The Town of Shields is seeking bids for road maintenance in 2017 as follows: 

Asphalt Wedging parts of certain roads. Submit a price per ton applied and include a description of material and quantities to be used. 

Seal Coating certain roads. Submit price per mile on a 20 foot wide surface. Include a description of materials and quantities to be applied.

Sealed Road Bids submitted for The Town of Shields on Monday, June 12, 2017 Board Meeting has been rescheduled due to weather and will be opened on Monday, June 19th at 5pm at the Emmet Town Hall, W6777 Second Street Road Watertown, WI 53098. 

The scope of project will be determined by our budget. The Town Board will select projects based on need, cost effectiveness and most benefit to the Town. The Town Board will reserve the right to refuse any or all bids.

Attendance: Chairman Neale Jones, Supervisor Bob Long, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

  1. The Board meeting was called to order at 7:05pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
  2. The Minutes were read by the Town Clerk, on a motion by Chairman Jones to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
  3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Chairman Jones. Motion Carried.
  4. The monthly bills were read by Chairman Jones, Supervisor Long made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
  5. Correspondences;
  6. The State of Wisconsin Health Services sent notices of how to build a strong retailer license enforcement of cigarette licensees in your communities. Noted by board.
  7. Reports;
  8. The Fire Reports were available at meeting time. The Watertown Rural Fire had a report of 2-EMS calls to the TO-Shields in January, 1-EMS call in February and 1-Fire in March.
  9. Chairman Jones attended the April 19, 2017 Town Officers, Dodge County Unit WTA meeting held at the Dodge County Administration Building in Juneau. The main speaker was Jeff Hoffman the DC UW Extension Director who spoke on the restructure of the UW Extension and its impact on Dodge County. Also discussed were the topics of State Budget and other current and upcoming events and issues. Chairman Jones reported the meeting was very informational.

  13. Clerk Johnson read the Minutes from the April 27, 2017 Plan Commission meeting. (See Attached) Which led into the discussion on Wayne and Joann May’s Conditional Use Permit and Minor Land Division. Julie and Mark Klusken, are the agents for Wayne and Joann. Julie is the daughter of Wayne and Joann and would like to divide off 1.5 acres to build a home. Supervisor Long made a motion to approve the Klusken’s Letter of Intent Notification and Conditional Use Permit to Dodge County Land Resources and Lands Department and Chairman Jones seconded. Motion Carried. All were in Favor.
  14. Miscellaneous;
  15. This year the TO Shields is doing a re-evaluation, the Open Book Meeting will be held on June 19, 2017 from6-8pm at the Emmet Town Hall. Residents are invited to come and discuss their assessment values with Assessor Joseph Plasil.
  16. Board of Review will be held on June 26, 2017 at the Emmet Town Hall from 6-8pm.
  17. Public Comment – none to report.
  18. Next month’s meeting date; June 12, 2017 at 7 pm at the Emmet Town Hall.

Chairman Jones called for the meeting to be adjourned at 8:22pm and Supervisor Long seconded. Motion Carried Meeting Adjourned.

Attendance: Chairman Tony Peirick, Shannon O’Gorman, Craig Kleinsteinber, Josh and Sandee Macht, Peter Mc Farland, Susan Johnson-Clerk.

  1. The Arpril 27, 2017 Planning Commission was called to order by Chairman Tony Peirick at 7:07pm @ the Clerk’s home.
  2. The minutes from the Public Hearing Plan Commission on April 26, 2016 were read by the clerk. Shannon O’ Gorman made a motion to accept the minutes as read and Sandee Macht seconded. Motion Carried.
  3. Chairman Peirick and Clerk Johnson welcomed the new members to the board. We are happy to have you aboard.
  4. Old Business-Clerk Johnson explained and handed out the new Plan Commission Books as needed. The new inserts for the updated plan and the pages they could be found on for review.
  5. New Business. Clerk Johnson had received from DCLR & PD a Letter of Intent Notification and a Conditional Use Permit for the Klusken’s. Julie and Mark Klusken agents for Wayne and Joann May were present to explain the land split for 1.5 acres on her father’s property. After much discussion, Shannon O’ Gorman made a motion to recommend the Klusken’s Conditional Use Permit Notification and Conditional Use Permit Application to the Town Board at Monday, May 8th, 2017 Monthly Board Meeting and Peter Mc Farland seconded. All were in Favor.

Shannon O’Gorman called for the meeting to be adjourned at 7:29pm and Sandee Macht seconded. Meeting adjourned

Road Side Clean Up

SHIELDS ROADSIDE CLEANUP

            TOWN OF SHIELDS – Shields Township will hold its 11th Annual Roadside Clean-up on Saturday, April 22, 2017 from 9-11 am. Residents are asked to use this day to walk their properties bordering the roads and pick up all garbage accumulated over the winter. Garbage bags are available at the recycling center in Richwood. When residents bring back their bags they will be treated to cookies to say thanks. The number of residents helping with the Shields Roadside Cleanup has increased each year and the results has been litter-free roads. Residents are encouraged to continue the tradition and keep up the process year round.

NOTICE OF MEETING

NOTICE IS HEREBY GIVEN that Open Book of the 2017 Assessment Roll for the Town of Shields will be available for review. On Wednesday, May 4, 2017 at the Emmet Town Hall, W6777 Second Street, Watertown, WI. From 2pm-4pm.  This is the time for any property owners having questions about their assessments to meet with the assessor; P. Joseph Plasil for the Town of Shields. STATE OF WISCONSIN

BOARD OF REVIEW

 

Notice is hereby given that the Board of Review for the Town of Shields, Dodge County, Wisconsin, shall hold its first meeting on June 26, 2017, from 6-8pm., at the Emmet Town Hall. The first meeting is scheduled for June 12, 2017 will be called to order and adjourned. Assessments will not be done in time for June 12, 2017.

Please be advised of the following requirements to appear before the board of review and procedural requirements if appearing before the board:

  1. No person will be allowed to appear before the board of review, to testify to the board by telephone, or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to view the property.
  2. After the first meeting of the board of review and before the board’s final adjournment, no person who is scheduled to appear before the board of review may contact or provide information to a member of the board about the person’s objection, except at a session of the board.
  3. The board of review may not hear an objection to the amount or valuation of property unless, at least 48 hours before the board’s first scheduled meeting, the objector provides to the board’s clerk written or oral notice of an intent to file an objection, except that upon a showing of good cause and the submission of a written objection, the board shall waive that requirement during the first 2 hours of the board’s first scheduled meeting, and the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days with proof of extraordinary circumstances for failure to meet the 48-hour notice requirement and failure to appear before the board of review during the first 2 hours of the first scheduled meeting.
  4. Objections to the amount or valuation of property shall first be made in writing and filed with the clerk of the board of review within the first 2 hours of the board’s first scheduled meeting, except that, upon evidence of extraordinary circumstances, the board may waive that requirement up to the end of the 5th day of the session or up to the end of the final day of the session if the session is less than 5 days. The board may require objections to the amount or valuation of property to be submitted on forms approved by the Department of Revenue, and the board shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land, but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the board in support of the objections and made full disclosure before the board, under oath, of all of that person’s property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the board.
  5. When appearing before the board of review, the objecting person shall specify in writing the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information that the person used to arrive at that estimate.
  6. No person may appear before the board of review, testify to the board by telephone, or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless the person supplies the assessor with all the information about income and expenses, as specified in the assessor’s manual under s. 73.03 (2a), Wis. stats., that the assessor requests. The Town of Shields has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court.* The information that is provided under this paragraph, unless a court determined that it is inaccurate, is not subject to the right of inspection and copying under s. 19.35 (1), Wis. stats.
  7. The board shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, surgeon, or osteopath that confirms their illness or disability. No other persons may testify by telephone unless the Board, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement.
  8. No person may appear before the board of review, testify to the board by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the board, or at least 48 hours before the objection is heard if the objection is allowed under s.70.47 (3) (a), Wis. stats., that person provides to the clerk of the board of review notice as to whether the person will ask for the removal of a member of the board of review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take.

Julie and Mark Klusken, agents for Wayne and Joann May for a Conditional Use Permit under the Land Use Code, Dodge County, WI to allow for the creation of an approximate 1.5-acre nonfarm single family residential lot within the A-1 Prime Agricultural Zoning District.
