Minutes
Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk-Treasurer Susan Johnson, Assessor P. Joseph Plasil.

  1. The Board meeting was called to order at 7:06pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.
  3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.
  5. Correspondence-None to report.
  6. Reports.
    a. The Watertown Rural Fire Department for January 2023 was 0-Fire, 1-EMS call, no MVA & no HAZCON calls. The Waterloo Fire Department report for February 2023 was 0-Fire, 0-EMS and no MVA & no HAZCON calls.
  7. Old Business.
    a. The Town Board agreed to go with Waste Management for a one-year agreement. Chairman Jones made a motion to accept the Waste Management agreement for a one-year contract, Supervisor Johnson seconded. Motion Carried. All were in favor. Review of new haulers will be reviewed in August/September 2023.
  8. New Business.
    a. Choosing a date for review of the town roads was laid over until next month.
  9. Miscellaneous.
    a. The Spring Election will be held on April 4, 2023 at the Emmet Town Hall. Polls open at 7am and close at 8pm.
    b. The Town of Shields Spring clean up will be held on April 22, 2023. Stop by the transfer site and pick up a garbage bag, bottle of water and a cookie. Thank You for keeping the Township looking so good!

DODGE COUNTY SHERIFF’S OFFICE SEEKING APPROVAL FOR ACCREDITATION STATUS
Accreditation Assessment Team Invites Public Comment
A team of assessors from the Wisconsin Law Enforcement Accreditation Group (WILEAG) will arrive on March 21, 2023, to examine all aspects of the Dodge County Sheriff’s Office policies and procedures, management, operation, and support service, Sheriff Dale Schmidt announced today.
Verification by the team that the Dodge County Sheriff’s Office meets the board’s state-of-the-art standards is part of a voluntary process to gain accreditation – a highly prized recognition of law enforcement professional excellence.
As part of the on-site assessment, agency employees and members of the community are invited to offer comments at a public information session on March 22, 2023, starting at 5:00 p.m. The session will be conducted in the Dodge County Sheriff’s Office Emergency Operations Center/Training Room located on the second floor of the sheriff’s office at 124 West St, Juneau, WI 53039.
If for some reason an individual cannot speak at the public information session but would still like to provide comments to the assessment team, he/she may do so by telephone. The public may call 920-386-4074 on March 22, 2023, between the hours of 1:00 p.m. and 2:30 p.m.
Telephone comments, as well as appearances at the public information session, are limited to 10 minutes and must address the agency’s ability to comply with WILEAG’s standards. A copy of the standards is available at the Dodge County Sheriff’s Office. The agency contact for further information is Chief Deputy Chad Enright.
Persons wishing to offer written comments about the Dodge County Sheriff’s Office’s ability to meet the standards for accreditation are requested to write to Wisconsin Law Enforcement Accreditation Group, WILEAG at WILEAG at P.O. Box 528, Hartland, WI 53029.
The Dodge County Sheriff’s Office must comply with 262 standards to gain accredited status, Sheriff Dale Schmidt said. “Becoming accredited gives Dodge County citizens and visitors’ peace of mind knowing that their sheriff’s office operates under policies and procedures which are recognized nationally as being best practice. As a result, they know that when the Dodge County Sheriff’s Office handles a law enforcement matter, we will always do the right thing, the right way, for the right reasons in service of our community.”
The Accreditation Manager for the Dodge County Sheriff’s Office is Chief Deputy Chad Enright. He indicates that the assessment team is composed of law enforcement practitioners from similar agencies. The assessors will review written material, interview individuals, and visit offices and places where compliance can be witnessed. The assessors are Glendale Police Chief Mark Ferguson, Team Leader; Captain Chad Milow of the South Milwaukee Police Department; Officer Kirsten James of the Mequon Police Department.
Once the WILEAG Board’s assessors complete their review of the agency, they report to the full board, which will then decide if the agency is to be granted accredited status.
Accreditation status is granted for three years, during which time the agency must submit annual reports attesting continued compliance with those standards under which it was initially accredited.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.
  3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.
  5. Correspondence.
    a. DCLR & PD sent an approved Land Use Permit for Lisa Kluslow W7824 Quarry Road for Installation of a flush-mounted rooftop PV solar system on the structure of the home.
    Noted by the board.
  6. Reports.
    a. Watertown Rural Fire Reports; The Watertown Rural Fire Department for December 2022 was 0-Fire call, 0-EMS calls, 0-MVA & 0-HAZCON. The totals for all four townships in 2022: Emmet; 2-Fire, 23-EMS, 6-MVA, 1-HAZCON. Milford; 2-Fire, 22-EMS, 1-MVA, 1-HAZCON. Shields; 5-Fire, 26-EMS, 0-MVA, 0-HAZCON. Watertown; 4-Fire, 44-EMS, 5-MVA, 3-HAZCON. Total for all four townships is; 13-Fire, 114-EMS, MVA-12, 4-HAZCON total of 145 runs. The Waterloo Fire Department reported no runs to the Town of Shields in January.

b. The 2023 District Meeting for Board members was attended by Chairman Jones and Supervisor McFarland. It was well attended with around 60 members in attendance. The discussion topics included; WTA 2021-2023 Legislative Overview, State Legislator Panel, Board of Commissioners of Public Lands Lending Options and Leveraging the Law to be Effective and Efficient.

c. Dodge County Unit-Meeting was attended by Chairman Jones on January 18, 2023. Main discussion topics were about the Dodge County Municipal Airport and how it affects the John Deere business and surrounding areas in Dodge County.

    a. Clerk Johnson returned two contracts for review for the Transfer Site collection companies. Johnson is waiting on two more contracts and will be tabled until the March 13, 2023 monthly board meeting.
