Board Meeting                                   May 10, 2021                          7pm

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Ron Johnson, Clerk/Treasurer Susan Johnson, Assessor P. Joseph Plasil, Bob Bruha-Scott Construction.

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk Johnson; Supervisor Johnson made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

5. Correspondence.

a. The 2021 Wisconsin Towns Association Convention will be held on Sunday, October 10, 2021 thru Tuesday, October 12, 2021. Noted by the board.

b. Cameron Vorhies the Dodge County Recreation Deputy is in the process of compiling a list of ordinances and laws for ATV/UTV routes in Dodge County.

6. Reports.

a. The Watertown Rural Fire Report for March there were no runs, in April 1-EMS run to the township. The Waterloo Fire report was not available at meeting time.

b. The Shields Township 15th Annual Roadside Cleanup was Saturday, April 24, 2021.

Those who participated were given trash bags, gloves, cookies, and water bottles. It was a beautiful day a little windy and cool, but people came out. Many bags were taken, and all the cookies and water bottles were reported to be gone. A reminder to remove any large rocks from your ditches before the mowing season begins. Thank You again for taking such good care of your properties in the Township!

c. Chairman Jones attended the Dodge County Unit WTA Meeting in Juneau on April 21, 2021 at 7:30pm. Discussion took place on several topics, roads were a highlight of the discussion. Chairman Jones did find out that Hwy K and Hwy Q is not on the county’s list for repair this year.

7. Old Business-None to report.

8. New Business.

a.  The Town had two venders submit road bids for 2021. Fahrner Asphalt Sealers, LLC and Scott Construction, Inc. Discussion took place on cost and which roads should be done this year. Supervisor Johnson made a motion to go with Scott Construction, Inc. and to chip seal Walton Rd. south to Provimi Rd, Ranch Rd CTH Q to End and Barry Road South 19 to Middle Rd.  and Supervisor McFarland seconded. Motion Carried all were in favor.

b. The 2021 Renewal Alcohol Beverage Licenses Applications were mailed out for the town of shields. Both applications were received back by meeting time and will be published on May 18, 19, 20, 2021. Supervisor McFarland made a motion to accept the application for Casesy’s Saloon and Watertown Chapter Izaak Walton League for the year July 1, 2021 thru June 30, 2022, and Supervisor Johnson seconded. Motion carried all were in favor.

9. Miscellaneous.

a. Open Book for review of tax roll was held on May 10, 2021 from 5-7pm. Clerk/Treasurer Johnson and Assessor P. Joseph Plasil were available for discussion.

No residents were present or came to the proceedings.

b. Board of Review of the tax roll will be held on Monday, May 24, 2021 from 5-7pm. If you wish to discuss your taxes, please contact the Assessor or Clerk/Treasurer ahead of the meeting for a time slot.

c. A Special Primary Election will be held on June 15, 2021. Polls will open at 7am-8pm.

10. Public Comment-none to review.

11. Next month’s meeting date; June 14, 2021 at 7 pm at the Emmet Town Hall.

Chairman Jones called for the meeting to be adjourned at 7:36pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.

Special Election

VOTING BY ABSENTEE BALLOT

June 15, 2021 – Special Partisan Primary

Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may submit a request to vote an absentee ballot to their municipal clerk.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 28 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued.

YOU MUST MAKE A REQUEST FOR AN ABSENTEE BALLOT IN WRITING or ONLINE AT MYVOTE.WI.GOV

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the election.  You may also submit a written request in the form of a letter or you may apply for an absentee ballot online at MyVote.wi.gov.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  Proof of identification must also be provided.  You may make application to your municipal clerk for an absentee ballot in person, by mail, by fax, by email or at MyVote.wi.gov. 

Making application to receive an absentee ballot by mail:

The deadline for making application to receive an absentee ballot by mail is: 5 pm on the fifth day before the election, June 10, 2021.

Note:  Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

You may also request and vote an absentee ballot in the clerk’s office or other specified location during the days and hours specified for casting an absentee ballot in person.

Dodge County Clean Sweep

THE 2021 DODGE COUNTY CLEAN SWEEP COLLECTION IS SCHEDULED FOR SATURDAY, AUGUST, 28TH.

Clean Sweep programs provide the public with opportunities to safely and legally dispose of unwanted pesticides, household products and chemicals. This program collects, treats, stores, or disposes of waste in an environmentally safe method through a licensed hazardous waste facility. Hazardous wastes can usually be identified by products which contain any of the following words:  caution, warning, danger, poison, toxic, ignitable or flammable, acid, corrosive or reactive.

All residents of Dodge County are invited to participate. Farms and businesses are asked to pre-register so as the waste disposal company can accommodate their needs.

CLEAN SWEEP GUIDELINES-Prepare for Social Distancing COVID-19

  • Do NOT pack material in the back seat of your vehicle
  • Keep like materials together & place in cardboard boxes
  • We will NOT return cardboard boxes used to transport items to the collection
  • You must stay in your vehicle at all times
  • Put all items in your trunk or as close to the hatchback as possible
  • For social distancing purposes, we will NOT accept or unload any items in back seats that are directly behind the driver’s seat
  • Materials should be properly identified with their original labels
  • DO NOT MIX materials together
  • Unknown materials can be brought in, but Dodge County and its hazardous waste disposal contractor reserve the right to refuse any material

 1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor McFarland. Motion Carried.

5. Correspondents.

a. DCLR & PD sent notice of an approved temporary 41’by 40’ Conex (storage container) with a roof.  At W7961 Marten Road for Matthew Kadinger.

b. DCLR & PD sent notice of an approved new structure home, deck, garage, and driveway. At N301 Vel Road for Thomas Behling.

c. DCLR & PD sent notice of a resurfacing of existing deck and adding a new 16’ by 16’ deck adjacent to existing deck. At N850 Walton Road for Robb and Christine Bender.

d. Dodge County Unit Meeting will be held in person starting April 21, 2021 at the Dodge County Administration Building, Juneau at 7:30pm. The board is invited to attend.

6. Reports.

a. The Watertown Rural Fire Report for February was 1-EMS run to the township. The Waterloo Fire report was not ready at meeting time.

b. Chairman Jones attended by zoom the WTA District Meeting held on March 22, 2021. A three-panel attorney was available. Discussion took place on local road weights, WI Fire /EMS requirements for funding and volunteer recruitment.

c. The 2021 Notices of Assessment have been sent out. “Open Book” meeting will be held on Monday, May 10, 2021 from 5-7pm. This meeting is for answering any questions you have. Please call the clerk to set up a time at 920-261-7154. Board of Review will be held on Monday, May 24, 2021 from 5-7pm. This meeting is to challenge your assessment, you must attend Open Book to be able to attend this meeting. If you did not receive a 2021 Assessment Notice or have any questions, please call Assessor P. Joseph Plasil at 920-261-6006.  

 7. Old Business.

a.  A new Waste Management Service agreement has been put in place for 2021-2024 with a yearly review. We are right now having; 2 single streams recycle dumpsters at a cost of $170 and 3 garbage dumpsters at a cost of $240 plus fuel, environmental RCR, and administration costs totaling $581.01 per month.
b. Dodge County survey and Mapping Specialist sent an email noting that the submitting to the Town of Shields the dedication of NE corner of Section 26-9-14 of Walton Road. Supervisor Johnson made a motion to accept this new proposal for the NE corner of Section 26-9-14 of Walton to be dedicated to the Town of Shields. (Legal Description of the Dedication will follow) this will rescind the 1999 survey map, and Peter McFarland seconded. Motion Carried all were in favor.

8. New Business.

a. Road Bids were discussed and will be tabled until the May 10th Board Meeting.

b. Appointment of Clerk/Treasurer. Chairman Neale R. Jones made a motion to appoint Susan Johnson current Town of Shields Clerk as Clerk/Treasurer for a term of 3 years and a salary to yet be determined. Supervisor Peter McFarland seconded; motion carried all were in Favor. Supervisor Ron Johnson Abstained.

9. Miscellaneous.

a. The Town of Shields Board wanted to recognize Treasurer Sue Nampel for her 14 years of service to the Town Board. Thank You for all you did for the town collecting taxes, issuing dog tags, monthly treasurer reports and keeping up to date with all that came along via the internet and attending all the board meetings. We sure appreciate all that you have done over the years. We hope you and Gary enjoy your retirement. You will be missed.

10. Public Comment-

a. The 15th Annual Roadside Clean Up for the Town of Shields will be held on April 24, 2021 from 8-2pm at the Transfer site. You can stop by and pick up garbage bags, water bottles and a cooking in appreciation for cleaning up the roadside ditches where you live. The Town of Shields does such a nice job every year! Weather permitting come and join the fun!

b. Annual Meeting will be held on April 27, 2021 at 7pm at the Emmet Town Hall.
