Board Meeting                                   August 8, 2022                                    7pm

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk-Treasurer Susan Johnson, Dean & Kristi Kassube, Steve Yohn.

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondence.

a. DCLR & PD sent notice of Chris Coughlin requesting a Minor Land Division Letter of Intent. It was laid over until the September 12, 2022 monthly board meeting. The Plan Commission will need to meet to discuss on August 25, 2022 at the Town of Emmet at 7pm.

b. DCLR & PD sent notice of an approved new shed for Jeff and Lisa Kluslow at W7824 Quarry Road. Noted by the board.

c. Dodge County Highway Commission sent notice of the resurfacing on County Hwy Q. “Please Note: When the new asphalt is being placed, the paving vehicles will occupy the entire width of the roadway so there will be no access to the roadway for a short period of time. This will last a few hours until the new asphalt is ready for traffic. Other than the placement of the new asphalt, access for residents and emergency vehicles will be maintained during construction.

6. Reports.

a. Watertown Rural Fire Report and the Waterloo Fire Department report were not available at meeting time.

b. The Watertown Rural Fire Department met on July 18, 2022 to discuss the purchase of a new tanker truck for the four rural townships (Emmet, Watertown, Milford, Shields). This tanker is used to haul water to the four townships when a fire occurs. The current tanker truck is 35 years old, and the pump is not working up to code, the steel water tank also rusting, soon may develop leaks. It is set off to the side at the Watertown Fire Station and used only in emergencies. The townships are interested in purchasing a $546,967.00 Custom Stainless-Steel Tender. Chairman John Thoma made a motion to proceed with the purchase of the Custom Tender

and Supervisor Ron Johnson seconded. All townships were in favor. Each township will be responsible for there portions of payment due in three years. The Town of Shields portion is $114853.00.  The Wisconsin Towns Attorneys will review the contract before signing. At tonight’s meeting Supervisor Johnson made a motion that the Town of Shields move forward with the purchase of the new Custom Tender after the WTA has reviewed the contact for approval, and Supervisor Peter McFarland seconded. Motion Carried all were in favor.

8. New Business.

a. Discussion took place about the Town of Emmet mowing the Shields ditches for the past few years, at a cost of $100 per hour and the rising gas prices. Chairman Jones made a motion to increase the hourly cost to $110 per hour due to the cost in rising gas prices, Supervisor McFarland seconded. Motion Carried all were in favor.   

9. Miscellaneous.

a. The WTA (Wisconsin Towns Association) Convention is October 9-11th this year. The Board will not be attending this year. Noted by the board.

b. The 2022 Fall Workshop will be held around the state in September. Clerk-Treasurer Johnson and Chairman Jones will be taking the Webinar classes on-line. Classes start Monday and go thru Thursday, with four hours each day. Noted by the board.

b. Dodge County Clean Sweep Collection will take place Saturday, September 27, 2022 from 8am-12 Noon. You must pre-register by calling 920-386-3790. House holds are $10 per vehicle. Location: Dodge County Highway Dept. Shop, (Town of Trenton), N8856 CTH A, Beaver Dam, WI 53916.

10. Public Comment-

a. On Thursday, September 1, 2022, the McFarlandale Dairy, N302 County Rd K will be hosting the Twilight Meeting. It’s a time to join in discussions with your neighbors, leaders, and local elected officials to share ideas and solutions for issues that affect us all-water, conservation, transportation, local ordinances and more. Join the McFarland’s at 6pm for a 60-minute farm tour, 7pm free ice cream followed by 8:30pm facilitated discussions about how we can make our communities stronger.

c. The Dodge County Board of Supervisors will hold an informal discussion of what FIRE and EMS Service may look like in Dodge County and the surrounding area in the future. Discussion includes gathering input from a diverse group including current providers, local elected officials (County, Town, Village, City) hospitals, law enforcement, and interested citizens. To be held on August 10, 2022 at 6pm, DC Administration Building Auditorium, 127 E. Oak Street, Juneau.

6. Reports.

a. Watertown Rural Fire Reports, The Watertown Rural Fire Department for May 2022 was 1-Fire call, 1-EMS calls, no MVA & no HAZCON and for June 0-Fire calls, 4-EMS calls, no MVA & no HAZCON. The Waterloo Fire Department report was not available at meeting time.

b. TAC (Town Advocacy Council) will host a Listening Session Hosted by the Dodge County Unit. The meeting will be held on July 20, 2022 @ 7pm DC Administration Building, 127 E. Oak St. Juneau. Topics include Transportation, Land Use, PILT, Volunteer Fire/EMS, Broadband.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

a. DCLR & PD sent an approved Land Use Permit for Westly White for a 30’ by 40’ detached garage located at N358 Barry Rd. Noted by the board.

6. Reports.

a. Watertown Rural Fire Reports: The Watertown Rural Fire Department for April 2022 was 0-Fire call, 1-EMS calls, 0-MVA & 0-HAZCON. The Waterloo Fire Department report was not available at meeting time.

b. Open Book was held on May 9, 2022 and Board of Review was held on May 23, 2022 both were held from 5-7pm at the Emmet Town Hall. Both meetings stayed in session as required, no residents from the township came forward for discussion.

c. The Road work for 2022 is completed. Roads that were completed were Provimi Road (CTH K to Walton Rd), Middle Road (CTH Q to Barry Road) and Barry Road (Middle Road to Long Road). Dodge County continues to work on CTH Q.

d. Clerk Johnson took and online Alcohol Beverage Regulation and Licensing class thru the UW-Extension. Noted by the board.

8. New Business.

a.  The 2022 Liquor Licenses renewals are Casey’s Saloon and Watertown Chapter Izaak Walton League have been published in the newspaper and paid for.  Supervisor Johnson made a motion to accept the applications for Casey’s Saloon and Watertown Chapter Izaak Walton League Liquor Licenses for July 1, 2022 thru June 30, 2023 and Supervisor McFarland seconded. Motion Carried all were in favor.

9. Miscellaneous.

a. Dodge County Supervisor Steve Kauffeld attended the monthly board meeting. He discussed his roll as Supervisor and how Jeff Berres has been guiding him along in his first two meetings. Since redistricting has happened, he now covers the Townships of Shields, Portland, South Lowell and Elba.

a. Fire Reports-The Watertown Rural Fire Department for March 2022 was 1-Fire call, 1-EMS call, no MVA & no HAZCON. The Waterloo Fire Department report was not available at meeting time.

b. The WTA Dodge County Unit Meeting was held on April 20, 2022 at the Dodge County Administration Building in Juneau. Chairman Jones and Supervisor McFarland attend. The meeting was well attended Attorney Joe Ruth the WTA Legal Counsel spoke on Solar Farms and how towns have no control when it comes to the county if the solar farms are over 200KW or more. More to come. ARPA discussion took place and filing deadlines are April 30, 2022.

8. New Business.

a.  Tabled from last month for more review “Resolution 2021-63”, a request from Vilas County to read over and put the resolution in place in your area, which was sent to all elected officials and the Governor. The resolution request that with rising inflation, the rising cost of energy, and the competition for labor from the private sector it’s becoming harder and harder to keep a budget with the current levy in place on all of us to manage our cities, towns and townships that we are all responsible for. The TO-Shields board has decided to indefinitely table this resolution.

 1. The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

3. The Treasurers Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor Johnson to accept the report as read and seconded by Supervisor McFarland. Motion Carried.

4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor McFarland made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.

5. Correspondence.

a. The Dodge County Unit Meeting for board members will be held on April 20, 2022, at the Dodge County Administration Building at 7:30pm. Noted by the board.

b. Vilas County Board of Supervisors sent a “Resolution 2021-63 Request that State Legislature Modify Levy Limits”, they would like to have the board review and put in place if we agree. The sum of the contents is “with rising inflation, the rising cost of energy, and the competition for labor from the private sector it’s becoming harder to keep a budget with the current levy in place on all of us to mange our cities, towns, townships that we are all responsible for. We are not asking for an ability to spend at will we are asking for the ability to pay our bills and retain our people”

It will be laid over until the May meeting for more discussion.

6. Reports.

a. Rural Fire Reports: The Watertown Rural Fire Department for February 2022 was 0-Fire call, 0-EMS calls, 0-MVA & 0-HAZCON. The Waterloo Fire Department for Jan, Feb, Jar were 0-Fire, ES, Hazards, Alarms, Crash, Service, Rescue’s.

b. Board of Review training was taken by Chairman Jones and Clerk-Treasurer Johnson this year. A new rule was put in place by the DOR this year that only one Board member needs to training every year going forward. Noted by the board.

8. New Business.

a. Road Bids were opened from Scott Construction for 2022 Asphaltic Cold mix wedging and Seal Coat Prices were discussed. The board will look at the roads and discuss

which roads should be looked at for 2022? Supervisor Johnson made a motion to accept Scott Construction for the road work prices to be done in 2022, and Supervisor McFarland seconded. All were in favor.

b. DCLR & PD send a Minor Land Division Letter of Intent Form for Neale Jones to create a 1.5 acre split to the property at W7780 County Q. After discussion the property would stay Business/Commercial, Industrial property, Supervisor Johnson made a motion to approve the Minor Land Division Letter of Intent and Supervisor McFarland seconded. Motion carried; all were in favor.

b. An Ordinance to allow the appointed Clerk to participate in the Board of Review for the township was put in place. A motion was made by Supervisor Peter McFarland to accept the “Ordinance to Appoint Town Clerk to the Board of Review 2022-04” and seconded by Supervisor Johnson. All were in favor.

9. Miscellaneous.

a. Open Book for review of the tax roll is set for May 9, 2022 from 5-7pm. And Board of Review is set for May 23, 2022 from 5-7pm, both will take place at the Emmet Town Hall. If you have any questions, please call Joe Plasil at 920-261-6006 or Sue Johnson at 920-261-7154.

b. The Town of Shields Annual Roadside Clean Up will be held April 23, 2022 at the Transfer Site. Garbage bags, water bottles and cookies will be available. I have already had a few calls and emails of neighbors picking up the trash on our roadsides!! Hip Hip Hooray for the TO-Shields residents, keeping everything clean!!

c. The Town of Shields Annual Meeting will be held on April 25, 2022 at the Emmet Town Hall at 7pm.
