  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  1. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
  1. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  1. Correspondences;
  1. WTA sent a notice of a Legislative Listening Session to be held in our area on August 30 at 7pm in Fort Atkinson. Noted by the board.
  1. Reports;
  1. The Watertown Rural Fire Department had no report available at meeting time. The Waterloo Fire Report for June and July 2016 no calls to the TOS.

The Board meeting was called to order at 7:06pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.

Correspondences;

DCLR & PD sent notice of an approved Land Use Permit for Peter McFarland for a feed pad. Noted by the board.\

Wisconsin Towns Association sent notice of the Town Officers, Dodge County Unit, WTA meeting to be held on July 20, 2016 at 7:30pm in Juneau. Noted by the board.

6.Reports;

 

The Watertown Rural Fire Department reported that in May 2016, the TOS had 1-Fire Call, 1-EMS Call and 1-HAZCON call. There were no calls in June. The Waterloo Fire Report for April and May 2016 no calls to the TOS.

Roads to be worked on this year will be 1) Double Seal Garden Road North of T intersection .4 mile, 2) Cold Mix Asphalt overlay on Walton Road from Long Road North to County Q 1 mile, 3) Hotmix Asphalt overlays on three short areas on Walton Road from County Q North to County K, 4) Repair 182 feet of shoulder from logging on East Wood Road, 5) Reshape Transfer Site for better drainage, 6) Double Seal Ranch Road.

Old Business;

The Board is still waiting to hear what Dodge County’s ATV/UTV decision will be.

New Business;

Dodge County Highway Commission sent the 2016-2017 Maintenance Agreement for snowplowing. Supervisor Long made a motion to accept the agreement and Supervisor Johnson seconded. Motion Carried. All were in favor.

Notice came from the Dodge County Clerk that in 2017 there would be a County-wide Election Purchase for new Election Equipment. Dodge County has made a commitment to pay for a signification portion of the municipality’s voting equipment, along with the Town of Shields portion to repay the County approximately $2800 of the purchase by December 29, 2017. The board was in agreement, Chairman Jones has signed the agreement.

The Wisconsin Towns Association 69th Annual Convention will be held in Steven’s Point this year in October. Joe Plasil will be attending.

Miscellaneous;

The Partisan Primary Election will be held on August 9, 2016 at the Emmet Town Hall. Polls will be open from 7am to 8pm.

Public Comment-

There have been a few inquiries about having garbage pick-up. The clerk will work on getting a quote for next months meeting.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
  5. Correspondences;
  6. A letter was sent from the WisDOT. The DOT will be monitoring the Great Lakes Basin Transportation, Inc. which are proposing to construct and operate a new railroad on a 278 mile long corridor from Indiana around Chicago and into southern Wisconsin (Milton, WI). Noted by the board.
  7. Reports;
  8. The Watertown Rural Fire report for April 2016 was 2 EMS calls to the township. Waterloo Fire and Rescue sent the reports for March 2016 and April 2016, no runs to the township.
  9. The Watertown Izaak Walton League requested seven Picnic Permits for their 2016 Meat Shoots; April 24, May 22, June 26, July 17, August 28, September 25, October 23. The clerk noted that all permits were paid for and the permits were sent to the League.
  10. Clerk Johnson brought up the upcoming Liquor License renewals. She stated that the $5 charge for Bartenders’ License renewals is one of the lowest in the area. After discussion. Chairman Jones made a motion to keep the Liquor License the same cost at $300 each and to increase the Bartenders’ Licenses to $10 each, Supervisor Johnson seconded the motion. Motion Carried. All in Favor.
  11. Old Business;
  12. ATV/UTV Ordinance; a map was presented to Chairman Jones. The board reviewed the map but is still holding off until more word comes from Dodge County and there is a clear answer.
  13. New Business;
  14. The Comprehensive 2030 Plan’s final step in updating is to adopt Ordinance No.

2016-03 “An Ordinance to Adopt the Town of Shields Comprehensive Plan”. On a Motion by Supervisor Johnson to accept Ordinance No. 2016-03 An Ordinance to Adopt the Town of Shields Comprehensive Plan, seconded by Chairman Jones. Motion Carried. All in Favor.

  1. Miscellaneous;
  2. After the mild winter there is a balance of $15, 218.04 left on the Dodge County Maintenance Agreement (snowplowing/mowing, etc.) The Chairman and Supervisor will look at the township and see what else the funds can be used on.
  1. Public Comment-
  2. Open Book will be was held on May 4, 2016 from 2-4pm. Attendance was Assessor Joe Plasil and Clerk Susan Johnson. No one else showed up.
  3. Board of Review will be held on May 16, 2016 from 6-8pm at the Emmet Town Hall.
  4. Next month’s meeting date; June 13, 2016 at 7 pm at the Emmet Town Hall.

  2. Paradigm Liaison Services is hosting a local pipeline and gas distribution companies meeting on April 12, 2016 @ 5:30pm, at the Beaver Dam Country Club. Emergency Information will be discussed, representatives will be available for discussion. Noted by the board.
  3. Karen Gibson, Dodge County Clerk sent a Timber Cutting Notice/Permit, for Bob Murtens & Hanson & Leja Lumber Company. Noted by the board.
  4. UW-Extension sent notice of a Letter Describing Nondiscrimination Policies for businesses. Noted by the board.
  5. Reports;
  6. Watertown Rural Fire Department fire totals for 2015 were presented by Chairman Jones. 2015 Totals for Shields were Fire-4, EMS-15, MVA-3. January 2016 totals were Fire-0, EMS-1, MVA-0, Hazcon-1. (Hazardous Conditions including Hazmat, Chemical Spills, Gas Leaks, etc.).
  7. The Plan Commission Minutes from the February 25, 2016 meeting were presented and noted by the board. (See Attached)
  8. The 10th Annual Road Side Clean Up will be held on Saturday, April 23, 2016. Father Good has the sign-up sheet at the transfer site for available roads. This is the time of year the Town of Shields Residents take care of their town by cleaning up the ditches from winter. Garbage bags will be available for clean up the weekend before see Fr. Good. Treats will be served at 11 am the morning of April 23, 2016 for residents.
  9. Old Business-none to report.
  10. New Business;
  11. A Public Hearing will be held on April 26, 2016 for the purpose of the 10 year update of the 2030 Comprehensive Plan. The updates are available for review at the clerk’s office, call for an appointment.
  12. The Town Board after discussion decided to update a Board of Review Ordinance. Supervisor Johnson made a motion to put in place the “Ordinance to Establish Procedures and Criteria for Allowing Alternative Forms of Sworn Testimony at Board of Review (BOR) Hearings”, and Supervisor Long seconded. Motion Carried unanimously.
  13. Chairman Jones will meet with Crack Filling Services on Tuesday, March 15, 2016 to look at the roads in the township that might need maintenance.
  14. The Chairman and Supervisors will meet on March 18, 2016 at 2pm to review the Town roads for this years work.
  15. Miscellaneous;
  16. The Spring Presidential Preference Election is April 5, 2016. Polls open at 7am and close at 8pm.
  17. Open Book for the Town of Shields will be held on Wednesday, May 4, 2016 from 2-4pm. Board of Review will be held on Monday, May 16, 2016 from 6-8pm, both meetings will be held at the Emmet Town Hall.
