Town Board December 11, 2023

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Kyle Wollitz, Clerk-Treasurer Susan Johnson.
The Board meeting was called to order at 7:08pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

1. The Minutes were reviewed by the Town Board, on a motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor Wollitz. Motion Carried.
2. The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor Wollitz to accept the report as read and seconded by Supervisor McFarland. Motion Carried.
3. The monthly bills were read by Clerk-Treasurer Johnson; Chairman Jones made a motion to pay monthly bills and Supervisor Wollitz seconded. Motion Carried.
4. Correspondence.
   a. The City of Watertown sent notice of a Public Hearing on Amendments to their Comprehensive Plan. The amendments would affect the Future Land Use Map. The notice with supportive documents can be viewed online at https://www.watertownwi.gov/document_center/index.php#outer-2858 .
   The Comprehensive Plan and amendment are available for review at City Hall in the Building, Safety & Zoning Department located at 106 Jones St or on line at https://www.ci.watertown.wi.us/development/document_centers/comprehensive_plan/index.php .
5. Reports.
   a. The Watertown Rural Fire Reports were not available at the meeting time. The Waterloo Fire Department report for April & May was no Fire, EMS, MVA, No HAZCON.

7. New Business.
   a. In December of odd years, the Town Board must appoint Election workers for the next two years. Supervisor McFarland made a motion to appoint the following people for the 2024-2025 Election cycle: Susan Johnson, Rachel Schroeder, France Milburn, Judy Borchardt, Charmaine Plasil, Chris Leischer, Mary Stark, Lisa & Jeff Kluslow, Jill Jones and Brenda Borchardt and Supervisor Wollitz seconded. Motion Carried all were in favor.

b. A new agreement between Municipal Inspectors LLC and the Town of Shields was sent. Municipal Inspectors LLC will now be called beginning January 1, 2024 the Contractors. Chairman Jones made a motion to accept the agreement for the Contractors to continue as the building inspectors for the Town of Shields and Supervisor Wollitz seconded. Motion Carried all were in favor. Reminder any new building, replacement or remodeled building must be inspected by the Town of Shields inspector in accordance with state statutes, or fines may result. Please contact the any member of the board if you are unsure.

Town Board November 13, 2023

Minutes

The Board meeting was called to order at 7:02pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

1. The Minutes were reviewed by the Town Board, on a motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor Wollitz. Motion Carried.
2. The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor Wollitz to accept the report as read and seconded by Supervisor McFarland. Motion Carried.
3. The monthly bills were read by Clerk-Treasurer Johnson; Chairman Jones made a motion to pay monthly bills and Supervisor Wollitz seconded. Motion Carried.
4. Correspondence.
   a. DCLR & PD sent an approved Land Use Permit for Andrew and Jessica Rosenow at W7796 Wood Road for a Single-Family residential addition to the home with an attached garage. Noted by the board.
   b. DCLR & PD sent an approved Land Use Permit for Darly and Tiffany Peirick at N568 Barry Road for the construction of a new shed. Noted by the board.
   c. DCLR & PD sent an approved Land Use Permit for Rickey Abendroth at N378 Hubbleton Road for the new construction of replacement of a shed. Noted by the board.
5. Reports.
   a. The Watertown Rural Fire Reports are as follows: The Watertown Fire Department for July 2023 was 0-Fire calls, 2-EMS calls, no MVA and no HAZCON, for August 2023 was 0-Fire calls, 0-EMS calls, no MVA and no HAZCON, September 2023 was 0-Fire calls, 5-EMS calls, no MVA and no HAZCON, October 2023 was 1-Fire call, 4-EMS calls, no MVA and no HAZCON. The Waterloo Fire Department report for October 2023 was no Fire, EMS, MVA, No HAZCON.
   b. The Wisconsin Towns Association Dodge County Unit meeting was held on October 18, 2023 at the Dodge County Administrative Building. Chairman jones attended and reported speaker Carah Kock from the Office of Internet Connectivity and Growth spoke on “Internet for All” initiative under the Bipartisan Infrastructure Law. Legislator Mark Born was also there. Noted by the board.

7. New Business.
   a. The Watertown Fire Department sent the 2024 Fire Protection & EMS Agreement. The total cost for the Town of Sheilds is $47,178.59 each year for the next two years (2024 & 2025), fifty percent (50%) of the contract payment shall be paid before February 28, 2024 and the remaining fifty percent (50%) of the contract shall be paid on or before August 31, 2024 and the same dates in 2025. Supervisor Wollitz made a motion to accept the 2024 Fire Protection & EMS Agreement and Supervisor McFarland seconded. Motion carried. All were in favor.
   b. The Dodge County Humane Society sent their 2024 Stray Animal Service Contract for the Town of Shields. The board decided to go with a lump sum of $1500, which covers up to 5 domestic dogs. Animals more than 5 will be charged $400 per animal to the township. The Humane Society must have approval from a board member before accepting any animal. Drop-off and Pick-up hours are as follows: Monday/Wednesday/Friday 8am-1pm, Tuesday/Thursday 8am-7pm, and Saturday 8am-4pm. After discussion Supervisor Wollitz made a motion to accept the 2024 Stay Animal Service Contract for the Town of Shields term beginning January 1. 2024 and ending December 31, 2021, and Supervisor McFarland seconded. Motion carried. All were in favor.
8. Miscellaneous
   a. Chairman Jones and Supervisor Wollitz discussed the signs that have gone missing and or graffiti on the roads in the township in the last six months, this is costly to the township to replace and repair. If anyone has information, please contact a board member.
9. Public Comment
   a. Dodge County Supervisor Steve Kauffeld was in attendance. Steve briefly discussed some of what we read in the paper about what is happening at the County level and we all should look out for what is best for Dodge County as it affects us to.

The Board meeting was called to order at 7:01pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

4. Correspondence.
   a. The Wisconsin Towns Association sent notice of the October 18, 2023; Dodge County Unit Meeting will be held at 7:30pm at the Dodge County Administration Building in Junea. All board members are welcome to attend. Noted by the board.
5. Reports.
   a. The Watertown Rural Fire Reports were not available at the meeting time. The Waterloo Fire Department report for September was no Fire, EMS, MVA and no HAZCON. Noted by the board.
   b. The Plan Commission Minutes were read by Clerk Johnson. After reading the minutes the board moved the agenda item 7. b up to be discussed. DCLR & PD sent notice of an application for the Conditional Use Permit for Adam and Lori Wendt at N1323 Wood Rd. After a brief discussion, Supervisor McFarland made a motion to approve the Conditional Use Permit Application for Adam and Lori Wendt to Create/Expand a Business out of their home at N1323 Wood Road, Watertown, WI, and Supervisor Wollitz seconded. Motion carried all were in favor.
   c. DCLR & PD sent application for Adam & Lori Wendt at N1323 Wood Rd. After a brief discussion, Supervisor Wollitz made a motion to approve the Rezoning Petition for Adam and Lori Wendt to change the 4.1 acres from Agriculture 1 to Agriculture 2 for the purpose of operating a business out of their residence, Supervisor McFarland seconded, motion carried all were in favor.
6. Old Business.
   a. A new Transfer Site Agreement has been signed. The new hauler for the Town of Shields Transfer Site will be GFL (Green for Life Environmental). The new service will begin sometime in April 2024. Please bear with us during this time of change when dumpsters are removed and replaced. This will save the Township about $150 a month in service costs.
7. New Business.
   a. The yearly 911 Joint Powers Agreement for 2024 was signed by Chairman Jones.
   b. Chairman Jones appointed P. Joseph Plasil to the Plan Commission as the alternate.

   a. The 2024 Public Budget Hearing of the Electors will be held on November 13, 2024 following the monthly board meeting at approximately 7:30pm.

4. Correspondence.
   a. The Demographic Service Center sent notice as of January 1, 2023 population for the Town of Shields in Dodge County is 509. This represents a change of six people since 2020. Noted by the board.
   b. DCLR & PD sent a meeting date for “Notice of Amendments to the Dodge County Sanitary Ordinance” The petition includes a series of amendments that are intended to clarify the maintenance, reporting and maintenance fee requirements for private onsite wastewater treatment systems and its components, for holding tanks and for alternative sanitation systems. A copy of the proposed amendment is available for review in the County Land Resources and Parks Department. Meeting to be held on September 25, 2023 at the Administrative Building in Juneau. Noted by the board.
   c. Waste Management sent notice of a Service Change Date for pick up of Recycling and Trash. The new pick up-date will be Wednesday’s going forward.
   REMINDER: Please make sure if you use the Transfer Site on non-attendant days, PLEASE make sure the lid closes tightly after you throw your trash bag in the dumpster.

   a. The board tabled the Transfer Site/Recycling Agreements discussions last month so they could have time to review the proposed proposals from Waste Management, LRS and GFL. In reviewing the contracts and a few more questions need to be answered in the final agreement, the board has agreed to switch to GFL for a 3-year period. The clerk will confirm the agreement before signing and work out the details with Waste Management on the time for all to take place. Peter McFarland made a motion to accept the GFL agreement after the final agreement for the October 2nd monthly board meeting and Kyle Wollitz seconded. All were in favor. Motion Carried.
8. Miscellaneous.
   a. Drafting of the 2024 Budget will be at 7pm at the clerk’s home on September 28th.
   b. The October Board Meeting date will be October 2, 2023, 7pm at the Emmet Town Hall. This will be a date change.
   c. Public Hearing on the proposed 2024 Budget will be held on November 13, 2023, following the monthly board meeting that begins at 7pm.

Town Board August 14, 2023

Minutes

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Kyle Wollitz, Clerk-Treasurer Susan Johnson, Susan Malmanger(LRS), Kathy Everson(LRS), John LeAir(GFL), Rick Bratz.
The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited. Chairman Jones suspended the normal meeting procedures and moved directly to Correspondences.

1. Correspondence.
   a. The TO-Shields board invited quotes from Waste Recyclers to our meeting tonight. We are quoting our current transfer site dumpsters. Susan & Kathy from LRS (Lakeshore Recycling System), John from GFL Environmental, WM (Wast Management) sent an email quote and Badger Materials Recycling, LLC, no response. Susan gave a brief history of LRS acquired Badgerland Disposal Recycling in the past few years, so we would see the blue dumpsters and the red Badgerland dumpsters will be replaced with blue containers as they deteriorate. Contracts can be renewed every year, 2–3-year contracts available, the preferred is a 60-month (5yr) contract and is negotiable. Two separate contracts were provided as a comparison. A contract tonight with no added fees with an annual increase subject to CPI would be $890.00 per month. Also, a contract tonight without fuel charges included would be $563.66 (rates subject to variable fuel charge, 35.05% currently would be $761.23 which can change monthly). Delivery and lock bar installations are negotiable.
   b. Johns from GFL Environmental gave a brief history of GFL located in 27 states and Canada, he is from the Horicon branch. A contract tonight would be all fees included $586 per month. Contracts can be renewed every year and would increase by 5% in the second and third year, the length of the contract is also negotiable. There are no delivery fees or lock bar fees.
   c. Waste Management Environmental Services Proposal as of meeting time tonight via email was $574.37 per month (this includes the monthly Energy Sur Charge). The current Energy Sur charge is 15.84% per month and administrative charge of $8.50 per month. All the above contracts were quoted with no increase in the first year, yearly increases there would be a cap of 8% up to a five-year contract with a cap at 5% increase annually in years two through five.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor Wollitz. Motion Carried.
3. The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor McFarland to accept the report as read and seconded by Supervisor Wollitz. Motion Carried.
4. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor Wollitz made a motion to pay monthly bills and Supervisor McFarland seconded. Motion Carried.

Correspondence Continued.

a. DCLR & PD sent an approved Land Use Permit for Jay Blasé for a detached garage. Located at N1218 County Rd Q.
b. DCLR & PD sent an approved Land use Permit for Amber Castonguay for a fence. Located at W7873 County Rd Q.
c. Dodge County Highway Department sent new forms for the chairman to fill out when signs need repair, minor road work, brush cutting need to be done. These forms must be filled out before the work can be done.
d. The Agricultural Community Engagement sent notice of the Professional Dairy Producers modern dairy tours this year. Washington County August 28, Rock County August 29, Polk County August 30, and Wood County August 31. Tours begin at 6pm, ice-cream at 7 followed by open dialogue until 8:30pm.    b. The Dodge County Unit Meeting was held on July 19, 2023. Chairman Jones attended and reported Senator Ballweg was in attendance, she spoke on her history in WI, Agriculture Road Improvement Program, the Veto to Road Funding, 2023 Act 12: Shared Revenue Funding Updates and the New Legislative Districts. Her weekly updates can be found at Sen.Ballweg@legis.wisconsin.gov .
2. Old Business.
   a. DCLR & PD sent notice of a Public Hearing Notice-Petition to Amend the Dodge County Floodplain Zoning Ordinance. The meeting date is Monday, August 28, 2023 at 7:30pm at the Administration Building in Juneau. The public is invited to attend.
   b. DCLR & PD sent notice on a petition for the Town of Hubbard Town Board to amend the list of “Designated Streets or Roads” in Appendix of the DC Land Use Code to include an additional approximate 1320’ section of Noble Road as a designated road. Meeting date is September 11, 2023 at 7:05pm at the Administration Building in Juneau. The portion of Noble Road to be added as a designated road starts approximately 1320’ south of its intersection with County Road S continuing south for 1320’. The purpose of the amendment is to allow the reduction of the current required 75’setback from the centerline of this road to a 60’ setback from the centerline of the road. All the people interested are invited to attend and be heard.
3. New Business.
   a. DCLR & PD sent notice of a Rezoning Petition for Rick Bratz to add approximately two acres to the property located at W7880 County Road Q (Casey’s Saloon) and rezone it to Commercial Zoning for future use. The Plan Commisssion met on July 27, 2023 and after discussion with Mr. & Mrs. Bratz, Plan Commission member Jeff Kluslow made a motion to make a recommendation to the Town of Shields board to move forward with the rezoning request and Plan Commission member Sandee Macht seconded. The Town of Shields board reviewed the recommendation by the Plan Commission and discussed with Rick the purposed purpose of the rezoning area. Rick explained for the bar for future septic, and this was paperwork he had done a long time ago when he purchased the house and bar that had never been finished. Supervisor McFarland made a motion to accept the Rezoning Petition as written and Supervisor Wollitz seconded motion carried all were in favor. Motion Carried.
   b. The Dodge County Highway Commission sent the 2023-2024 Winter Maintenance Agreement to the TO-Shield. The cost will be for one year $750.00 per mile, the township has 28.65 miles which is a total of $21,487.50 in cost for the snowplowing contract for 2023-2024 year. If there is leftover funds available the town will be able to carry forward to the next winter season. Supervisor McFarland made a motion to accept the contract as written for the 2023-2024 Winter Maintenance Agreement, and Supervisor Wollitz seconded. Motion Carried all were in favor.
4. Miscellaneous
   a. The budget dates were set, the Budget Prep Meeting will be held on September 28, 2023 at 7pm at the clerk’s home. The Budget Hearing will be held on November 13, 2023 following the regular town board meeting.
   b. The October 9, 2023 monthly Board Meeting will be changed to October 2, 2023. Please make note of this change.

to Raise Dog License Tax

STATE OF WISCONSIN
Town of Shields,
Dodge County, WI

The Town Board of the Town of Shields, Dodge County, Wisconsin, by this resolution and ordinance, adopted by a majority of the town board on a roll call vote with a quorum present and voting and proper notice having been given, resolves and ordains as follows:

The law requires that all dogs over the age of 5 months be licensed. Pursuant to s. 174.05 (1), Wis. stats., a dog license tax on dogs. The minimum license fee for a neutered or spayed dog is $10 and minimum fee for an unneutered or unspayed dog is $20 to the minimum required under s. 174.05 (3), Wis. stats., within the Town of Shields, Dodge County, Wisconsin, is authorized in the amounts shown in the above paragraph:

The additional tax shall be effective on December 1, 2023.

The town clerk shall properly post or publish this resolution as required under s. 60.80, Wis. stats.
