Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Long, Treasurer Sue Nampel, Clerk Sue Johnson, Ricky & Sandy Bratz, Bruce & Staci Bratz, Tom Madsen, Rod Sell, Bill Blaska, Randy Soldneu, Lisa & Jeff Kluslow, Dan Gorder.

1. The Board meeting was called to order at 7:07pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were read by the Town clerk, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Chairman Long seconded. Motion Carried.
5. Correspondences;
6. The Transportation Information Center sent their Workshop schedule for the month of August. Noted by the board.
7. Notice was sent for Humane Officer Training in September. Noted by the board.
8. The 2015 Town and Village Workshop schedule is available. Noted by the board.
9. The Wisconsin County Highway Association LDG sent notice of their class schedule in September. Noted by the board.

11. There were no fire reports available at meeting time.
12. The Town Officers, Dodge Cty., WTA Meeting was July 15, 2015. Chairman Jones attended. Executive Director Mark Kohls from the WTA was the guest speaker.
13. Old Business;
14. The ATV/UTV Ordinance was discussed at length, a number of supporters were in the audience . The board has not made a decision to accept or deny the Ordinance at this time. More time is needed before a decision can be made.
15. New Business;
16. Chairman Jones brought to the table a Minor Land Division for Sandra Sykes. He has recommended that she files the correct paperwork with Dodge County Land Resources and Parks Department before any decision can be made.
17. The Plan Commission will meet on August 27, 2015 at 7pm at the Clerk’s home.
18. Miscellaneous;
19. Budget Prep meeting will be held on Tuesday, October 20, 2015 at 7pm at the Clerk’s Home.

1. The Board meeting was called to order at 7:04pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were read by the Town Clerk, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Bob Long. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.
4. The monthly bills were read by Chairman Jones, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.
5. Correspondences;
6. The Town Officers, Dodge County Meeting will be held on Wednesday, July 15, 2015 at 7:30pm at the Dodge County Administration Building, 127 east Oak St., Juneau. Noted by the board.
7. DCLR & PD sent notice of an approved Land Use Permit for Steve Kauffeld on W8370 Long Road for 2 decks.
8. DCLR & PD sent notice of an approved Land Use Permit for Benny & Shirley Alba on N1903 Hwy K, for a Barn.
9. Reports;
10. Watertown Rural Fire Department report for the month of June reported two (2) EMS calls and one (1) MVA. No report was available from Waterloo Fire Department at meeting time.
11. The ATV Ordinance was discussed at length. The ATV/UTV is under consideration and the Board will do the research regarding it.
12. Old Business;
13. The Town Web Site is now up and running. It has limited material available but will be continually added to as time allows. Check it out at: townofshields.com
14. New Business;
15. Chairman Neale Jones received the 2015-2016 Maintenance Agreement for the Town of Shields. The non-refundable retainer fee shall be $21,487.50, the payment is based on $750 per mile (28.65miles). After discussion Supervisor Johnson made a motion to accept the agreement as written and Supervisor Long seconded. Motion carried. All in favor.
16. Miscellaneous;
17. Fire Billing Charges was brought to the table for discussion. In 2006 The Town of Shields put in place Ordinance 06-02, which allows the Town of Shields to charge residents $500 per fire run and a water charge per 100 cubic feet of water used (current rate is set by the City of Watertown Water Department). This was to help defray the increased of the yearly rising fire contract with the City of Watertown. Discussion took place and it was decided no change needs to be made to Ordinance at this time, but the board will review.

Minutes

Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Supervisor Long, Treasurer Sue Nampel, Clerk Sue Johnson, Assessor P. Joseph Plasil.

1. The Board meeting was called to order at 7:10pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Long to accept the minutes as read, seconded by Supervisor Johnson. Motion Carried.

The Open Book and Board of Review Minutes were reviewed; Supervisor Johnson made a motion to accept the minutes and Supervisor Long seconded. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Supervisor Long. Motion Carried.
4. The monthly bills were read by Chairman Jones. Supervisor Johnson made a motion to pay monthly bills and Supervisor Long Seconded. Motion Carried.
5. Correspondences;
6. Dodge County Land Information Committee sent a letter requesting notification of all roads the Town plans to seal coat or pave in 2015. The purpose is to identify and protect any survey markers from being disturbed or damaged during road work. We will notify the County Clerk when we know what work we will be doing and mark the Town map they provided.
7. DCLR & PD Historical Town Hall Information, Clerk will contact Nate Olson with information.
8. Reports;
9. Reports for the Waterloo and Watertown Fire Departments were not available at meeting time.
10. The Plan Commission did not meet this week due to farmers needing to be in the fields. They will resume again in September or as needed.
11. Sandra Sikes wrote a letter to the Town Board, requesting direction on how to proceed with a land spilt. Chairman Jones will advise.
12. Old Business;
13. A new sign board has been installed at the Transfer Site for all the Towns Posting needs please check it out; also Father Anthony Good has a new window and a fresh coat of paint on the building he works out of on Saturday’s.
14. The Town’s web site should be up and running by the next Board meeting.
15. Discussion took place on what to do with the extra $10,000 from the 2014 Winter Road Maintenance Agreement from the county, which needs to be used by October 1^st. It was decided to put it towards some road repairs and minor bridge work on Walton Rd.

8. New Business;
9. Road Bids were received from Scott Construction and Farhner Construction. The sealed bids were opened and much discussion took place. A motion was made by Supervisor Long to select Scott Construction to do the work this year and Supervisor Johnson seconded. Motion Carried, all were in favor.
10. Liquor License applications were brought to the table by the clerk. Casey’s Saloon and Izaak Walton League of Watertown paperwork has been accepted. Supervisor Johnson made a motion to accept the applications for July 2015 thru June 2016 for Casey’s Saloon and Izaak Walton League of Watertown. Supervisor Long seconded the motion. Motion carried, and all were in favor.

2. The ATV Ordinance discussion will need further research and has been put on hold at this time, the board sees no reason to rush a decision at this time.
3. The WTA Convention will be Sunday, October 25^th thru Tuesday, October 27^th at the Kalahari Resort Center in Wisconsin Dells. Noted by the board.
