Dodge County, WI

The Town Board of the Town of Shields, Dodge County, Wisconsin, by this resolution and ordinance, adopted by a majority of the town board on a roll call vote with a quorum present and voting and proper notice having been given, resolves and ordains as follows:

The law requires that all dogs over the age of 5 months be licensed. Pursuant to s. 174.05 (1), Wis. stats., a dog license tax on dogs. The minimum license fee for a neutered or spayed dog is $10 and minimum fee for an unneutered or unspayed dog is $20 to the minimum required under s. 174.05 (3), Wis. stats., within the Town of Shields, Dodge County, Wisconsin, is authorized in the amounts shown in the above paragraph:

The additional tax shall be effective on December 1, 2023.

The town clerk shall properly post or publish this resolution as required under s. 60.80, Wis. stats.

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Supervisor Kyle Wollitz, Clerk-Treasurer Susan Johnson.
The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.

  1. The Minutes were reviewed by the Town Board, on a motion by Supervisor McFarland to accept the minutes as read, seconded by Supervisor Wollitz. Motion Carried.
  2. The Treasurer’s Report was read by the Clerk-Treasurer Johnson, on a motion by Supervisor Wollitz to accept the report as read and seconded by Supervisor McFarland. Motion Carried.
  3. The monthly bills were read by Clerk-Treasurer Johnson; Supervisor McFarland made a motion to pay monthly bills and Supervisor Wollitz seconded. Motion Carried.
  4. Correspondence.
    a. The Dodge County Unit Meeting will be held on July 19, 2023 at 7:30pm at the Dodge County Administration Building. Noted by the board.
    b. DCLR & PD sent an approved Land Use Permit for Kyle Wollitz to build a new home at N1541 County Road K. Noted by the board.
  5. Reports.
    a. The Watertown Rural Fire Reports are as follows: The Watertown Fire Department for May 2023 was 0-Fire call, 1-EMS calls, no MVA & no HAZCON. The Waterloo Fire Department report for June 2023 was no Fire, EMS, MVA, No HAZCON.
  6. Old Business-None to report
  7. New Business.
    a. The Town of Shields board has updated by Resolution and Ordinance to Raise Doge License Tax for upcoming tax season 2023-2024 and going forward. The Resolution and Ordinance 2023-01 is attached. The new tax summary says, a Neutered or Spayed do will increase to $10 per dog every year and an Unneutered or Unspayed dog will increase to $20 per dog every year. Chairman Jones made a motion to accept the Resolution and Ordinance to Raise Dog License Tax 2023-01 and Supervisor McFarland seconded. All were in favor, 3-Aye, 0-Nay, 0-Abstain. Clerk Johnson will post and publish as required by state statues.

Attendance: Chairman Neale Jones, Supervisor Peter McFarland, Clerk-Treasurer Susan Johnson.   

A walking quorum met on June 26, 2023 at Chairman Jones home office at 2:33pm.

  1. The meeting was called to address the layover of the road bids from the June 12, 2023 monthly board meeting.  Chairman Jones discussed what he learned from the Crack Filling Inc. After the discussion about the bids from Struck & Irwin and Scott Construction. Chairman Jones made a motion to accept the bid from Scott Construction to seal coat Rich Rd from Hwy 19 to Provimi and Rich Road, Provimi Rd to Hwy Q, Scott’s will fill in travers crack and double seal the “S” curve on Rich Rd, a total of 3.05 miles, and Supervisor McFarland seconded.  Motion Carried. All were in favor.

    a. Road Bids were opened from Scott Construction and Struck & Irwin Paving Inc. for 2023 Asphaltic Cold mix wedging and Seal Coat Prices were discussed. The board has decided to lay over the bids until Chairman Jones can talk with Crack Filling services to also see if this needs to be done ahead of time.

b. The 2023 Liquor Licenses renewals are Casey’s Saloon and Watertown Chapter Izaak Walton League have been published in the newspaper and paid for. Supervisor McFarland made a motion to accept the applications for Casey’s Saloon and Watertown Chapter Izaak Walton League Liquor Licenses for July 1, 2023 thru June 30, 2024 and Supervisor Wollitz seconded. Motion Carried all were in favor. Motion Carried.

c. The Town of Shields Board has decided to raise the cost of dog tags in the township due to the rising cost the dog tags and administrative fees passed down from Dodge County. The fees will increase on December 1, 2023. The fee for a neutered or spayed dog will be $10 per dog and an unneutered or unspayed dog will be $20. Board members will review and put in place the Resolution to Raise Dog License Tax in the TO-Shields at the July 10, 2023 monthly board meeting.

a. DCLR & PD and Parks Committee sent notice of the Amendment meeting for the Dodge County Comprehensive Plan. Meeting will be held on May 22, 2023 at 7:30pm First Floor of the Administration Building. The public is invited to attend. Noted by the board.
b. DCLR & PD sent notice of an approved Land Use Permit for McFarlandale Dairy LLC for two barns for the housing of calves required by the DNR instead of the calf hutches, property is located at N302 County Rd K. Noted by the board.
c. DCLR & PD send notice of an approved Land Use Permit for Sean Thomas for a fence. The property is located at W7950 County Rd Q. Noted by the board.

Reports.
a. Watertown Rural Fire Reports. The Watertown Rural Fire Department for March 2023 was 0-Fire call, 0-EMS calls, 0-MVA & 0-HAZCON. The Waterloo Fire Department report for March was no calls to the Town of Shields. Noted by the board.
b. Dodge County Unit Meeting for officers was attend by Chairman Jones. The speaker was Mike Koles WTA Executive Director is working with Governor Evers on getting more Shared Revenues for towns. Chairman Jones reported it was a good meeting. A new unit chair was installed. The new Dodge County Unit Chairperson is Russell Kottke.
c. The seventeenth Spring Roadside Cleanup was held on Saturday, April22, 2023. The day was a little windy, but the sun did peak out. Residents picked up garbage bags, cookies, and water bottles to help clean up the roadsides in the TO-Shields.
d. The state requirements for Board of Review training have changed this year. The new requirements are only one member of the board needs to be trained but it cannot be the same person in the next year. This year Supervisor Wollitz took the on-line training.

The annual road review was done by the board on April 29, 2023 by the board. All the roads were reviewed, and a list was made. The Advertisement for Bids was published on May 4th, 2023 in the Watertown Daily Times. Chairman Jones will accept the bids and will be opened at the June 12, 2023 regular Board Meeting, 7pm at the Emmet Town Hall.

6. Old Business-none to report.

New Business.
a. Dodge County Land Resources and Parks Department sent notice of an application for a Conditional Use Permit for Dale and Nancy Hernke, under the Land Use Code, to allow for the construction of a single-family residence. The property is located at W7932 Walton Road. Clerk Johnson read the Plan Commission minutes to the board. After a discussion with Dale Hernke about Fire trucks will have access in and out of the long driveway and the Hernkes have owned the property for 19 years. Supervisor McFarland made a motion to accept the application for Dale and Nancy Hernke’s Conditional Use Permit, and Supervisor Wollitz seconded. Motion Carried. All were in favor. Clerk Johnson will email the paperwork up to Dodge County tomorrow.

b. Dodge County Land Resources and Parks Department sent notice of an application for a Conditional Use Permit and a Minor Land Division for Dennis Stilling, under the Land Use Code, to allow for a split off one acre A-2 land with the existing single-family residence. The property is located at W7844 Wood Road. Motion carried. Mr. Stilling explained what the intent was with the ranch home, the septic, it will need to have a deed restriction because of being shared, the well will have an easement as it is shared with the hog barns, along with a shared driveway agreement. This site is not in extraterritorial jurisdiction. Chairman Jones made a motion to accept the application for Lectric Farms, LLC/Dennis Stilling applications for a Conditional Use Permit and Minor Land Division Letter of intent, seconded by Supervisor McFarland. Motion Carried. All were in favor. Clerk Johnson will email the paperwork up to Dodge County tomorrow.

Miscellaneous.
a. The annual Weed Notice will be published by the Watertown Daily Times as a group to help keep costs down for the surrounding townships.
b. Steve Yohn will again be mowing the transfer site this year at a monthly cost of $30.

Public Comment.
a. Dennis Stilling wanted to comment on the great job the board has been doing with some of the drainage problems that have been resolved in the Richwood and the plan for the upkeep of the roads. Thank You to the board.

    a. DCLR & PD sent a Letter of Intent Minor Land Division & Conditional Use Form for Dennis Stilling for a one-acre land split with the home at W7884 Wood Road. DCLR & PD also sent a Conditional Use Permit notification for Dale and Nancy Hernke to build a home at W7932 Walton Rd. Both will be laid over until May 8, 2023 allowing the Plan Commission to meet on April 27, 2023 at 7pm at the Emmet Town Hall. Noted by the board.
    b. The Wisconsin Towns Association (WTA) sent notice to Town Officials for the Dodge County Unit Meeting. Wednesday, April 19, 2023, 7:30pm at the Dodge County Administration Building in Juneau. Noted by the board.
    c. Board of Review training has changed. Now one board member must be trained each year and it cannot be the same board member. In 2023 Kyle Wollitz will do the Virtual Board of Review Training on May 1, 2023 at 6:30pm. Noted by the board.

    a. The Watertown Rural Fire Department for February 2023 was 0-Fire, 1-EMS call, no MVA & no HAZCON calls. The Waterloo Fire Department report for February 2023 was not available at the meeting time.

  8. New Business.
    a. “Catalis Tax & CAMA, Inc.” (formerly Grota Associates) the company that will be taking over the Assessments after P. Joseph Plasil retires July 1, 2023. For the
  9. maintenance of assessment records and application of use value for 2023-2025 each year costing the township; 2023-$1800, 2024-$4500 and 2025-$4500. Next year 2024 is the year in which the township will update the township with a revaluation of all real and personal property. The cost will be spread out over 2023-2025 paying $2000 each year along with the annual fee. Supervisor McFarland made a motion to accept Catalis Tax & CAMA, Inc to take over as the Town of Shields, Dodge County assessment record keeping beginning July 1, 2023, and Chairman Jones seconded. Motion Carried, all were in favor.
  10. b. The Watertown Izaak Walton League applied for seven picnic permits for the following dates at the Barry Road address: April 23, May 21, June 11, July 16, August 20, September 17, and October 15, 2023. Chairman Jones made a motion to accept the permits and dates requested and Supervisor McFarland seconded. Motion Carries all were in favor.
  11. c. The annual road review by the board will be done on Saturday, April 29, 2023, Supervisors will meet at Chairman Jones home.
  12. Miscellaneous.
    a. Roadside Cleanup will be held on Saturday, April 22, 2023@ the Transfer Site. Come and pick up garbage bags, a bottle of water and a cookie from 11-2pm.
    b. The Annual Meeting of the Electors will be held on Tuesday, April 25, 2023 at 7pm at the Emmet Town Hall. All are invited to attend.
    c. Open Book for the Town of Shields will be held on Monday, May 15, 2023 from 5-7pm, at the Emmet Town Hall. If you would like to discuss your taxes, please contact the clerk to set up a time. Or you can stop in and wish Assessor Joe well in his retirement.
    d. Board of Review will be held on Monday, June 5, 2023 from 5-7pm at the Emmet Town Hall.

The Town of Shields is seeking bids for road maintenance in 2023 as follows:

Seal Coating certain roads and Slurry Seal. Submit price per mile on a 20-foot-wide surface. Include a description of materials and quantities to be applied.

Asphalt Wedging parts of certain roads. Submit a price per ton applied and include a description of material and quantities to be used.
