Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

 1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Chairman Jones to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondences;

a. Vandewalle & Associates Inc. sent notice of a 2019 City of Watertown Comprehensive Plan Update. A joint public hearing between the City of Watertown Plan Commission and City Council will be held on Wednesday, December 4, 2019 at 7pm at City Hall located at 106 Jones Street, Watertown. You may view the full draft of the plan, including all maps, on the City’s website: http://www.ci.watertown.wi.us/ . Noted by the board.

b. The Wisconsin Election Commission (WEC) sent notice of the Grant that was applied for last month had been accepted and the clerk will use the funds to purchase a new computer for the township along with IT support to protect all town records and private information for elections. Noted by the board.

6. Reports;

a. The Fire Reports for Watertown and Waterloo Fire Departments were not available at meeting time.

b. Assessor Joe Plasil and Clerk Susan Johnson attended the 72nd Annual Wisconsin Towns Association Convention held at the Kalahari, Wisconsin Dells. Joe attend “If Houses Could Talk” which was very informative about windows, floors, eve’s troughs,   etc. in appraisal valuations. Sue attended a number of smaller meetings; “Payroll Tips to keep Your Town Compliant”, Accounting Basics to Simplify Your Life”, “Understanding Chapter 125”, “How Do I”, “Recycling Requirements’”, “Groundwater: Wisconsin’s Buried Treasure”, “WEC Cyber Security Grant”. Both Joe & Sue thought the Convention was very good.

c. Clerk Johnson attended the DNR Electronics & Storm Debris RU Workshop in Fond du lac on 10-29-19. E-Cycle Wisconsin was the discussion of the meeting, old electronics need to be recycled you can go to; dnr.wi.gov, click on the tab Env. Protection, then go to Recycling & Composting. There is a lot of information on what to recycle and where you can take it. If you find a local source please contact me so I can share the information with other residents.

d. Dodge County State of WI Emergency Management sent notice of a meeting for “EMS Community Forum” to be held on December 4, 2019 from 6-9pm.

7. Old Business;

a. Fire Ordinance was discussed and reviewed. Supervisor Johnson made a motion to accept the revised charges for fire runs to the Town of Shields and Peter McFarland seconded. Motion carried. 6 yays + 0 nays.

b. Supervisor Ron gave a current update on the road spending that the town has done over the past years since 2014. In order to stay incompliance and receive the General Transportation Aid for 2020 we need to spend another $25,000 this year, and keep an eye on road spending the next two years. We have earlier in the year contacted General Asphalt Inc. in Beaver Dam for quotes on road work. Due to there busy schedule they were not able to get to the Township this year. The board discussed in order to stay in compliance with the GTA we should write a check by the end of the year and when General Asphalt Inc can get to us early in the spring. The board agreed.

8. New Business;

a. A security system at the transfer site was discussed and is tabled for now.

Ordinance

  ORDINANCE ESTABLISHING CHARGES FOR FIRE CALLS

# 2019-01

It is hereby ordained by the Town Board of the Town of Shields, Dodge County, Wisconsin, as Follows;

Section 1. Authority: This ordinance is adopted pursuant to the authority granted town boards under s.60.55(2)(b), Wis. Stats. Which allows towns to recover the cost of fire calls and water fees made to property within the town. This includes fire calls and water fees made to real estate located within the Town and vehicles located on public roads within the Town. A fire call is any incident that is responded to by a fire department.

Section 2. Liability for Fire Protection Costs: The Town of Shields, Dodge County, Wisconsin, hereby imposes a charge for each fire call made within the limits of the Town of Shields. Such fee for the fire call is $500.00. The water fee from the city of Watertown or the city of Waterloo or both shall be added to the fire call bill.  If the call is to real estate located within the Town, the charges shall be imposed on all owners of the real estate to which the particular fire call is made. In the event that a fire call is not made to real estate located within the Town, but is instead made to a vehicle fire or accident located on a public road within the Town, the charges provided for under this ordinance shall be imposed on all owners of such vehicles.

Section 3. Payment of Fire Call Fee: The fire call charges provided for in this ordinance shall be paid in full to the Clerk of the Town of Shields no later than 60 days after the date of the particular fire call. The failure to pay the bill within 60 days will result in interest being charged at the rate of 1 ½ percent per month from the date of the bill. Those bills for fire calls to real estate, including interest, that remain outstanding for more than 90 days as of November 1 of any year shall become a lien against the real estate and shall be placed on the tax roll as a delinquent special charge under s.66.0627, Wis. Stat.

Section 4. Liability for Fire Calls from Fire Departments Other than Authorized Fire Departments: It is the policy of the Town of Shields to contract with the following fire departments: Watertown Fire Department and Waterloo Fire Department. Any property owner requesting fire protection directly from any fire department other than those listed above shall be responsible for the full costs billed to the town resulting from the fire call. This section shall not apply to the costs of any other department responding at the request of an authorized department under a mutual aid agreement.

Section 5. Severability: Should any section or provisions of this ordinance be declared invalid for any reason; such decision shall not affect the validity of the remaining portions of this ordinance.

Section 6. Controlled Burns: No one shall burn or start a fire anywhere within the Town of Shields without first notifying at least one or more Town official, the Dodge County Sherriff’s Department at 920-386-3729-ext 4.  the Waterloo Fire Department (920-478-2535) if you are west of the Crawfish River or Watertown Fire Department (920-261-3610) if you are East of the Crawfish River, of that person’s intention to start a fire. Notification may be made by telephone and shall be made the same day that the person intends to start a fire.

Section 7. Penalties of a Controlled Burn: In the event a person does not make the required notifications as required by this ordinance for a controlled burn, they shall be charged $500, plus the water fee charge as stated in Section 2. In the event a person provided proper notifications as required, but the fire becomes uncontrollable, the person shall be charged $250 plus the water fee charge as stated in Section 2.

Section 8. Effective Date: This ordinance shall become effective upon adoption and publication or posting, as provided by law, pursuant to s.60.80, Wis. Stat.

Attendance:  Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Peter McFarland, Clerk Susan Johnson, Assessor Joe Plasil.

The Budget Hearing was called to order at 8:15 pm by Chairman Neale Jones. Discussion took place on the budget preparation. Supervisor Johnson read the proposed budget and discussion took place. Ron Johnson made a motion to accept the 2019 Budget as discussed, seconded by Peter McFarland. Motion carried. (6) In Favor. The meeting was closed at 8:27pm by Joseph Plasil and seconded by Peter McFarland.

  • The Special Town Meeting of Electors, Chairman Jones asked for a motion to adopt the 2020 tax levy of $161,215 which is a +1.7% increase from last year. Ron Johnson made a motion to accept the Town of Shields Levy, seconded by Joe Plasil. Motion Carried. (6) In Favor.
  • To approve the total of the 2020 Highway Expenditures pursuant to Section 81.01 (3) of the Wisconsin Statutes. Peter McFarland made a motion to approve the 2020 Highway Expenditures of $109,500 and Sue Nampel seconded. Motion Carried. (6) In Favor.

The Special Meeting of the Electors Notice Town of Shields, Dodge County, Chairman Jones made a motion to adjourn the Budget Hearing & Special Town Meeting at 8:39pm, Supervisor Johnson seconded. Motion Carried. Meeting Adjourned.

a. DCLR & PD sent notice of an approved Land Use Permit for a deck ramp for Pearl
Schroeder. Noted by the board.

b. DCLR & PD sent notice of an approved Land Use Permit for a new shed for Thomas Fredrick. Noted by the board.

c. David Addison from the DCLR & PD sent a letter for a Request for a Separate Tax Bill for property owned by Arthur Mueller be joined together into one tax bill for 2019. Noted by the board.

d. An East Central Regional Cyber Workshop will be held on Tues, December 10, 2019 at the Fox Valley Technical College. Noted by the board.

e. A Town Officers, WTA Dodge Cty Unit Meeting was held on Wednesday, October 16, 2019 at the Administration Building in Juneau.

f. Dodge County Highway Commission sent a letter of a meeting to be held on October 16, 2016 at 10am at the Highway Department Vehicle Storage Building in Juneau. Discussion will be on the 2020-2121 Local Road Improvement Program.

g. Dodge County Highway Department will be hiring an alternative contractor to conduct every two-year Bridge Inspection. Noted by the board.

6. Reports;

a. The September fire report from the Wttn Fire Department sent notice that TO-Shields had not fire runs, 1-EMS, 1-MVA and no HAZCON runs. The Waterloo Fire Department sent the September report there were no runs to the Town of Shields.

b. There will be a RU Electronics Recycling Workshop held on Tuesday, October 29, 2019 in Fond du Lac. Clerk Johnson will attend and report back.

7. Old Business;

a. The creating of the new Fire Ordinance is being edited and will be laid over to November.

8. New Business;

a. Dodge County Humane Society sent their 2020 Stray Animal Contract. After discussion of paying a lump sum of $1,100 which covers up to 5 domestic stray animals. Animals in excess of 5 will be charged $250 per animal. Supervisor Johnson made a motion to accept the 2020 Stay Animal Contract, and Peter McFarland seconded. Motion Carried all were in favor.

b. The 2020 Fire Protection & EMS Agreement from Watertown Fire Department was sent. Chairman Jones discussed the following costs for 2020 Contracts to the different townships. Shields-$51,926.08, Emmet-$71,058.59, Milford-$34,085.56, Watertown-$122,628.95. Supervisor McFarland made a motion to accept the 2020 Fire Protection & EMS Agreement from the Watertown Fire Department, and Supervisor Johnson seconded. Motion Carried all were in favor.

c. Dodge County Sheriff’s Office sent the yearly 911 Joint Powers Agreement. Chairman Jones signed the 2020 agreement.

d. Clerk Johnson presented the WEC Election Grant Application. The Wisconsin Elections Commission is requesting each town, village, city in the state to have a computer and IT contract by the 2020 elections for protecting private information of the elector. This grant application is offering $1200 per one computer per entity.  Supervisor McFarland made a motion to go forward with the WEC Election Grant Application, Supervisor Johnson seconded. Motion Carried.  All were in favor. Clerk Johnson will work thru the grant process.

9. Miscellaneous;

a. Supervisor Johnson shared the letter he wrote to Nate Olson at Dodge County Land Resources and Parks Department in support of the Broadband Grant for Dodge County.

d. Dodge County Highway Commission sent a reminder that the TOS has a balance of $4553.50 from the 2018-2019 Maintenance Agreement that needs to be used by October 31, 2019. Discussion has already taken place with DCHC, it will be used for brush cutting, road work or mowing before then.

a. The Broadband Expansion Grant Application is a Grant that Dodge County is applying for. The Town of Shields has decided to put in place a Resolution supporting Broadband (high-speed internet) Expansion in Dodge County. Supervisor Johnson made a motion to accept the Resolution 2019-01 and Supervisor McFarland seconded. Motion carried. All were in favor. If you would like to write a letter in support of Broadband please send it to Nate Olson, 127 E. Oak Street, Juneau 53039, or email it to him at;

nolson@co.dodge.wi.us . Much support is needed as other counties are applying for this Grant too.

b. A new Fire Ordinance was brought to the table after discussion it will be re-written and submitted at next months meeting.

c. General Asphalt from Beaver Dam has been contacted and quotes for Wood Rd west to Cty Hwy K, a bid of $39,240 and Garden Rd to S Garden Rd, a bid of $13,800. Both were discussed and Supervisor Johnson made a motion to accept the bids and Supervisor McFarland seconded. Motion Carried all were in favor.

8. New Business;

a. The 2020 Fire Contract from the Watertown Fire Department was not available at meeting time.

b. The Transfer Site. As many of you know Fr. Anthony has retired from the Transfer Site. We would like to Thank him for his many years of service to the township thru, sunshine, heat & humidity, rain, snow, sleet, ice and freezing temperatures. To Fr Anthony a job well done, Thank You. The Town of Shields Board. Feel free to send him a Thank You note or card if you would like to Fr Anthony W7835 Cty Trk Q, Watertown 53098. The Town Board has hired a new Transfer Site Attendant. Please Welcome Will, he is also a Town resident, he will be working on Saturday’s when the Transfer Site is open a reminder again, please drop off your trash and recyclables’ from 8am-2pm on Saturday’s only this is when the bins are unlocked! Another change; we will no longer

be burning items of any kind at the site anymore! Thank you again to Fr Anthony and Welcome Will!

c. The Dodge County Humane Society Contract was laid over until October Board Meeting.

9. Miscellaneous;

a. The Budget Preparation Meeting will be held on September 16, 2019 at 7pm at the clerks’ home. The Public Hearing of the 2020 Budget and Special Town Meeting of the Electors to Approve the Levy will follow the October 21, 2019 Board Meeting at 7pm.

10. Public Comment-

a. P. Joseph Plasil gave a bit of History to the Town of Shields tonight it is a Ledger Book, starting with Mr. John Solon Treasurer, for the Town of Shields & Lowell 1867 and ending with Mr. Milton Burmaster Treasurer, for the Town of Shields & Lowell 1940. Thank You Joe for this contribution to the Town’s history.

NOTICE IS HEREBY GIVEN that on Monday, October 21, 2019 at 8p.m. or following the monthly Board Meeting held at 7pm, at the Emmet Town Hall, W6777 Second Street Road, Watertown, WI will hold PUBLIC HEARING on the PROPOSED 2020 BUDGET of the Town of Shields in Dodge County will be held. b. A new Fire Ordinance was brought to the table after discussion it will be re-written and submitted at next months meeting.

c. General Asphalt from Beaver Dam has been contacted and quotes for Wood Rd west to Cty Hwy K, a bid of $39,240 and Garden Rd to S Garden Rd, a bid of $13,800. Both were discussed and Supervisor Johnson made a motion to accept the bids and Supervisor McFarland seconded. Motion Carried all were in favor.

8. New Business;

a. The 2020 Fire Contract from the Watertown Fire Department was not available at meeting time.

b. The Transfer Site. As many of you know Fr. Anthony has retired from the Transfer Site. We would like to Thank him for his many years of service to the township thru, sunshine, heat & humidity, rain, snow, sleet, ice and freezing temperatures. To Fr Anthony a job well done, Thank You. The Town of Shields Board. Feel free to send him a Thank You note or card if you would like to Fr Anthony W7835 Cty Trk Q, Watertown 53098. The Town Board has hired a new Transfer Site Attendant. Please Welcome Will, he is also a Town resident, he will be working on Saturday’s when the Transfer Site is open a reminder again, please drop off your trash and recyclables’ from 8am-2pm on Saturday’s only this is when the bins are unlocked! Another change; we will no longer

be burning items of any kind at the site anymore! Thank you again to Fr Anthony and Welcome Will!

c. The Dodge County Humane Society Contract was laid over until October Board Meeting.

9. Miscellaneous;

a. The Budget Preparation Meeting will be held on September 16, 2019 at 7pm at the clerks’ home. The Public Hearing of the 2020 Budget and Special Town Meeting of the Electors to Approve the Levy will follow the October 21, 2019 Board Meeting at 7pm.

10. Public Comment-

a. P. Joseph Plasil gave a bit of History to the Town of Shields tonight it is a Ledger Book, starting with Mr. John Solon Treasurer, for the Town of Shields & Lowell 1867 and ending with Mr. Milton Burmaster Treasurer, for the Town of Shields & Lowell 1940. Thank You Joe for this contribution to the Town’s history.

11. Next month’s Board meeting date; October 21, 2019 at 7 pm at the Emmet Town Hall. Chairman Jones called for the meeting to be adjourned at 8:04pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.
