Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

  1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  1. The monthly bills were read by Clerk Johnson, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
  2. Correspondences;
  3. DCLR &PD sent notice of new road assignment number for Daryl & Tiffany Peirick, N568 Barry Road, Watertown, WI 53098. Noted by the board.
  4. Reports;
  5. Waterloo Fire Department sent the July Activity Report, no runs were reported to the Town of Shields. The Watertown Fire Department Responses to the Town for July were 4 EMS calls. Noted by the board.
  6. There was a Town Officer, Dodge County Unit, WTA meeting held on July 19, 2017. Main speaker was Rick Manthe, WTA Legal Counsel. No one was available to attend.

  2. The Township is responsible for a charge of $300 to the Dodge County Humane Society. A woman in the township was bitten by a stray cat.

  1. The Board meeting was called to order at 7:04pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  5. Correspondences;
  6. The Public Service Commission of Wisconsin sent Notice of Proceedings to consider the application of the City of Hartford, Washington and Dodge Counties, Wisconsin, as an electric public utility (applicant), for authority to adjust electric rates. The Commission opens this docket by its authority under Wis. Stat. ch. 196.
  7. Dodge County has been awarded $100,000 from Easterseals. The funds will be used to improve access to transportation helping adults get to work. Companies and individuals interested planning the use of funds are encouraged to join the planning team. Contact your local clerk for more information.
  8. Reports;
  9. Waterloo Fire Department sent the May Activity Report, no runs were reported to the Town of Shields.
  10. Mark and Julie Klusken applied to the Town of Shields for a Driveway Permit. The board approved the permit.
  11. Old Business;
  12. ATV/UTV Ordinance will be tabled until further notice and will not appear on the agenda until further notice.
  13. Dodge County Highway Commission Maintenance Agreement will be laid over until the October meeting. We will be signing the agreement then.

  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  1. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.
  2. The monthly bills were read by Clerk Johnson, Chairman Jones made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
  3. Correspondences;
  4. The Watertown Chapter Izaak Walton League has applied for six Picnic Permits from the Township for the dates of; May 21, June 25, July 23, August 27, September 24 and October 22, 2017 for their yearly Meat Shooting events. Noted by the board.
  5. The Dodge County Land & Water Conservation Department sent a copy of a permit for manure storage facility that has been approved and issued to Peter and Cindy McFarland. Noted by the board.
  6. Reports;
  7. In April there were no fire runs to the TO-Shields and May there was one (1) EMS call for the Watertown Rural Fire Department. There were no calls for March and April from the Waterloo Fire Department. Noted by the board.
  8. Old Business;
  9. Nothing new to report for the ATV/UTV Ordinance.
  10. New Business;
  11. Opening of Road Bids was postponed due to weather until next Monday, June 19, 2017 at the Emmet Town Hall at 5pm.
  12. & c. DCLR & PD sent notice of a Public Hearing to be held on July 17, 2017 at the Administration Building in Juneau, 7pm or shortly there after. To amend the sign provisions of the Land Use Code and to amend the Dodge County Non-Metallic Mining Reclamation Overlay District Provisions from the Land Use Code, and adopting a separate stand-alone Non-Metallic Mining Reclamation Ordinance.
  13. The Dodge County Highway Commission; Maintenance Agreement 2018 has been postponed to the July 10, 2017.
  14. Two Liquor License Applications were submitted for approval from Casey’s Saloon and The Watertown Chapter Izaak Walton League, all fees have been paid and all publications have been published. Supervisor Johnson made a motion to accept the applications and Chairman Jones seconded.
  15. The Board of Review was called to order by Chairman Neale Jones and set to be rescheduled for June 26, 2017 from 6-8pm. Open Book will be held on June 19, 2017pm from 6-8pm both at the Emmet Town Hall.

Board of Review Board Meeting                  June 26, 2017             6-8pm

  1. Chairman Jones called the Town of Shields Board of Review to order at 6pm.
  2. Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Assessor Joe Plasil, Clerk Susan Johnson.
  3. Confirmation was given by the clerk that the appropriate Board of Review and Open meetings notices were published and posted 30 days prior to the meeting and postponement of meeting was called to order and postponed from June 12, 2017 to June 26, 2017.
  4. Mandatory training requirements have been met on 3/16/2016 by Neale Jones, Bob Long, Ron Johnson & Susan Johnson.
  5. Assessor P Joseph Certification expires on August 31, 2017, (# JQK546468C).
  6. The board examined the 2017 Assessment Roll, no correction to description or calculation errors were addressed. No omitted property, or double assessed properties were noted.
  7. No Appointments were made with the clerk to discuss any objections.
  8. There was one verification that Assessor P Joseph Plasil did make a change to the assessment roll after discussion with the property owner at Open Book and meeting with him ahead of the Open Book Meeting.
  9. No taxpayers were available to examine the assessment roll only board members.
  10. There was no need to schedule additional Board of Review dates
  11. Supervisor Long called for the Annual Board of Review meeting to be adjourned at 8:07pm, Supervisor Johnson seconded. Meeting Adjourned. All were in Favor.

2017 Opening Road Bids Minutes

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Clerk Susan Johnson, Don Bade from Scott Construction

  1. The Board meeting was called to order at 5:09pm by Chairman Neale Jones.
  2. The purpose of the meeting was to discuss Asphalt Wedging and Seal Coating parts of certain roads.
  3. Bids were received from Scott Construction, Inc, Fahrner Asphalt Sealers & Payne & Dolan, Inc. All bids were reviewed and discussion took place on each bid.
  4. Bob Long made a motion to accept the bid of Scott Construction this year and Ron Johnson made a motion. All were in Favor.
  5. Meeting was called to adjourn at Ron 5:25pm Bob Seconded.
