Absentee Voting for November 6, 2018 General Election

 

                                                  VOTING BY ABSENTEE BALLOT

 Any qualified elector who is unable or unwilling to appear at the polling place on Election Day may request to vote an absentee ballot.  A qualified elector is any U.S. citizen, who will be 18 years of age or older on Election Day, who has resided in the ward or municipality where he or she wishes to vote for at least 10 consecutive days before the election.  The elector must also be registered in order to receive an absentee ballot.  Proof of identification must be provided before an absentee ballot may be issued.

You must make a request for an absentee ballot in writing.

Contact your municipal clerk and request that an application for an absentee ballot be sent to you for the primary or election or both.  You may also submit a written request in the form of a letter.  Your written request must list your voting address within the municipality where you wish to vote, the address where the absentee ballot should be sent, if different, and your signature.  You may make application for an absentee ballot by mail, email or in person.

The deadline for making application to receive an absentee ballot by mail is:

5 pm on the fifth day before the election, October 29, 2018.

Note:    Special absentee voting application provisions apply to electors who are indefinitely confined to home or a care facility, in the military, hospitalized, or serving as a sequestered juror.  If this applies to you, contact the municipal clerk regarding deadlines for requesting and submitting an absentee ballot.

You may also request and vote an absentee ballot in the clerk’s office or other specified location during the days and hours specified for casting an absentee ballot in person.

 Friday, November 2, 2018.

No in-person absentee voting may occur on the day before the election.

The municipal clerk will deliver voted ballots returned on or before Election Day to the proper polling place or counting location before the polls close on Tuesday, November 6, 2018.  Any ballots received after the polls close will not be counted.

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

The Board meeting was called to order at 7:01pm by Chairman Jones, the Pledge of Allegiance was recited.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.

 

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

  1. Correspondences;
  2. The 2018 fall Town and Village Workshop will be attended by Clerk Susan Johnson.
  3. Reports;
  4. The Watertown Rural and Waterloo fire reports for the month of July had no runs to the Township.
  5. Chairman Jones and Supervisor Johnson attended the WTA’s Dodge County Unit meeting on July 18, 2018 at the Administration Building in Juneau. Speakers were Carol Nawrocki, Assistant Director, WTA spoke on current legal hot topics. And Brian Field DC Highway Commissioner reviewed county highway services available to towns.
  6. Demographic Services Center sent the population estimate as of January 1, 2018. Town of Shields, Dodge County is 561.
  7. Old Business;
  8. The ATV/UTV Ordinance will be brought up a next month’s monthly board meeting for discussion. The public is welcome.
  9. New Business;
  10. DCLR & PD, sent notice of a Minor Land Division for Dennis Stilling Letric Farms. Dennis Stilling/Lectric Farms is looking to split off the hog barns for sale and enough area for turning around along with the pit that is on site. Activity number 2018-0460. Discussion took place with Mr. Stilling and the board. Supervisor Ron Johnson made a motion to accept the Minor Land Division request and Supervisor Long seconded. Motion Carried. All were in favor.
  11. A Transportation Resolution was presented to the board and has been tabled until further notice.
  12. Miscellaneous;
  13. The Fall Primary Election will be held on August 14, 2018. Polls open at 7am and close at 8pm at the Emmet Town Hall.
  14. Public Comment;
  15. Pot holes on North Wood Road were asked to be reviewed by a resident for future maintenance.
  16. Supervisor Bob Long will be resigning from the Town of Shields Board in October. Any interested parties who are interested in the Supervisor position please contact a Board member for further information.

The Board meeting was called to order at 7:05pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.

The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.

The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.

  1. Correspondences;
  2. Dodge County Highway Commission sent the 2018-2019 Winter Maintenance Agreement for a cost of $21,487.50. Supervisor Johnson made a motion to accept the 2018-2019 Municipal Maintenance Agreement and Chairman Jones seconded. Motion Carried. Discussion took place on the balance of the 2017-2018 MMA which is $8626.29 which will be used up before October 31, 2018 expires.
  3. Chairman Jones also reported that Tanker #2 had new tires put on this month.
  4. Reports;
  5. The June Rural Fire Department reports that there was 1 MVA (Motor Vehicle Accident in the Town of Shields. No report was available at meeting time from the Waterloo Fire Department.
  6. Discussion to place about having Andy Fincutter do some tree trimming and culvert repair in the Township. Noted by the board.
  7. Dodge County-State of Wisconsin Office of Emergency Management sent the Update- April thru June 2018. Noted by the board.
  8. The WTA, Town Officers Meeting for Dodge County will be attended by Chairman Jones, Supervisor Long & Johnson.
  9. Old Business;
  10. ATV/UTV Ordinance remains on the agenda.
  11. New Business;
  12. DC Highway 2018-2019 Winter Maintenance Agreement was discussed above.
  13. Miscellaneous;
  14. There will be a Fall Partisan Primary on August 14, 2018. Polls will open at 7am and close at 8pm. You may register at the polls on Election Day bring a current drivers and a proof of address. Absentee voters can call the Clerk at 920-261-7154 to vote ahead of the Election.
  15. The Clerk will purchases 4 used Voting Booths for the Town of Shields at a total cost of $200.

Attendance: Chairman Tony Peirick, Shannon O’Gorman, Josh and             Sandee Macht, Peter Mc Farland, Harold Peckham, Ron Johnson, Dennis                      Stilling, Susan Johnson-Clerk.

  1. The July 26, 2018 Planning Commission was called to order by Chairman Tony Peirick at 7:03pm @ the Clerk’s home.
  1. The minutes from the Public Hearing Plan Commission on April 26, 2018 were read by the clerk. Sandee Macht made a motion to accept the minutes as read and Ron Johnson seconded. Motion Carried. A spelling correction was made.
  2. A Minor Land Division Letter of Intent was submitted to Dodge County Land Resources and Parks Department (DCLR & PD). Dennis Stilling Lectric Farms is looking to split off the hog barns for sale for Agricultural Use Only. After much discussion Ron Johnson made a motion to recommend to the town board that the Minor Land Division should go thru, and Shannon O’Gorman seconded. Motion was Carried all were in favor.
  3. The Clerk reported that there is a Partisan Primary to be held on August 14, 2018. Polls open at 7am and close at 8pm.
  4. Ron Johnson called for the meeting to be adjourned at 7:10pm and Shannon O’Gorman seconded. Meeting adjourned
