Minutes

Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

The Board meeting was called to order at 7:09pm by Chairman Neale Jones, the Pledge of Allegiance was recited.The Minutes were reviewed by the Town Board, a motion by Chairman Jones to accept the minutes as read, seconded by Ron Johnson. Motion Carried.The Treasurers Report was read by the Town Clerk, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

1. Correspondences;
2. Paradigm Liaison Services is hosting a local pipeline and gas distribution companies meeting on April 12, 2016 @ 5:30pm, at the Beaver Dam Country Club. Emergency Information will be discussed, representatives will be available for discussion. Noted by the board.
3. Karen Gibson, Dodge County Clerk sent a Timber Cutting Notice/Permit, for Bob Murtens & Hanson & Leja Lumber Company. Noted by the board.
4. UW-Extension sent notice of a Letter Describing Nondiscrimination Policies for businesses. Noted by the board.
5. Reports;
6. Watertown Rural Fire Department fire totals for 2015 were presented by Chairman Jones. 2015 Totals for Shields were Fire-4, EMS-15, MVA-3. January 2016 totals were Fire-0, EMS-1, MVA-0, Hazcon-1. (Hazardous Conditions including Hazmat, Chemical Spills, Gas Leaks, etc.).
7. The Plan Commission Minutes from the February 25, 2016 meeting were presented and noted by the board. (See Attached)
8. The 10^th Annual Road Side Clean Up will be held on Saturday, April 23, 2016. Father Good has the sign-up sheet at the transfer site for available roads. This is the time of year the Town of Shields Residents take care of their town by cleaning up the ditches from winter. Garbage bags will be available for clean up the weekend before see Fr. Good. Treats will be served at 11 am the morning of April 23, 2016 for residents.

10. New Business;
11. A Public Hearing will be held on April 26, 2016 for the purpose of the 10 year update of the 2030 Comprehensive Plan. The updates are available for review at the clerk’s office, call for an appointment.
12. The Town Board after discussion decided to update a Board of Review Ordinance. Supervisor Johnson made a motion to put in place the “Ordinance to Establish Procedures and Criteria for Allowing Alternative Forms of Sworn Testimony at Board of Review (BOR) Hearings”, and Supervisor Long seconded. Motion Carried unanimously.
13. Chairman Jones will meet with Crack Filling Services on Tuesday, March 15, 2016 to look at the roads in the township that might need maintenance.
14. The Chairman and Supervisors will meet on March 18, 2016 at 2pm to review the Town roads for this years work.
15. Miscellaneous;
16. The Spring Presidential Preference Election is April 5, 2016. Polls open at 7am and close at 8pm.
17. Open Book for the Town of Shields will be held on Wednesday, May 4, 2016 from 2-4pm. Board of Review will be held on Monday, May 16, 2016 from 6-8pm, both meetings will be held at the Emmet Town Hall.

The Board meeting was called to order at 7:12pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

1. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
2. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
3. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
4. Correspondences-none to report.
5. Reports;
6. The Waterloo Fire Department sent the December 2015 report for the Town of Shields, no runs to report.
7. The November 12, 2015 Plan Commission minutes were given to the board. (See attached minutes.) ???
8. Old Business;
9. The ATV/UTV Ordinance will stay on the agenda until Dodge County conveys a decision on their end for more discussion at our town level.
10. New Business;
11. Plan Commission Chair Frances Milburn reported on the 2030 Comprehensive Plan update. The Plan needs to be updated every ten years. All recommended updates have been made and will be passed on to the board for approval. A Public Hearing will be held on April 26, 2016 at 7pm at the Emmet Town Hall, to pass an Ordinance for the updates. Frances and the Plan Commission Board were thanked by Chairman Jones and the rest of the Board for the efforts put forward this past year. The Plan Commission will also meet on February 25, 2016, 7pm at the Clerk’s home.
12. Chairman Jones, Supervisors Long and Johnson along with Clerk Johnson will attend the March 4, 2016 WTA District Meeting in Juneau from 9 to 3pm. Board of Review training will also be offered so the board can be recertified.
13. Miscellaneous;
14. The Annual Meeting for the Town of Shields will be held on April 26, 2016, 7pm at the Emmet Town Hall. This meeting will also serve as a public informational meeting to fill the required procedure for updating our Comprehensive Plan Ordinance for the Town of Shields. The public is invited to attend.

   2. DCLR &PD sent an approved Land Use Permit for Lawrence Kroll for a deck and shed. Noted by the board.
   3. A meeting will be held on January 20, 2016 at 7:30pm at the Dodge County Admin Building for Town Officers. Noted by the board.

   1. The Watertown Rural Fire Department totals for 2015 are as follows; 4-Fire Runs, 15-EMS calls and 3-MVA. The Waterloo Fire Department sent the October and November reports for 2015; no calls to the Town of Shields.
   2. The Town of Shields Comprehensive Plan will be finalized at the Annual Meeting. The public should look for meeting dates on the Posting Boards and in the Newspaper.

   1. Jeff Berres spoke briefly on the ATV/UTV Ordinance. There has been no movement on the Ordinance however it should be on the Counties agenda soon.

   1. UW Extension sent notice of the Wis Line Teleconference Series for Winter/Spring 2016. Noted by the board.
   2. Nate Olson Senior Planner from DCLR&PD sent a letter to remind the Town Board and Plan Commission Members that he is a resource that can be used for subjects to re-evaluating plan commission responsibilities, research new/changing laws, review of county/town land use regulations, review of state programs affecting towns, methods to increase intergovernmental cooperation, etc. Noted by the board.
6. Reports;
   1. Waterloo & Watertown Rural Fire reports were not ready at meeting time.
7. Old Business;
   1. The Town of Shields Board is still waiting to hear Dodge County’s recommendation for the ATV/UTV Ordinance.
8. New Business;
   1. The Watertown Fire Department sent notice of the 2016 Contract for Fire & EMS for coverage to the township, the cost for 2016 will be $32,082.58. After discussion Supervisor Johnson made a motion to accept the contract for 2016 at $32,082.58 and Supervisor Long seconded. Motion Carried. All in Favor.
9. Miscellaneous;
   1. Each odd year of an Election cycle the Town Board appoints Election Inspectors for the 2016-2017 Election cycle. This cycle the Town Board appoints; Chief Inspectors-Rosemarie Ulmer, Irene Miller, Frances Milburn, Betty May & Susan Kileen. Election Inspectors-Sue Nampel, Carol Burner & Mary McFarland. Please contact the clerk if you are interested in working extra help is always a need.
