Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

  1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
  4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
  5. Correspondences;The Public Service Commission of Wisconsin has an Application for the City of Harford Washington and Dodge Counties, Wisconsin, as an Electric Public Utility, for Authority to Adjust Electric Rates. Hearing Date February 1, 2018. Noted by the Board.
  6. UW-Extension is offering classes February thru May of 2018 for Local Land Use, Planning and Zoning will be the topics. Noted by the Board.
  7. Correspondence from “Scott Construction” letting the Town Board know, Don Bade is retiring on March 31, 2018 and will be working with Bob Bruha going forward. Noted by the Board.
  8. The City of Watertown sent a memo to inform members of the community that on December 19, 2017, the Watertown City Council adopted an ordinance amending the City of Watertown Comprehensive Plan. You may view the Comprehensive Pan as a PDF; http://www.ci.watertown.wi.us/document .Noted by the Board.
  9. The State of Wisconsin Department of Revenue sent notice beginning February 2018 going thru April 2018. Staff appraisers will be working throughout Dodge County Reviewing the sales involves viewing the land and improvements from the road, taking pictures and in some cases talking with the buyers and sellers involved in each real estate transaction. Noted by the Board.
  10. Reports; Waterloo Fire Department Activity Report was not available at meeting time. The Watertown Rural Fire Department totals for 2017 were; 1-Fire, 15-EMS, 1-MVA and no HAZCON calls. In January 2018 there was 1-Fire and 1-EMS call.
  11. A Dodge County Unit of WTA was held on January 17, 2018. Chairman Jones attended the meeting and heard main speaker Jeff Delmore from Delmore Consulting regarding road condition evaluations, road inventories and roadwork bid letting, culvert evaluation etc.  Chairman Jones thought the concept is good not sure if it is the right fit for the township at this time.
  12. Old Business; ATV/UTV Ordinance was discussed. Supervisor Long made a motion to mail out postcards to Township residents and publish in the Watertown Daily Paper a survey of residents opinions on allowing ATV’s and UTV’s to travel on township roads. Residents will be able to send responses to clerk.townofshields@yahoo.com or by mailing response to the Clerk Town of Shields at N1662 Wood Road, Watertown, WI 53098. Responses will be listened to and read at the April 9th monthly board meeting held at 7pm at the Emmet Town Hall.

  6. The Dodge County Unit of WTA will hold a meeting on January 17, 2018 at 7:30 pm. Jeff Delmore from Delmore Consulting will address the group.
  7. Blackstone Technologies sent a flyer of their High Performance Pavement Maintenance Products; BST-360 High Performance Patch Mix References.
  8. Reports-
  9. The Waterloo Fire & Rescue Department sent the Activity Report for December 2017. There were no calls to the Town of Shields.
  10. Old Business;
  11. Members of the Quad Country Runners ATV/UTV club came to the meeting to ask the Board if the following updated Roads could be used for the ATV/UTV club to run on in the township. The roads they are asking for involve; Hwy QQ, Garden Rd, Long Rd, Provimi Rd, Quarry Rd, Rich Rd, Walton Rd, Middle Rd, Barry Rd. So far they are not allowed to run on County Roads. No current Ordinance is in place. No action will be taken until more information is gathered, but will be put on the next month’s board agenda.

  13. Miscellaneous-There will be Spring Primary Election on February 20, 2018.

  1. The Board meeting was called to order at 4:05pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
  4. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

  9. The Board has appointed the following for the 2018-2020 Election Seasons:

Rosemarie Ulmer-Chief Inspector, Fran Milburn-Chief Inspector, Irene Miller-Chief Inspector, Sue Nampel-Election Inspector, Carol Berner-Election Inspector, Betty May-Election Inspector, Susan Kileen-Election Inspector, Mary McFarland-Election Inspector, Charmaine Plasil-Election Inspector. Supervisor Long made a motion to accept the appointment of all of the above Chief Inspectors and Election workers, seconded by Supervisor Johnson. Motion Carried. All in favor.

  1. Gerald and Jacqueline Tracy has applied to DCLR & PD for a Rezoning and Condition Use Permit Application. Approximately acres of land from A-1 Prime Agricultural Zoning District to the A-2 General Agricultural Zoning District and on the application for a Conditional Use Permit under the Land Use Code, Dodge County, WI, to allow the establishment of a Pet Crematorium on this site. The Planning Commission met on November 30, 2017 to review and discus the applications. After discussion and a question and answer session the PC made a recommendation to the Town Board on accepting the Tracy’s applications. Gerald and Jacqueline Tracy were in attendance tonight and after discussion with the board. Supervisor Johnson made a motion to accept the Tracy’s application for a rezoning permit and Supervisor Long seconded. Motion Carried. All were in favor. On the application of the Conditional Use Permit Chairman Jones made a motion to accept the application for a Conditional Use Permit and Supervisor Long seconded. Motion Carried. All were in favor.

Minutes

Attendance:  Chairman Neale Jones, Supervisor Bob Long, Treasurer Sue Nampel, Clerk Susan Johnson, Sandee Macht, Josh Macht, Ed T Kileen.

The Budget Hearing was called to order at 8:03 pm by Chairman Neale Jones. Discussion took place on the budget preparation. Chairman Jones read the proposed budget and  discussion took place. Ed Kileen made a motion to accept the2018 Budget as discussed, seconded by Supervisor Johnson. Motion carried. (7) In Favor.

  1. The Special Town Meeting of Electors, Chairman Jones asked for a motion to adopt the 2018 tax levy of $147,173 which is a +1.6% increase from last year. Supervisor Long made a motion to accept the Town of Shields Levy, seconded by Ed Kileen. Motion Carried. (7) In Favor.

Chairman Jones made a motion to adjourn the Budget Hearing & Special Town Meeting at 8:26pm, Supervisor Johnson seconded. Motion Carried. Meeting Adjourned.

  6. The Division of Intergovernmental Relations sent notice of the final estimate of the January 1, 2017 Population for the Town of Shields at 563. Noted by the board.
  1. A Public Hearing will be held on November 21, 2017, to gather public input on a proposed amendment to the “City of Watertown Comprehensive Plan.” The Comprehensive Plan sets the policy for the growth, development, and preservation of the city.
  2. Rural Mutual sent information for policyholders of a new and innovative service for our workers’ compensation policyholders. Noted by the board.
  3. Dodge County Highway Commission sent notice of the required bridge inspection for 2018 in the Town of Shields. The Clerk will write a letter to confirm that they again will do the Towns bridge inspection. Supervisor Long made a motion to go with DC Highway Commission to coordinate the 2018 Bridge Inspection for the Town of Shields, seconded by Supervisor Johnson. Motion Carried all in favor.
  1. Reports;
  2. Waterloo Fire Department sent the September and October 2017 Activity Report, no runs were reported to the Town of Shields. The Watertown Rural Fire Department reported; August 2017 with 1 EMS, September 2017 with 1 EMS and October 2017 2 EMS and 1 MVA. Noted by the board.
  3. DC Highway Commission sent notice of a meeting on October 20, 2017 at the traing room of the Highway Department Vehicle Storage Building to discuss the 2018-2019 Local Road Improvement Program. Noted by the board.
  4. Amendments were made to the Dodge County Future Land Use Map and the Dodge County Farmland Preservation Plan Map on October 17, 2017. To view the changes you can go to: http://www.co.dodge.wi.gov/government/departments-e-m/land-resorces-and-parks.

  7. The Dodge County Humane Society 2018 Animal Contract was sent, after reviewing by the board. Supervisor Johnson made a motion to go with the contract which is a lump sum of $1,100 and covers up to 5 domestic stray animals. Animals in excess of 5 will be charged $250/animal, and Supervisor Long seconded. Motion Carried all were in favor.
  8. DCLR & PD sent notice for Gerald & Jaqueline Tracy on N2082 County Road K. A request to rezone approximately 40-acres of land from the A-1 Prime Agricultural Zoning District to the A-2 General Agricultural Zoning District and has submitted an application for a Conditional Use Permit under the Land Use Code to allow the establishment of a Pet Crematorium on this site. The Plan Commission will meet on November 30, 2017 at 7pm to discuss and make a recommendation to the Town Board on December 8, 2017.

  2. The Budget Prep meeting will be held on Tuesday, October 24, 2017 at 7pm at the Clerks home.
  3. The Public Hearing on the 2018 Budget and Approve the Levy of the Town of Shields will be held following the monthly Board Meeting on Monday, November 13, 2017.
  4. The December Monthly Board Meeting has been changed to Friday December 8, 2017 at 4pm at the Emmet Town Hall.
  5. Public Comment;
  6. The Posting Board for the Town of Shields which is now on the Precise Auto Building will be moved to Andy’s Excavating Building on N1063 Cty Hwy Q.
