Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk-Treasurer Susan Johnson, Assessor P. Joseph Plasil.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.
  3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.
  5. Correspondence.
    a. DCLR & PD sent an approved Land Use Permit for Lisa Kluslow W7824 Quarry Road for Installation of a flush-mounted rooftop PV solar system on the structure of the home.
    Noted by the board.
  6. Reports.
    a. Watertown Rural Fire Reports; The Watertown Rural Fire Department for December 2022 was 0-Fire call, 0-EMS calls, 0-MVA & 0-HAZCON. The totals for all four townships in 2022: Emmet; 2-Fire, 23-EMS, 6-MVA, 1-HAZCON. Milford; 2-Fire, 22-EMS, 1-MVA, 1-HAZCON. Shields; 5-Fire, 26-EMS, 0-MVA, 0-HAZCON. Watertown; 4-Fire, 44-EMS, 5-MVA, 3-HAZCON. Total for all four townships is; 13-Fire, 114-EMS, MVA-12, 4-HAZCON total of 145 runs. The Waterloo Fire Department reported no runs to the Town of Shields in January.

b. The 2023 District Meeting for Board members was attended by Chairman Jones and Supervisor McFarland. It was well attended with around 60 members in attendance. The discussion topics included; WTA 2021-2023 Legislative Overview, State Legislator Panel, Board of Commissioners of Public Lands Lending Options and Leveraging the Law to be Effective and Efficient.

c. Dodge County Unit-Meeting was attended by Chairman Jones on January 18, 2023. Main discussion topics were about the Dodge County Municipal Airport and how it affects the John Deere business and surrounding areas in Dodge County.

    a. Clerk Johnson returned two contracts for review for the Transfer Site collection companies. Johnson is waiting on two more contracts and will be tabled until the March 13, 2023 monthly board meeting.

  5. Next month’s meeting date; March 13, 2023 at 7 pm at the Emmet Town Hall.
    Chairman Jones called for the meeting to be adjourned at 7:54pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.

a. DCLR & PD sent notice of a new building assignment number for Kyle Wollitz at N1595 County Road K, Watertown, WI 53098. Noted by the board.

b. Green Lake Area Animal Shelter sent notice they will no longer be accepting any stray pets from outside of Green Lake County. Noted by the board.

c. Dodge County Unit Meeting will be held on January 18, 2023 at 7:30pm at the DC Administration Building. Noted by the board.

c. “Ethoplex Internet” from Germantown, a wireless internet service provider in ES WI sent a letter asking us to let them assist in expanding broadband in the TO-Shields. Noted by the board.

6. Reports.

a. Watertown Rural Fire Reports The Watertown Rural Fire Department for November 2022 was 0-Fire call, 6-EMS calls, no MVA & no HAZCON. The Waterloo Fire Department report was not available at meeting time.

8. New Business.

a.  The Town of Emmet sent a service agreement between the Town of Emmet and the Town of Shields for rental of the Emmet Town Hall for meetings and elections, for winter road care and the ditch mowing. Supervisor Johnson made a motion to approve the Service Agreement between the Town of Shields and The Town of Emmet, and Supervisor McFarland seconded. Motion carried. All in favor.

b.  Clerk-Treasurer Johnson re-typed the Town of Shields Driveway Ordinance 01/01-05/2023 For Driveway Standards. Supervisor McFarland made a motion to approve the re-typed Driveway Ordinance with no changes, and Supervisor Johnson seconded. Motion Carried. All were in favor.

c. The 2023 District Meeting schedule was available, Chairman Jones and Supervisor McFarland will attend the Friday February 23, 2023 meeting.

d. The WTA 2023 Convention will be held at the Kalahari Resort & Convention Center on
October 22-24, 2023.

Caucus Minutes Jan. 2023

Caucus Meeting January 9, 2023 7pm

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk Susan Johnson, Assessor P. Joseph Plasil, Tony Peirick, Dean & Kristi Kassube, Kyle Wollitz, Rob Bender.

  1. The Board meeting was called to order at 7:40pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. Chairman Jones and Clerk Johnson reviewed how the Nominations at the Caucus are done. Clerk Johnson nominated Kristi Kassube to conduct the Caucus and Ron Johnson seconded.
  3. Nominations were then taken for Chairman.
    Neale Jones was nominated for Chairman by Ron Johnson and seconded by Peter McFarland. Upon hearing no other nominations, nominations are closed.
  4. Nominations were taken for Supervisors.
    Peter McFarland was nominated Supervisor by Ron Johnson and seconded by Joe Plasil. Upon hearing no other nominations, nominations are closed.

Kyle Wollitz was nominated for Supervisor by Rob Bender and seconded by Neale Jones. Upon hearing no other nominations, nominations are closed.

  1. Neale Jones called for the Caucus Meeting to be closed and Ron Johnson seconded. Motion Carried. All were in favor.

Chapter 6

Driveway Ordinance ORDINANCE 00-1/01-05 FOR DRIVEWAY STANDARDS

THE TOWN BOARD of the Town of Shields, Dodge County, Wisconsin, does ordain as follows:

SECTION 1: PURPOSE; the purpose of this ordinance is to establish driveway standards that will provide for better and easier access from private development to a public right of way.

SECTION 2:  AUTHORITY; The Town Board of the Town of Shields has the specific authority, powers, are duties pursuant to §60.61, 60.62, and 62.23 (1988-89), Wis. Stats. Pursuant to the specific statutory sections noted in this ordinance and/or by its adoption of the village powers under §60.10 to certain area’s in the Town of Shields and to regulate, prohibit and restrict construction, and enlargement of certain structures and buildings in the Town of Shields and to regulate and control certain uses, activities, business and operations in the Town of Shields.

Section 3: MINIMUM REQUIREMENTS;

A. All new driveways proposed to be installed or any driveway alleged to be existing and serving open land without improvements, and proposed to be converted to a driveway to serve one or more structures, shall be subject to an inspection fee as established by the Town Board to be paid to the Township prior to the start of any construction on a new driveway and prior to the issuance of a building permit. All approved driveway shall be in place before a building permit can be issued.

B. The applicant who may be the owner, agent or contractor shall submit a location construction plan showing specification including grade, slope, width, and length of the driveway and erosion control procedures.

C. Authorization for a driveway is subject to the approval of the Town Board where located and, when so approved the Town Board shall notify the Dodge County Zoning Office. If there is a dispute on the adequacy of an alleged existing driveway, the decision of the Town Board will be the deciding factor. If there is not clear objective as determined by Dodge County Zoning administrator, that the driveway has been used during the last twelve (12) months, the Town Board review process is required.

D. The following specifications shall apply;

     Minimum road surface width             12 feet

     Minimum width clearance                24 feet

     Minimum height clearance               18 feet

          (Free of trees, wires, etc.)

     Minimum culvert length                 30 feet

     Maximum grade                          10 Percent

The Town Board reserves the right to consider specifications with a maximum grade exceeding ten percent (10%), in which case the Town Board may require an alternative access plan.

At least one 25 feet in length and 18 feet in width segments of road surface shall be provided for each 300 feet of driveway length to provide for the safe passage of meeting vehicles.

The driveway within the area of the public right of way shall slope away from the public road at a minimum of one percent (1%) and a maximum of five percent (5%) to prevent erosion on to the public road.

An adequate road bed base of suitable material to support the projected traffic and any requirements for culverts shall be determined by the Town in considering an application for driveway approval. If culverts are required the recommended minimum diameter shall be 18 inches.

At the dead end of all new driveways a turnaround spaced of at least 25 feet radius, or some other method to allow vehicles to turn around shall be provided ad determined by the Town Board.

a. The 2023 Watertown Fire Protection & EMS Agreement was presented by Chairman Jones.

The new contract will be the same as last year 2021-2022 contract, it is amended for one year.

Supervisor Johnson made a motion to accept the 2023 Fire Protection and EMS Agreement for a cost of $44,067.39 to the Township for one year, and Supervisor McFarland seconded. Motion Carried. All were in favor.

9. Miscellaneous.

a. The Caucus for the Town of Shields will be held following the monthly board meeting on January 9, 2023. If you would like your name to appear on the April 2023 ballot you must attend the Caucus.

10. Public Comment-None to report.
