listed above shall be responsible for the full costs billed to the town resulting from the fire call. This section shall not apply to the costs of any other department responding at the request of an authorized department under a mutual aid agreement.

Section 5. Severability: Should any section or provisions of this ordinance be declared invalid for any reason; such decision shall not affect the validity of the remaining portions of this ordinance.

Section 6. Controlled Burns: No one shall burn or start a fire anywhere within the Town of Shields without first notifying at least one or more Town official, the Dodge County Sherriff’s Department at 920-386-3729-ext 4.  the Waterloo Fire Department (920-478-2535) if you are west of the Crawfish River or Watertown Fire Department (920-261-3610) if you are East of the Crawfish River, of that person’s intention to start a fire. Notification may be made by telephone and shall be made the same day that the person intends to start a fire.

Section 7. Penalties of a Controlled Burn: In the event a person does not make the required notifications as required by this ordinance for a controlled burn, they shall be charged $500, plus the water fee charge as stated in Section 2. In the event a person provided proper notifications as required, but the fire becomes uncontrollable, the person shall be charged $250 plus the water fee charge as stated in Section 2.

Section 8. Effective Date: This ordinance shall become effective upon adoption and publication or posting, as provided by law, pursuant to s.60.80, Wis. Stat.

Budget Hearing & Special Town Meeting Town of Shields

October 21, 2019                    8:15 pm

Minutes

Attendance:  Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Peter McFarland, Clerk Susan Johnson, Assessor Joe Plasil.

The Budget Hearing was called to order at 8:15 pm by Chairman Neale Jones. Discussion took place on the budget preparation. Supervisor Johnson read the proposed budget and discussion took place. Ron Johnson made a motion to accept the 2019 Budget as discussed, seconded by Peter McFarland. Motion carried. (6) In Favor. The meeting was closed at 8:27pm by Joseph Plasil and seconded by Peter McFarland.

  • The Special Town Meeting of Electors, Chairman Jones asked for a motion to adopt the 2020 tax levy of $161,215 which is a +1.7% increase from last year. Ron Johnson made a motion to accept the Town of Shields Levy, seconded by Joe Plasil. Motion Carried. (6) In Favor.
  • To approve the total of the 2020 Highway Expenditures pursuant to Section 81.01 (3) of the Wisconsin Statutes. Peter McFarland made a motion to approve the 2020 Highway Expenditures of $109,500 and Sue Nampel seconded. Motion Carried. (6) In Favor.

The Special Meeting of the Electors Notice Town of Shields, Dodge County, Chairman Jones made a motion to adjourn the Budget Hearing & Special Town Meeting at 8:39pm, Supervisor Johnson seconded. Motion Carried. Meeting Adjourned.
