 Minutes

Attendance: Chairman Neale Jones, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.

1. The Board meeting was called to order at 7:04pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.
4. The monthly bills were read by Chairman Jones, Supervisor Jones made a motion to pay monthly bills and Chairman Jones seconded. Motion Carried.
5. Correspondences;
6. Dodge County Unit of WI WTA Association Meeting will be held on October 18, 2017, 7:30pm at the Administration Building in Juneau. Noted by the board.
7. ATC/American Transmission Company sent a flyer of their services offered. Noted by the board.
8. Chairman Jones noted that he has had a few comments on the mowing this year, how nice it was done. Noted by the board.
9. Reports;
10. Waterloo Fire Department sent the August/September Activity Report, no runs were reported to the Town of Shields.
11. Old Business-none to report.
12. New Business;
13. Dodge County sent its “ Annual Joint Powers Agreement County 911 System”. Chairman Jones and Clerk Johnson signed the agreement for 2018.

10. Miscellaneous;
11. The Budget Prep meeting will be held on Tuesday, October 24, 2017 at 7pm at the Clerks home.
12. The Public Hearing on the 2018 Budget and Approve the Levy of the Town of Shields will be held following the monthly Board Meeting on Monday, November 13, 2017.
13. The December Monthly Board Meeting has been changed to Friday December 8, 2017 at 4pm at the Emmet Town Hall.
14. Public Comment;
15. The Posting Board for the Town of Shields which is now on the Precise Auto Building will be moved to Andy’s Excavating Building on N1063 Cty Hwy Q.
16. Next month’s meeting date; November 13, 2017 at 7 pm at the Emmet Town Hall.

Chairman Jones called for the meeting to be adjourned at 8:01pm and Supervisor Johnson seconded. Motion Carried Meeting Adjourned.

Board Meeting September 11, 2017 7pm

Minutes
Attendance: Chairman Neale Jones, Supervisor Bob Long, Supervisor Ron Johnson, Treasurer Sue Nampel, Clerk Susan Johnson, Assessor P. Joseph Plasil.
1. The Board meeting was called to order at 7:00pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
2. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Supervisor Long. Motion Carried.

3. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Long to accept the report as read, and seconded by Supervisor Johnson. Motion Carried.

4. The monthly bills were read by Clerk Johnson, Supervisor Johnson made a motion to pay monthly bills and Supervisor Long seconded. Motion Carried.

5. Correspondences;
a. Notice of a Public Hearing was sent, scheduled for Monday, October 2, 2017 at 7:05pm at the Dodge County Administration Building. Two amendments are being proposed to Map 8-2, Future Land use Map of the Dodge County Comprehensive Plan.
Noted by the board.
b. DCLR & PC sent notice of an approved Land Use Permit for Daryl & Tiffany Peirick for a new home on N568 Barry Road. Noted by the board.

6. Reports;
a. The Watertown Fire Department Responses to the Town for July were 1 EMS calls. Noted by the board. The Waterloo Fire report was not available at meeting time.

7. Old Business;
a. The Dodge County Highway Commission sent the Annual Maintenance Agreement for the TOS, the retainer fee for 2017-2018 will be $750.00 per mile x 28.65 miles = $21487.50. Supervisor Long made a motion to accept the 2017-2018 Annual Maintenance Agreement from DCHC and Supervisor Johnson seconded. Motion carried all were in favor. The board discussed what might we do if the DCHC would ever not be willing to plow the township roads, at this time no resolution to the discussion.

8. New Business;
a. DCLR & PD sent notification of a Public Hearing to be held on October 2, 2017 for Michael Henneberry, on rezoning approximately 171 acres of land from the A-2 General Agricultural Zoning District to the A-1 Prime Agricultural Zoning District under the Land Use Code, in order to allow the owners to be eligible to participate in the Farmland Preservation program. The Plan Commission met on August 24, 2017 for discussion and made a motion to make an approval recommendation to the Town Board. After a short discussion, Supervisor Johnson made a motion to Approve Michael Henneberry’s rezoning request and Chairman Jones seconded. Motion Approved. All were in Favor.
b. The WTA 70th Annual Convention will be held in Stevens Point on October 8-10.
Joe Plasil will be attending on behalf of the Board.

9. Miscellaneous;
a. The Budget Meeting for the Town Board is scheduled for October 24, 2017 at 7pm at the clerks home.

10. Public Comment-

11. The Board meeting was called to order at 7:03pm by Chairman Neale Jones, the Pledge of Allegiance was recited.
12. The Minutes were reviewed by the Town Board, on a motion by Supervisor Johnson to accept the minutes as read, seconded by Chairman Jones. Motion Carried.
13. The Treasurers Report was read by the Town Treasurer, on a motion by Supervisor Johnson to accept the report as read, and seconded by Chairman Jones. Motion Carried.
14. The monthly bills were read by Clerk Johnson, Chairman Jones made a motion to pay monthly bills and Supervisor Johnson seconded. Motion Carried.
15. Correspondences;
16. The Watertown Chapter Izaak Walton League has applied for six Picnic Permits from the Township for the dates of; May 21, June 25, July 23, August 27, September 24 and October 22, 2017 for their yearly Meat Shooting events. Noted by the board.
17. The Dodge County Land & Water Conservation Department sent a copy of a permit for manure storage facility that has been approved and issued to Peter and Cindy McFarland. Noted by the board.
18. Reports;
19. In April there were no fire runs to the TO-Shields and May there was one (1) EMS call for the Watertown Rural Fire Department. There were no calls for March and April from the Waterloo Fire Department. Noted by the board.
20. Old Business;
21. Nothing new to report for the ATV/UTV Ordinance.
22. New Business;
23. Opening of Road Bids was postponed due to weather until next Monday, June 19, 2017 at the Emmet Town Hall at 5pm.
24. & c. DCLR & PD sent notice of a Public Hearing to be held on July 17, 2017 at the Administration Building in Juneau, 7pm or shortly there after. To amend the sign provisions of the Land Use Code and to amend the Dodge County Non-Metallic Mining Reclamation Overlay District Provisions from the Land Use Code, and adopting a separate stand-alone Non-Metallic Mining Reclamation Ordinance.
25. The Dodge County Highway Commission; Maintenance Agreement 2018 has been postponed to the July 10, 2017.
26. Two Liquor License Applications were submitted for approval from Casey’s Saloon and The Watertown Chapter Izaak Walton League, all fees have been paid and all publications have been published. Supervisor Johnson made a motion to accept the applications and Chairman Jones seconded.
27. The Board of Review was called to order by Chairman Neale Jones and set to be rescheduled for June 26, 2017 from 6-8pm. Open Book will be held on June 19, 2017pm from 6-8pm both at the Emmet Town Hall.
