NOTICE VOTING BY ABSENTEE BALLOT

APRIL 5, 2016

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, and who has resided in the ward or municipality where he or she wishes to vote at least 28 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued.

YOU MUST MAKE A REQUEST FOR AN ABSENTEE BALLOT IN WRITING

Contact your Municipal Clerk and request that an application for an absentee ballot be sent to you for the primary or general election or both.  You may also request an absentee ballot by letter.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application for an absentee ballot by mail or in person.

5pm on the fifth day before the election, MARCH 31, 2016.

Note:  Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

Voting an absentee ballot in person: You may also request and vote an absentee ballot in the clerk’s office or other specified location during the days and hours specified for casting an absentee ballot in person.

**PLEASE NOTE:  ALL OFFICES WILL BE CLOSED ON GOOD FRIDAY, March 25, 2016, and no absentee voting will take    place on that day.

The first day to vote an absentee ballot in the clerk’s office is: Monday, March 21, 2016.

The last day to vote an absentee ballot in the clerk’s office is: Friday, April 1, 2016.

No in-person absentee voting may occur on a weekend or legal holiday.

The Municipal Clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, April 5, 2016.  Any ballots received after the polls close will be counted by the Board of Canvassers if postmarked by Election Day and received no later than 4:00pm on the Friday following the election.

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Chair for Plan Commission Frances Milburn.

  1. The Board meeting was called to order at 7:12pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  5. Correspondences-none to report.
  6. Reports;
  7. The Waterloo Fire Department sent the December 2015 report for the Town of Shields, no runs to report.
  8. The November 12, 2015 Plan Commission were given to the board. (See attached minutes.)
  9. Old Business;
  10. The ATV/UTV Ordinance will stay on the agenda until Dodge County conveys a decision on their end for more discussion at our town level.
  11. New Business;
  12. Plan Commission Chair Frances Milburn reported on the 2030 Comprehensive Plan update. The Plan needs to be updated every ten years. All recommended updates have been made and will be passed on to the board for approval. A Public Hearing will be held on April 26, 2016 at 7pm at the Emmet Town Hall, to pass an Ordinance for the updates. Frances and the Plan Commission Board were thanked by Chairman Jones and the rest of the Board for the efforts put forward this past year. The Plan Commission will also meet on February 25, 2016, 7pm at the Clerk’s home.
  13. Chairman Jones, Supervisors Long and Johnson along with Clerk Johnson will attend the March 4, 2016 WTA District Meeting in Juneau from 9 to 3pm. Board of Review training will also be offered so the board can be recertified.
  14. Miscellaneous;
  15. The Annual Meeting for the Town of Shields will be held on April 26, 2016, 7pm at the Emmet Town Hall. Followed by the update Ordinance for the Comprehensive Plan for the Town of Shields. The public is invited to attend.
  16. Public Comment-none to report.
  17. Next month’s meeting date; March 14, 2016 at 7 pm at the Emmet Town Hall.

    1. DCLR & PD sent notice the Town of Portland’s Comprehensive Plan was updated on December 17, 2015. Noted by the board.
    2. DCLR &PD sent an approved Land Use Permit for Lawrence Kroll for a deck and shed. Noted by the board.
    3. A meeting will be held on January 20, 2016 at 7:30pm at the Dodge County Admin Building for Town Officers. Noted by the board.

    1. The Watertown Rural Fire Department totals for 2015 are as follows; 4-Fire Runs, 15-EMS calls and 3-MVA. The Waterloo Fire Department sent the October and November reports for 2015; no calls to the Town of Shields.
    2. The Town of Shields Comprehensive Plan will be finalized at the Annual Meeting. The public should look for meeting dates on the Posting Boards and in the Newspaper.

    1. Jeff Berres spoke briefly on the ATV/UTV Ordinance. There has been no movement on the Ordinance however it should be on the Counties agenda soon.

Nate Olson Senior Planner from DCLR&PD sent a letter to remind the Town Board and Plan Commission Members that he is a resource that can be used for subjects to re-evaluating plan commission responsibilities, research new/changing laws, review of county/town land use regulations, review of state programs affecting towns, methods to increase intergovernmental cooperation, etc. Noted by the board.
  6. Reports;
    1. Waterloo & Watertown Rural Fire reports were not ready at meeting time.
  7. Old Business;
    1. The Town of Shields Board is still waiting to hear Dodge County’s recommendation for the ATV/UTV Ordinance.
  8. New Business;
    1. The Watertown Fire Department sent notice of the 2016 Contract for Fire & EMS for coverage to the township, the cost for 2016 will be $32,082.58. After discussion Supervisor Johnson made a motion to accept the contract for 2016 at $32,082.58 and Supervisor Long seconded. Motion Carried. All in Favor.
  9. Miscellaneous;
    1. Each odd year of an Election cycle the Town Board appoints Election Inspectors for the 2016-2017 Election cycle. This cycle the Town Board appoints; Chief Inspectors-Rosemarie Ulmer, Irene Miller, Frances Milburn, Betty May & Susan Kileen. Election Inspectors-Sue Nampel, Carol Burner & Mary McFarland. Please contact the clerk if you are interested in working extra help is always a need.
